The Mt. Vernon City Council held a Regular City Council Meeting on Monday, February 6, 2023 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.
Mayor John Lewis opened the meeting.
Pastor Brian Fuller with First Baptist Church of Woodlawn led the invocation. The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the January 17, 2023 Regular City Council Meeting was presented for approval.
Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,575,536.25. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
Regular City Council Meeting Monday, February 6, 2023
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented Bid Results for the Demolition of Property Located at 906 Jordan Street. This is the former Dements building. Staff recommendation is to award the bid to Heck’s Excavating for $19,950.00. This will be paid from Downtown TIF Funds.
City Manager Mary Ellen Bechtel presented Bid Results for the Demolition of Property Located at 101 E. Main Street. This is for the demolition of the former Train Depot on the east side of Mt. Vernon. Staff recommendation is to award this to the low bidder, Kenneth A Hails Excavating in the amount of $11,000.00. This will be paid from the 1% Retail Tax Capital Account.
City Manager Mary Ellen Bechtel presented Bid Results for the Demolition of Property Located at 802 N. 7th Street. This is the last house of the Floodplain Grant to be demolished. Staff recommendation is to award the bid to Heck’s Excavating in the amount of $8,500.00. This will be reimbursed to the City through the Grant. After this we will be able to submit the close out documents for reimbursement.
CITY MANAGER
City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Relocation of a Building Located at 911 Broadway. The City is ready to bid the project for the old Register News Building to dismantle the building and relocate the structure at Veterans Park. This is for the demo of this building and construction of the new building at the park.

CITY ATTORNEY
City Attorney David Leggans presented an Ordinance Approving the Rezoning of Property at 14040 Link Lane from R-1 to A-G. Petitioning Party: Jan Price and Leslie Allen. City Manager Mary Ellen Bechtel stated that this parcel was subdivided at the last Council Meeting. Planning and Zoning approved the zoning change 3-0. Staff recommendation is to approve the zoning change from R-1 to A-G.

City Attorney David Leggans presented for First Reading of an Ordinance Authorizing the Sale of Municipal Property. City Manager Mary Ellen Bechtel stated this is to surplus the 2006 John Deere 5303 Tractor that the City recently replaced.
Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Authorizing the Sale of Municipal Property. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance to Amend the Residential Facility for Homeless Persons. City Manager Mary Ellen Bechtel explained that the change in the Ordinance allows Life Boat Alliance to offer on-site counseling to individuals who were previously clients (living at the shelter) to come back to the shelter for counseling, and, established distance limits between homeless shelters.
FIRST READING WAS HELD.
City Attorney David Leggans presented a Resolution Accepting the Proposal from Roth & Co. to Provide Audit and ACFR Preparation. City Manager Mary Ellen Bechtel stated that Roth and Co. has submitted a proposal for auditing services for the City of Mt. Vernon. First year expense is $145,000.00, 2024-$151,000.00, 2025-$157,000.00, and 2026-$163,000.00. Finance Director Stephanie Bailey has spoken with them at length and their references were very good. Staff recommends the four-year contract for auditing services.

MAYOR
Mayor John Lewis wanted to make the citizens aware that the City has had numerous complaints about the old Jefferson Memorial Hospital located at 909 Shawnee. This building is dilapidated and an eye sore to the community. The City has been dealing with the various owners and the issue has been taken to Court. The City now owns the property, and the Council will have to decide about tearing it down.
