Community High School District 99 Board of Education met Nov. 21.

The Board of Education, Community High School District 99, met in regular session at 6:30 p.m. on Monday, November 21, 2022 at the Administrative Service Center.
Upon the Secretary's roll call, the following Board members answered present: Nancy Kupka, President; Mike Davenport, Vice President; and Members Christopher Espinoza, Sherell Fuller, Jennie Hagstrom, Terry Pavesich and Joanna Vazquez Drexler.
Also present were Hank Thiele, Superintendent; Gina Ziccardi, Associate Superintendent for Student Learning; Rob Lang, Assistant Superintendent for Staff Services; Scott Wuggazer, Assistant Superintendent for Student Services; Mark Staehlin, District Controller; Jim Kolodziej, Director of Physical Plant and Operations; Courtney DeMent, North High Principal; Arwen Lyp, South High Principal; Student Board Members Luka Paulauskas and Kaitlyn Vincent; and Juli Gniadek, Secretary.
There were four visitors. A copy of the Visitor Roster is attached.
1. RECOGNITION
Dr. Thiele stated School Board Appreciation Day was last week and expressed his appreciation for the work of the Board, who are volunteers, and the Student Board Members. He provided each of them a token of the District's gratitude. Hank Thiele presented IASB Board Leader Recognition Program certificates to President Kupka and Member Pavesich, who received Established Board Leader Recognition, and Member Davenport, who received Distinguished Board Leader Recognition.
Those in attendance recognized the members of the Board for their service.
Superintendent Thiele shared, at the Joint Annual Conference, Wight & Company received an Award of Distinction, the highest level award for an architectural project, for their work on the MFP at North and South High; and Secretary Gniadek received the Holly Jack Outstanding Service Award for her work as the Board Secretary.
Those in attendance congratulated Secretary Gniadek.
2. STUDENT PERSPECTIVES-NORTH HIGH SCHOOL
Ethan Park, Mia Manney and Jack Richtman of the North High Bass Fishing Team/Club shared the team was an IHSA State Qualifier 2019-2022 and a 2022 Bassmaster National Qualifier. The students explained they were judged on the total weight of their best five fish in the live well and can also receive an award for the largest fish. They stated the fish are released.
The Board thanked the students for sharing information about the Bass Fishing Club.
3. STUDENT BOARD MEMBER QUESTIONS AND COMMENTS
Kaitlyn Vincent, South High Student Board Member, shared Resource has changed recently and there are more activities and less presentations; the football team won conference; winter sports are starting; the Snowball retreat was the previous weekend; and there will be cocoa in the Commons on Friday.
North High Student Board Member Luka Paulauskas shared the World Cup will be shown on some of the TVs around the building; pink cupcakes were served to promote breast cancer awareness; students are enjoying the autonomy days because they can get their work done; and offered congratulations to the Boys Cross Country Team, which finished 3rd in the State
4. APPROVAL OF MINUTES
Member Pavesich moved and Member Fuller seconded the motion that the Board of Education approve the Minutes of the October 17, 2022 Business Meeting, the October 17, 2022 Closed Meeting, the November 7, 2022 Workshop Meeting with Action Items and the November 7, 2022 Closed Meeting.
Upon the Secretary's roll call, Members Pavesich, Fuller, Hagstrom, Vazquez Drexler, Davenport, Espinoza and Kupka voted AYE. The President declared the motion carried.
5. RECEPTION OF VISITORS - PUBLIC COMMENT
There were no public comments.
6. 5LABS OVERVIEW
Scott Wuggazer presented information and reports that can be retrieved from 5Labs, the District's data warehouse, which is linked to eSchool, the District's student management system. Mr. Wuggazer demonstrated how District and building level statistics can be drilled down to individual student data. He shared the data in 5Labs is aligned to State requirements and the District's Strategic Plan.
Dr. Thiele stated members of the Leadership Team are using 5Labs to pursue data that is of specific personal interest. The administrators are then reporting on their findings every two weeks, and using the data to identify areas of need and interventions, according to Hank Thiele.
Mr. Wuggazer stated the District's partner schools have signed IGAS with the District to share data about their former students.
7. 2023-2024 CAPITAL IMPROVEMENT PLAN
Mr. Kolodziej reviewed the Capital Improvements proposed for 2023-2024, totaling $1,200,000, which include funds for annual projects such as repair and maintenance; bleacher inspection and repairs; grounds repair; and furniture, fixtures and equipment at both buildings. Additional proposed improvements at both campuses include building automation system upgrades and pool scoreboard replacement, according to Mr. Kolodziej. He shared girls' softball field upgrades and roof repairs at North High, and at South High replacement of music suite flooring and the student parking lot, are also planned. Jim Kolodziej stated each of the projects will go out for bid and will be brought back to the Board for approval.
The consensus of the Board was to look at alternate revenue sources for the funding of the pool scoreboards, with advertising/branding options being brought back to the Board for discussion.
Mr. Kolodziej stated the District was submitting an application for Life Safety work to the Regional Office of Education for replacement of galvanized pipe at North High in the amount of $2,700,000.
8. T99 BUILD OUT BIDS
Dr. Thiele stated this is an Action Item later in the meeting.
Mr. Kolodziej stated there were 92 bids and 23 bid packages for an aggregate amount of $3,579,137 for the T99 build out, which is on budget. He shared the project has been approved by the Village Planning Commission and will be presented at the Village Council meeting in December. Jim Kolodziej stated the project will be complete for the start of the 2023-2024 school year.
9. FREEDOM OF INFORMATION REQUESTS
Dr. Thiele reported the District received and responded to Freedom of Information Act requests this month and they are posted on the District's website.
10. CONSENT AGENDA
President Kupka and the Board recognized the Foundation for the awarding of six grants.
Member Espinoza moved and Member Pavesich seconded the motion for the Board of Education to approve the Consent Agenda as presented which includes: A. Personnel Report - Leave of Absence- Classified; Transfer of Position-Classified; Appointments-Classified; B. Personnel Report Retirements-Certified; Resignations-Classified; C. Financial Pages; D. Intergovernmental Agreement for Reimbursement of Nursing Services with Hinsdale Township High School District 86; E. Student Tours; and F. Acceptance of Donation - District 99 Education Foundation.
Upon the Secretary's roll call, Members Espinoza, Pavesich, Vazquez Drexler, Davenport, Fuller, Hagstrom and Kupka voted AYE. The President declared the motion carried.
11. APPROVAL OF T99 BUILD OUT BIDS
Member Davenport moved and Member Vazquez Drexler seconded the motion for the Board of Education to approve contracts for the T99 Build Out 2022-2023 to the specified vendors for the aggregate amount of $3,579,137.00.
Upon the Secretary's roll call, Members Davenport, Vazquez Drexler, Espinoza, Fuller, Hagstrom and Kupka voted AYE. Member Pavesich was not in the room when the vote was taken. The President declared the motion carried.
12. APPROVAL FOR THE DECEMBER 5, 2022 BOARD MEETING TO BE HELD ENTIRELY IN Closed SESSION FOR THE PURPOSE OF THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES, SPECIFIC INDIVIDUALS WHO SERVE AS INDEPENDENT CONTRACTORS IN A PARK, RECREATIONAL, OR EDUCATIONAL SETTING, OR SPECIFIC VOLUNTEERS OF THE DISTRICT OR LEGAL COUNSEL FOR THE DISTRICT, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE, A SPECIFIC INDIVIDUAL WHO SERVES AS AN INDEPENDENT CONTRACTOR IN A PARK, RECREATIONAL, OR EDUCATIONAL SETTING, OR A VOLUNTEER OF THE DISTRICT OR AGAINST LEGAL COUNSEL FOR THE DISTRICT TO DETERMINE ITS VALIDITY.
Member Davenport moved and Member Vazquez Drexler seconded the motion for the Board of Education to hold the December 5, 2022 Board Meeting entirely in Closed Session for the purpose of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the District or against legal counsel for the District to determine its validity.
Upon the Secretary's roll call, Members Davenport, Vazquez Drexler, Espinoza, Fuller, Hagstrom and Kupka voted AYE. Member Pavesich was not in the room when the vote was taken. The President declared the motion carried.
Dr. Thiele stated the meeting will be held entirely in Closed Session, not open to the public and there will be no Action taken.

15. RECEPTION OF VISITORS – PUBLIC COMMENT
Laura Hois recognized the Boys Cross Country Team for their 3rd place finish in the State. Ms. Hois posed questions to the Board on the following topics: how the District plans to improve math and reading scores; mandatory COVID 19 vaccinations; and whether District 99 is continuing white supremacy and ant-racist teachings. She stated she would also follow up with an email.
16. REPORT ON LEGISLATIVE EDUCATION NETWORK OF DUPAGE (LEND)
No report.
17. REPORT ON SCHOOL ASSOCIATION FOR SPECIAL EDUCATION IN DUPAGE COUNTY (SASED)
Member Vazquez Drexler reported there is lower enrollment which may affect the sustainability of some services.
18. REPORT ON DISTRICT 99 EDUCATION FOUNDATION
Member Pavesich reported May is mental health month and the Foundation is partnering with Districts 58, 66 and 68 and grit2 to provide webinars and activities. She also shared the Foundation is focusing on building its Board and anyone interested should contact Julia Beckman through the Foundation's website.
19. REPORT ON ILLINOIS ASSOCIATION OF SCHOOL BOARDS (IASB)
Member Espinoza reported all the recommended Resolutions passed at the Delegate Assembly. Board members reported out on the sessions they attended at the Joint Annual Conference held the previous weekend in Chicago.
Dr. Thiele expressed his appreciation to the Board for giving up their time to attend the Conference and take advantage of the professional development offered.
