Village of Minooka Planning & Zoning Commission met March 12.

1. CALL TO ORDER
Meeting was called to order by Chairman Dan Friant at 6:00 PM.
2. PLEDGE OF ALLEGIANCE
Pledge of allegiance was led by Chairman Friant.
3. ROLL CALL

4. REVIEW OF PREVIOUS PLANNING & ZONING COMMISSION MEETING MINUTES
Motion was made by Commissioner McCollom to approve the December 12, 2024 Planning and Zoning Commission Meeting Minutes.

5. BRIEFING ON VILLAGE UPCOMING AGENDA ITEMS
Community Development Officer Lind provided an update that there has been some future interest expressed for both solar and residential development but the Village has not received any applications at this time.

A. Public Hearing & Consideration of Case 2024-01 on the question of whether or not to recommend approval of a zoning variance at 307 W. Mondamin Street (PIN # 03-01-179-015): a) Reduce the corner side yard setback from 20 feet to 18 feet; and
b) To permit rear yard coverage in excess of 30%
Motion was made by Commissioner McCollom to open the Public Hearing.

Public Notices were mailed to 32 property owners located within two hundred and fifty feet of the subject property. Public Notice was published on February21, 2024 in the Morris Herald News and Joliet Herald News and on February 22, 2024 in the Kendall County Record.
Chairman Friant swore in all interested persons wishing to provide testimony.
Community Development Officer Lind provided an overview. The homeowner at 307 W Mondamin St requests two variances necessary to construct an addition to his garage, one to reduce the corner side yard setback from 20 feet to 18.2 feet, and secondly to permit rear yard coverage in excess of 30%. Both of these are authorized variations as stated in 5-11-6 Section E of the Village Code.
The applicant, David Lea, seeks to build an addition to the current garage so that it would extend west, resulting in an 18.2-foot setback off of N West St. This setback would match the existing setback of the house’s western-most wall. The addition would also further increase the coverage of the rear yard to approximately 75%. Mr. Lea has antique vehicles he would like to store under roof. The parcel was previously subdivided to construct the apartments situated nearby which further limits the rear yard coverage but the front yard in front of the one-hundred-year-old home is exceptionally large. Location is a legal, non-confirming lot. The proposed garage addition will cover an area that is already impervious.
Chairman Friant asked if there were any questions or comments. No additional comments or questions were received.
Motion was made by Commissioner White to close the Public Hearing & Consideration of Case 2024-01 on the question of whether or not to recommend approval of a zoning variance at 307 W. Mondamin Street (PIN # 03-01-179-015):
a) Reduce the corner side yard setback from 20 feet to 18 feet; and
b) To permit rear yard coverage in excess of 30%

Based on the evidence presented and the reasons set forth in the Planning and Zoning Meeting, Commissioner White motioned to recommend to the Village Board the approval of Case 2024-01 on the question of whether or not to recommend approval of a zoning variance at 307 W. Mondamin Street (PIN # 03-01-179-015):
a) Reduce the corner side yard setback from 20 feet to 18 feet; and
b) To permit rear yard coverage in excess of 30%
Specifically per site plan dated March 12, 2024, pending legal, final engineering and site plan review.
