City of Mt. Vernon City Council met Dec. 8.

SPECIAL CITY COUNCIL MEETING 

The Mt. Vernon City Council met for a Special Meeting at 3:30 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois.

Mayor John Lewis called the meeting to order.

ROLL CALL 

Present: Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Ray Botch.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE 

None.

CITY MANAGER 

City Manager Mary Ellen Bechtel presented for First Reading of an Ordinance Authorizing a Bank Qualified Loan with Banterra Bank. This is for the purchase of a fire truck (2022 Ferrara Fire Apparatus HD 77’ Aerial Mounted on a “Cinder” Chassis, VIN 1F9455928NH14006). This bid was awarded to Banterra Bank on October 3, 2022 for a 5-year term at 2.75% interest. The amount to be borrowed is $902,571.00. Payment will be approximately $195,675.00 a year and that will be taken out of the Capital Purchase Account. This Ordinance does establish that this will be a qualified tax-exempt obligation.

Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance, an Ordinance Authorizing a Bank Qualified Loan with Banterra Bank. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch. 

Council Member Donte Moore motioned to approve Ordinance #2022-44, an Ordinance Authorizing a Bank Qualified Loan with Banterra Bank. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

Council Member Joe Gliosci made a motion to adjourn the Special Council Meeting. Seconded by Council Member Donte Moore. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.  

The Special Council Meeting was adjourned at 3:33 p.m.
