Mayor John Lewis opened the meeting.
Pastor Randy Steele of Southwest Christian Church led the Invocation.

Roll call showed present: Council Member Ray Botch, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Joe Gliosci.
PRESENTATION OF JOURNALS
The Journal for the November 21, 2022 Regular City Council Meeting was presented for approval.
Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

CITY MANAGER
Assistant City Manager Nathan McKenna presented for Approval a Consent for Assignment of a Lake Miller Lease from Hope Williams and Sandra Sandweg to Jeffery A. DePlanty and Stephanie L. DePlanty. Staff recommends the assignment of the Miller Lake Lease.

City Attorney David Leggans presented for Second Reading of an Ordinance to Surplus the Contents of the Register-News Building.

City Attorney David Leggans presented for Second Reading of an Ordinance for Property Tax Levy. Assistant City Manager Nathan McKenna stated that there have been no changes on this Ordinance since the First Reading. Additional funds to complete the required pension contribution will be paid from the Pension Sales Tax Fund.

City Attorney David Leggans presented for First Reading of an Ordinance to Surplus Playground Equipment and Skateboarding Equipment from Optimist Park. Field Supervisor Stephen Talley and Assistant City Manager Nathan McKenna have inspected the playground equipment at Optimist Park and have determined it is dangerous and should be removed. Assistant City Manager Nathan McKenna explained that the equipment is in disrepair. The City plansto replace playground equipment next fiscal year and relocate it to the east end of the park which would be out of the flooding area. Also, relocate the basketball court, basically shifting the entire park from the west side to the east side and leaving the west side as a green space. The Skate Park will be removed and that will be relocated to another park. The basketball court, slide, etc., will be relocated within Optimist Park.
Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance, an Ordinance to Surplus Playground Equipment and Skateboarding Equipment from Optimist Park. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

City Attorney David Leggans presented a Resolution to Amend the Personnel Policy Manual. Assistant City Manager Nathan McKenna commented that staff recommends approving the changes in the manual to reflect the new State of Illinois hiring guidelines. Other changes in the manual were necessitated by the contract negotiations with the bargaining units.

MAYOR
Mayor John Lewis presented for the Council’s Advice and Consent the Appointment of James Malone to the Minority Affairs and Human Relations Commission. The President of the NAACP fills this position and Mr. Malone is the new NAACP President.
