Woodlawn Unit School District #209 Board of Education met April 20.

A regular board meeting was held on April 20, 2023 at the high school. The meeting was called to order by Jeff Burkett at 6:00 pm. Roll Call was taken with the above members present. Also Present: Eric Helbig, Sara Hays, Brian Gamber, Sandra Kabat, Tonya Odum, Brad Odum, Shannon Loman, Quaid Odum, Ronnie Mick, Kim Mick, Melissa Morris, Chris Braden, Chris Mick, Daniele Mick, Clayton Mick, Cindy Brendel, Ami Pierce, Kathy Asbery

Item 3 Visitor Communication was moved after item VIII Board Reorganization

A motion was made by Chad Phelps and seconded by Kyle Ritchey to approve consent agenda items as presented.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Kyle Ritchey and seconded by Chad Phelps to adjourn Sine Die at 6:02 p.m.

Members voted: Chad Phelps, yes; Kyle Ritchey, yes; Jeff Burkett, yes; Jacob Frick, yes; Motion carried.

The new meeting was called to order at 6:03 by Jeff Burkett.

A motion was made by Kyle Ritchey and seconded by Chad Phelps to appoint Jeff Burkett President Pro Tempore.

Members voted by a roll call vote:

Jacob Frick, yes; Jeff Burkett, pass; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Chad Phelps and seconded by Kyle Ritchey to approve election results as presented with Josh Trout, Chase Phelps, and Jacob Frick beginning 4 year terms.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Chad Phelps and seconded by Jacob Frick to appoint Jeff Burkett as president.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Kyle Ritchey and seconded by Chase Phelps to appoint Chad Phelps as vice president.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Chad Phelps and seconded by Jacob Frick to appoint Kyle Ritchey as secretary.

All members present voted by a roll call vote:

Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, abstain.

Motion carried.

A motion was made by Kyle Ritchey and seconded by Jacob Frick to appoint Josh Trout as special education representative.

All members present voted by a roll call vote.

Motion carried.

A motion was made by Jacob Frick and seconded by Josh Trout to establish meeting dates as the third Thursday of the month at 6:00 p.m.

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

Visitor Communication:

Tonya Odum spoke with the board concerning an incident with the high school baseball coaches on April 4, 2023. She presented a packet of information to the board.

Chris Braden informed the board the union was not ready to present a negotiation offer yet. Luke Cooper and Rob Schwarzlose presented high school locker room updates for consideration.

A motion was made by Chad Phleps and seconded by Josh Trout to go into closed session at 6:42 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity (5 ILCS 120/2 © (1) and Collective negotiating matters between the District and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees. (5 ILCS 120/2 ©, (2)).

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Jacob Frick and seconded by Kyle Ritchey to return to open session at 10:33 p.m.

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Chad Phelps and seconded by Chase Phelps that student A and their suspension from school on March 31, 2023 through April 20, 2023 be upheld as administered and the student be expelled from Woodlawn Unit Schools for the remainder of the 2022-2023 school year and until June of the 2023-2024 school year. Student will be able to return to Woodlawn Unit Schools in August of 2024. Student’s expulsion will be held in abeyance pending completion of all requirements at the ROE #13 Safe School Program. All members present voted yes by a roll call vote.

A motion was made by Jacob Frick and seconded by Kyle Ritchey to approve the WGS/WHS parking Lot Resealing quote from Jax Asphalt for $22,000.00.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Jacob Frick and seconded by Josh Trout to accept the resignation from Alex Ethell as assistant WHS Cheer coach.

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

Item XIII Hire a paraprofessional was tabled.

A motion was made by Chad Phelps and seconded by Kyle Ritchey to hire Angie Cheatham as WGS Softball coach.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Jacob Frick and seconded by Josh Trout to hire John Burkett as WGS Girls basketball coach.

Members voted by a roll call vote: Jacob Frick, yes; Jeff Burkett, pass; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Josh Trout and seconded by Jacob Frick to not rehire Devon Kiesow and Harold Kemmerling for the 2023-2024 school year.

Members voted by a roll call vote: Jacob Frick, yes; Jeff Burkett, no; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Chase Phelps and seconded by Jacob Frick to rehire spring coaches as presented: WHS Softball, Kalyn Bond and Calen England; WHS Baseball, Ethan Gowler and Jacob Frick; WGS Golf, Shane Witzel and Danny Czerwinski; WGS Track, Kate Page and Leah Bennett; WHS track, Kate Page.

Members voted by a roll call vote: Jacob Frick, pass; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Chad Phelps and seconded by Jacob Frick to approve Johannes Pay App #8 for $123077.70 and Pay App #9 for $152435.70.

All members present voted yes by a roll call vote.

Motion carried.

A motion was made by Jacob Frick and seconded by Chad Phelps to approve the board policy updates first reading.

Item XIII 9- approve FY 24 consolidated district plan was tabled.

A motion was made by Jacob Frick and seconded by Kyle Ritchey to approve WGS/WHS Handbook proposals, first reading.

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

A motion was made by Jacob Frick and seconded by Kyle Ritchey to approve Joey Ullery Painting for the 2023 district painting projects.

All members present voted yes by a roll call vote.

Motion carried.

Item XIII 12- approve WHS locker room projects was tabled.

A motion was made by Chad Phelps and seconded by Jacob Frick to approve the amended 2022-2023 district calendar.

Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.

Motion carried.

Item XIII 14- Peewee Basketball program was tabled.

Item XIII 15- WHS Sports hall of fame was tabled.

A motion was made by Kyle Ritchey and seconded by Josh Trout to adjourn at 10:56 p.m. Members voted: Jacob Frick, yes; Jeff Burkett, yes; Chad Phelps, yes; Josh Trout, yes; Chase Phelps, yes; Kyle Ritchey, yes.
