The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.
Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Ray Botch to appoint Council Member Donte Moore as Mayor Pro Tem for tonight’s meeting. Seconded by Council Member Joe Gliosci. All were in favor.

Rose Straeter from Broken, Loved, Healed led the Invocation.
The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, and Council Member Donte Moore. Absent: Council Member Mike Young and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journals for the November 7, 2022 Regular City Council Meeting and the November 10, 2022 Special City Council Meeting were presented for approval.
Council Member Ray Botch motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, and Moore. Absent: Young and Lewis.
VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE
Mayor Pro Tem Donte Moore introduced Craig Emery with Round Table Design to speak to the Council regarding their client SNK Homes, LLC, regarding Avalon Subdivision located at 15715 East Fairfield Road. They are wanting to subdivide Lots 17 through 19 in Casey and Gilbert’s A.

P. Subdivision into two separate lots. Lot 2 has an existing home. Lot 1 they are wanting to build and then sell both. There were no questions or comments from the Council.
APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,913,100.73. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, and Moore. Absent: Young and Lewis.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented Bid Results for Two Tandem Dump Trucks. Fleet Services Director Mike Shannon contacted three dealerships regarding bids for two dump trucks and there was one bid received. Truck Centers, Inc. submitted a bid in the amount of $306,976.00. Staff recommendation is to accept the bid from Truck Centers, Inc.

CITY MANAGER
City Manager Mary Ellen Bechtel presented for Approval of a Subdivision and Preliminary and Final Plat for Avalon Subdivision, 15715 East Fairfield Road. The information regarding this subdivision was presented earlier in tonight’s meeting by Craig Emery with Round Table Design. It was recommended for approval unanimously by the Zoning and Planning Commission 4-0.

CITY ATTORNEY
City Attorney David Leggans presented an Ordinance to Rezone Property at 10531 North Spring Garden Lane from A-G to R-1. Petitioning party: Nancy Karch. City Manager Mary Ellen Bechtel stated that the petitioner is in the process of selling the property and since the property is outside the city limits, the petitioner did not seek a building permit. To obtain a building permit retroactively, the property needs to be properly zoned. The parcel does not meet the minimum lot size for A-G zoning of 5 acres. The Zoning and Planning Commission recommended approval of the rezoning unanimously 4-0.
Council Member Ray Botch motioned to approve Ordinance #2022-40, an Ordinance Approving the Rezoning of Property at 10531 North Spring Garden Lane from A-G to R-1. Petitioning party: Nancy Karch. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, and Moore. Absent: Young and Lewis.
City Attorney David Leggans presented for First Reading of an Ordinance to Surplus the Contents of the Register-News Building. City Manager Mary Ellen Bechtel explained this will surplus the remaining contents of the building and allow staff to clear out the building to prepare for deconstruction and relocation.

City Attorney David Leggans presented for First Reading of an Ordinance for Property Tax Levy. City Manager Mary Ellen Bechtel explained that the Ordinance is for this year’s property tax levy to be paid next year. The City is proposing the same amount as last year, which is $2,880,100.00. This amount is not enough to cover the contributions for the pensions. It is short $401,318.00. That amount will come from the Pension Retail Tax.

Mayor Pro Tem Donte Moore wanted to wish everyone a Happy Thanksgiving. Enjoy your time with family and continue to be blessed.
CITY COUNCIL
City Council Member Joe Gliosci added that he attended the Lifeboat Alliance 10-Year Anniversary fundraiser and wanted to state that it is a great organization. They provide temporary housing for families and individuals in need, and he wanted to give that organization and the many people who help the credit for what they do for the community.
