Shawnee Community College District No. 531 Board Finance Committee met April 3.
A special meeting of Shawnee Community College District No. 531 Board Finance Committee was held April 3, 2024 in the Founders Room and via Zoom. The meeting was called to order by Chairperson Andrea Witthoft.

V. Presentation, Discussion, and Action Items
A. Preliminary Ending Projections for FY24 Budget
Chris reported on the following:
⮚ Receiving the GFOA Budget Submission Award for the second year in a row.
⮚ Fund balance calculations and adherence to our fund balance policy.
⮚ Projected surplus within fund balances.
⮚ Overall monitoring of all fund balances.
⮚ Capital projects, investments in new programming and IT infrastructure projects.
B. Preliminary Overview of FY25 Budget
Chris reported on the following:
⮚ Budget calculations.
⮚ Overall requests from budget officers and the line-by-line review.
⮚ Communication to budget officers of what was/was not approved with justifications.
C. Health Insurance Update
Chris reported on the preliminary health insurance rates. Further meetings will be taking place throughout the year, with final rates available in September/October.
D. FY25 Compensation Adjustments for Administrative & Support Staff Chris shared a salary adjustment document and demonstrated different scenarios. A compensation study will be conducted in the near future.
E. Preliminary Review of Program/Discipline Cost Model
Dr. Taylor shared information from his recent attendance at the ICCCP Council meeting. In addition, Dr. Taylor shared a real-cost calculator document, explaining the different types of courses as well as the distinction between dual credit and dual-enrollment.
F. Recommendation for FY25 Dual Credit Rates
Dr. Taylor shared the complex calculation which included state-mandated waivers, Board waivers and equalization resulting in the true cost of dual credit. The Board Finance Committee will make a recommendation to the Board at the next meeting, April 18, 2024.

A motion was made by April Moore and seconded by James Darden to adjourn the meeting at 11:36am On roll call vote, the members voted as follows: J. Darden, N. Holt, A. Witthoft, and A. Moore all voted Yea. The Chairperson declared the motion carried. |
