City of Mt. Vernon City Council met Oct. 2.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, October 2, 2023 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Micah Arcuri with Bonnie Church of God led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL 

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. 

PRESENTATION OF JOURNALS 

The Journal for the September 18, 2023 Regular City Council Meeting was presented for approval.

Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE 

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE 

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,163,180.29. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES 

City Manager Mary Ellen Bechtel presented the Bid Results for the Construction of IEPA LL175591 Water Tower to Replace the L & N Water Tower. This is to replace the current tower. There were three bidders. The lowest bidder was Caldwell Tanks, Inc., Louisville, Kentucky, at $2,954,900.00. This bid is about $1 million more than the engineer’s estimate. City Manager Bechtel stated she has contacted Illinois EPA, and they are working with the City to provide a contract to cover the $1 million. There are financing options for a 20-year or 30-year loan at 1.36% interest. The staff recommendation is to award the contract to the low bidder, Caldwell Tanks, Inc. This would go to the EPA for their approval.

Council Member Ray Botch motioned to grant permission to accept the Bid Results for the Construction of IEPA LL175591 Water Tower to Replace the L & N Tower from Caldwell Tanks, Inc. in the amount of $2,954,900.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

City Manager Mary Ellen Bechtel presented the Bid Results for the Construction of IEPA LL175592 for Water Lines. There were two bidders for this project. J.K. Trotter & Sons, Inc., Mt. Vernon, was the low bidder at $2,976,029.00. This is $87,924.00 over the engineer’s estimate. This is the loan that the City will receive $1.25 million of loan forgiveness on. Staff recommendation is to award this project to J.K. Trotter & Sons, Inc.

Council Member Ray Botch motioned to grant permission to accept the Bid Results for the Construction of IEPA LL175592 Water Lines from J.K. Trotter & Sons, Inc. in the amount of $2,976,029.00. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

CITY MANAGER 

City Manager Mary Ellen Bechtel introduced Sierra Daniels, Executive Director of the City of Mt. Vernon Housing Authority, to speak to the Council regarding the Housing Study performed for the City of Mt. Vernon. Ms. Daniels spoke about the status of current housing in Mt. Vernon and what needs to be done to improve housing and expand affordable housing. She introduced Kristopher Walton, Community Revitalization Planner with the Illinois Housing Development Authority. Mr. Walton presented the Council with information regarding the Mt. Vernon Community Needs Assessment Survey and the data collected to assist in revitalization efforts in the City of Mt. Vernon. The information included housing needs assessment goals and recommendations. The Mayor and Council thanked Ms. Daniels and Mr. Walton for their presentation.

City Manager Mary Ellen Bechtel presented for approval of the Relocation of Ameren Services for the Downtown Park. The City is requesting approval to spend $69,698.59 to relocate the overhead electric facilities along the alley for the Downtown Park Project. This will be paid as part of the park expenses and was not included in the $2.3 estimate for the building cost of the park project.

Council Member Joe Gliosci motioned to approve the Relocation of Ameren Services for the Downtown Park. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

City Manager Mary Ellen Bechtel requested permission for a Street Closure on North 3rd Street between Main and Harrison Street on Saturday, October 21, 2023 from 12:00 p.m. to 6:00 p.m. for a non-profit Christian Resale Car Show. Requesting Party: Lance McGovern and A Walk in Faith. Staff recommendation is to approve the street closure.

Council Member Mike Young motioned to grant permission for a Street Closure on North 3rd Street between Main and Harrison Street on Saturday, October 21, 2023 from 12:00 p.m. to 6:00 p.m. for a non-profit Christian Resale Car Show. CITY ATTORNEY  

City Attorney David Leggans presented a Resolution Approving a Field Use Agreement with Mt. Vernon Township High School District No. 201. City Manager Mary Ellen Bechtel stated that Assistant City Manager Nathan McKenna and Parks Director Chelise Bray have been working with Mt. Vernon Township High School District No. 201 to formalize the Baseball Field Usage Agreement and their responsibilities at the Brennan Klein Field at Cusumano Sports Complex at Lincoln Park. Staff recommendation is to approve the Agreement.

Council Member Donte Moore motioned to approve the Resolution Approving a Field Use Agreement with Mt. Vernon Township High School District No. 201. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

MAYOR 

Mayor John Lewis wanted to congratulate all the people who were involved with Fall Fest. There were attendance records set and it was a huge success.

CITY COUNCIL 

City Council Member Joe Gliosci also wanted to congratulate everyone who worked on Fall Fest. It was well done and very well attended.

City Council Member Donte Moore wanted to congratulate the Junior Football League teams and their coaches on their season. Council Member Mike Young added that the future of Mt. Vernon High School program looks good.

EXECUTIVE SESSION 

At 7:29 p.m., Mayor John Lewis requested an Executive Session under 5 ILCS 120/2(c)(5) - The Purchase or Lease of Real Property for the Use of the City and 5 ILCS 120/2(c)11 – Litigation.

Council Member Donte Moore motioned to go into Executive Session under 5 ILCS 120/2(c)(5) – The Purchase or Lease of Real Property for the Use of the City and 5 ILCS 120/2(c)(11) - Litigation. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

At 7:44 p.m., Mayor John Lewis reconvened the Regular City Council Meeting.
