City of Mt. Vernon City Council met Jan. 16.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Tuesday, January 16, 2024 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Craig Smith with the 1st Free Will Baptist Church of Mt. Vernon led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal from the January 2, 2024 meeting was not presented for approval. It will be on the agenda for approval at the February 5, 2024 meeting.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $3,059,804.17. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Regular City Council Meeting Tuesday, January 16, 2024

BIDS AND QUOTES

City Manager Mary Ellen Bechtel requested permission to Seek Bids for a Pedestrian Bridge at Veterans Park Lake. The City would seek a quote for a 100-foot bridge from the walking path to the south island.

Council Member Ray Botch motioned to grant permission to Seek Bids for a Pedestrian Bridge at Veterans Park Lake. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Purchase Two Aerator Fountains for Veterans Park Lake. The City has received two quotes for fountains. Staff recommendation is to accept the quote from Shoreline Aquatics LLC in the amount of $28,407.92. Assistant City Manager Nathan McKenna provided additional information regarding the fountains. He stated that these fountains will have light kits attached with changeable colors with a geyser type nozzle. One fountain will be on the north end of the lake, and one will be in the area between the two islands.

Council Member Donte Moore motioned to grant permission to Purchase Two Aerator Fountains for Veterans Park Lake from Shoreline Aquatics LLC in the amount of $28,407.92. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission for a Street Closure on 9th Street between Main and Harrison on January 27, 2024 from 5:30 p.m. to 10:30 p.m. for an Event at the Granada hosted by the Jefferson County CEO Program. Staff recommendation is to approve the street closure. Requesting Party: Jefferson County CEO.

CITY ATTORNEY

City Attorney David Leggans presented an Ordinance Approving a Conditional Use for a Kennel at 2714 Broadway. Petitioning Party: Little Paws of Mt. Vernon. City Manager Mary Ellen Bechtel stated that this is a Conditional Use for a kennel for cats. The Planning and Zoning Committee did approve the Conditional Use. Kerri Gerke with Little Paws of Mt. Vernon was present to answer any questions from the Council. She reported on the kennel and its business program.

Council Member Donte Moore motioned to approve Ordinance #2024-02, an Ordinance Approving a Conditional Use for a Kennel at 2714 Broadway. Petitioning Party: Little Paws of Mt. Vernon. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented a Resolution Approving Agreements with LLB Sports of Southern Illinois, Inc. for Concession Stand and Field Usage. City Manager Mary Ellen Bechtel stated that these Agreements are for the 2024 season (summer) of sports at Lincoln Park Cusumano Park concessions. Brandon Schulte is the President of LLB Sports of Southern Illinois, Inc., a not-for-profit organization. City Manager went over the highlights of the Agreements.

Council Member Donte Moore motioned to approve the Resolution Approving the Agreements with LLB Sports of Southern Illinois, Inc. for Concession Stand and Field Usage. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

None.

CITY COUNCIL

Council Member Ray Botch wanted to remind the public about the Citizens Police Academy to be held on February 24 from 8:30 a.m. to 4:30 p.m. Registration can be done online.

None.

EXECUTIVE SESSION

At 7:12 p.m., Mayor John Lewis requested an Executive Session under 5 ILCS 120/2(c)(21) – Review of Executive Session Minutes.

Council Member Joe Gliosci motioned to go into Executive Session under 5 ILCS 120/2(c)(21) – Review of Executive Session Minutes. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

At 7:17 p.m., Mayor John Lewis reconvened the Regular City Council Meeting. Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

Council Member Donte Moore made the motion to Release Executive Minutes from July 17, 2023 and September 18, 2023. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

ADJOURNMENT

Council Member Joe Gliosci motioned to adjourn. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

The meeting was adjourned at 7:19 p.m.
