The Mt. Vernon City Council held a Regular City Council Meeting on Monday, June 5, 2023 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Ray Botch to appoint Council Member Donte Moore as Mayor Pro Tem for tonight’s meeting. Seconded by Council Member Mike Young. All were in favor.

Mayor Pro Tem Donte Moore opened the meeting.

Pastor Randy Steele with Southwest Christian Church led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Donte Moore, and Council Member Mike Young. Absent: Council Member Joe Gliosci and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the May 15, 2023 Regular City Council Meeting was presented for approval.

Council Member Ray Botch motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Moore, and Young. Absent: Gliosci and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,943,445.99. Seconded by Council Member Mike Young. Yeas: Botch, Moore, and Young. Absent: Gliosci and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results for the Parking Lot Sealing Project. This is for the parking lots at City Hall, the Post Office and Lincoln Park (west parking lot). The staff recommendation is to award this to the low bidder, Jax Asphalt, in the amount of $15,038.30.

City Manager Mary Ellen Bechtel presented Bid Results for the Utility Easement Clearing Project. This is for clearing the water and sewer easements. Staff recommends awarding this to Groundworks Contracting, Incorporated, Breese, Illinois in the amount of $27,369.50.

Council Member Mike Young motioned to grant permission to accept the Bid Results for the Utility Easement Clearing Project from Groundworks Contracting, Incorporated in the amount of $27,369.50. Seconded by Council Member Ray Botch. Yeas: Botch, Moore, and Young. Absent: Gliosci and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results for the Lake Street and Pavey Avenue Sanitary Sewer Replacement Project. Staff recommends awarding this to Groundworks Contracting, Incorporated, Breese, Illinois in the amount of $37,261.32. It was confirmed that this bid includes all of the requirements of the bid documents and does include prevailing wage costs.

City Manager Mary Ellen Bechtel presented Quotes for Janitorial Services for City Buildings. Staff recommendation is to accept the proposal from Jason James Janitorial Services. The matrix was given to the Council in their packet. City Manager Bechtel stated that Jason James currently does the janitorial services for the City, and he does an excellent job.

CITY MANAGER

City Manager Mary Ellen Bechtel introduced Jacob Sanabia, Project Manager with Holland Construction, to give an update on the new Police Facility. Mr. Sanabia presented Council Members with a book showing a progress report, schedules, a contingency log and photos of the progress. Council Members asked questions and were updated on the new Police Facility. The Grand Opening is scheduled for July 7 at 11:00 a.m. with a move-in date set for July 10.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the 2023-2024 Sidewalk Replacement Project. Areas have been identified and the map showing those areas is in the council packets. $100,000.00 has been budgeted for sidewalk replacement projects.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Replacement of the Garage Roof at 1201 Casey. This is the Fleet Services Building.

City Manager Mary Ellen Bechtel requested permission to Seek Qualifications for Engineering for the 2024 Downtown Streetscape Project. The ITEP program has been funded and the next opportunity to submit a grant application for the completion of the Downtown Streetscape is in 2024. The City has time to get the engineering completed to apply for the ITEP grant. There is a match which is variable depending on the project and community and it is expected to be a 20% match for the City but could be less.

CITY ATTORNEY

City Attorney David Leggans presented for First Reading of an Ordinance to Increase the Number of Restaurant Liquor Licenses . City Manager Bechtel explained that there are not any restaurant licenses available, and the City would like to create one more to have one available. This would increase the number from five to six restaurant licenses. A restaurant license is for beer and wine only and is an $800.00 annual fee.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance to Increase the Number of Restaurant Liquor Licenses. Seconded by Council Member Mike Young. Yeas: Botch, Moore, and Young. Absent: Gliosci and Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance Prohibiting Parking on North Street, Peek Street, North Last Street, South Last Street, East Last Street, and Rufus Street. City Manager Bechtel explained that these streets are very narrow, and there have been complaints of people parking on the street and other vehicles not able to pass without driving into other resident’s yards. This Ordinance would also restrict parking on North Street between 10th and 12th Street. This is also a way to manage traffic and keep it less congested in that area particularly when Central Christian Church is holding services or holding an event. First Reading was held.

City Attorney David Leggans presented a Resolution Approving Facility Encroachment Agreement with CSX Railroad for Stormwater Improvement Project. City Manager Bechtel stated that this is the 11th Street and Casey Street Stormwater Project. The storm pipe going under the CSX Railroad has failed and it causes flooding in that area. It needs to be fixed and to do that CSX requires this Agreement to be signed in order to permit the City to replace the storm sewer pipe which goes under their railroad.

City Council Member Ray Botch wanted to congratulate City Council Member Donte Moore on his retirement.
