PRESENTATION OF JOURNALS
The Journals for the December 5, 2022 Regular City Council Meeting and the December 8, 2022 Special Council Meeting were presented for approval.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Joe Gliosci motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $3,360,522.85. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented Bid Results for a New Utility Tractor for Public Works. This tractor will be used for mowing ROW and other large city properties. There was only one bid received and staff recommendation is to award the bid to Reichmann Brothers, LLC in the amount of $59,498.00.

CITY MANAGER
City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Demolition of Property at 802 N. 7th Street. This is the last property of the Flood Plain Buyout Program. After this property is demolished, this program will be closed out with the State.

CITY ATTORNEY
City Attorney David Leggans presented an Ordinance for Rezoning of Property at 830 East IL Highway 15 from B-2 to I-1. Petitioning Party: CountryMark Energy Resources LLC. City Manager Mary Ellen Bechtel stated this was reviewed by Planning and Zoning and passed unanimously. This zoning change is to facilitate the installation of above ground fuel tanks. Mayor John Lewis introduced Attorney Andrew Thomson, representing CountryMark Energy Resources LLC to answer any questions. He stated this is to replace underground tanks and install above ground tanks. There will be two 1000-gallon tanks. CountryMark will do proper reclamation for the underground tanks.
Council Member Joe Gliosci motioned to approve Ordinance #2022-45, an Ordinance Approving the Rezoning of Property at 830 East IL Highway 15 from B-2 to I-1. Petitioning Party: CountryMark Energy Resources LLC. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore
City Attorney David Leggans presented an Ordinance Granting Conditional Use at 610B South 42nd Street. Petitioning Party: Navada Labs LLC. City Manager Mary Ellen Bechtel explained that this is a conditional use for a cannabis retailer in the 42nd Street Plaza Mall on South 42nd Street. This was approved by Planning and Zoning by 3-2 vote. Mayor John Lewis introduced Attorney John Hundley and Angela Miller, Manager of Navada Labs LLC, to respond to any questions. Mr. Hundley explained this is the property on 42nd Street Plaza Mall next to Rent One.

City Attorney David Leggans presented for First Reading of an Ordinance to Surplus a 1999 Fire Truck. City Manager Mary Ellen Bechtel explained that the new truck should be arriving on Tuesday. This 1999 fire truck cannot pass inspection and cannot be fixed to pass inspection. The City will be looking at options for disposal. It cannot be used as an in-service fire truck.
