Mayor John Lewis opened the meeting.
Pastor Ron Lash with Corinthian Baptist Church of Mt. Vernon led the Invocation. The Pledge of Allegiance was recited.

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Donte Moore.
PRESENTATION OF JOURNALS
The Journal for the June 19, 2023 Regular City Council Meeting was presented for approval.
Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,344,039.39. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented Bid Results for the Improvement of the Parking Lot at Jaycee Lake. There were three bids submitted. Staff recommendation is to award the bid to the low bidder, Bevis Construction, Inc., in the amount of $78,663.00. This is to build the parking lot adjacent to the new accessible boat dock that is being built at Jaycee Lake.

CITY MANAGER
City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Parking Lot Overlay Project at Veteran’s Park. This is for the northeast parking lot at Veterans Park.
Council Member Ray Botch motioned to grant permission to Seek Bids for the Parking Lot Overlay Project at Veteran’s Park. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.
City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Construction of IEPA L175592 Water Lines. This is for the next IEPA project of water line replacements. The estimated cost is $3.235 million, and the City has received debt forgiveness for $1.25 million. The streets on the watermain project are as follows:
1. Highland Drive – Warren to Highland View
2. S. 22nd Street – Broadway to Jones
3. S. 18th Street – Perkins to Broadway
4. Shawnee Street – Short to Vanex
5. Veteran’s Memorial Drive – 10th to 12th

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Construction of IEPA L175591 Water Tower to Replace the L&N Tower. This is to replace the L&N Water Tower (150,000 gallons) with a 500,000-gallon water tower. It is an IEPA loan project, and the estimated cost is $2.5 million.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Western Gardens Lining Project. This is a continuation of the sewer collection system improvements. The costs have been estimated to be $800,000 to $1 million based on the costs of the work in Woodglen Acres. This is cleaning and inspection, grading the lines, making point repairs and relining. City Manager Bechtel stated the City is also bidding out the Summersville project and that the City has received $3.2 million dollars in Community Investment Grant Money from Congressman Bost. This is for sewer line improvements and relining in all of the south part of town.

CITY ATTORNEY
City Attorney David Leggans presented for First Reading of an Ordinance to Annex Property at 2325 Benton Road. Petitioning Party: RCT Properties, LLC. City Manager Mary Ellen Bechtel stated that this is required by Ordinance for a new water service. This is the redevelopment of the former Dobbs/Rent One building on State Route 37 South.
First Reading was held.
MAYOR
Mayor John Lewis wanted to remind everyone of the Mt. Vernon Salute to Freedom Celebration and Market Days at the Mt. Vernon Airport on July 4 beginning at 5:00 p.m. to 10:00 p.m., with fireworks beginning at dusk.
Also on Saturday, July 8 from 10:00 a.m. to 3:00 p.m., the public is invited to tour the new Police Department facility located at 600 S. 27th Street.

Council Member Joe Gliosci wanted to wish everyone a Happy and Safe 4th of July.
