City of Mt. Vernon City Council met May 6.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, May 6, 2024 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Bumper Quick with the West Salem Trinity Church led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Joe Gliosci, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Ray Botch and Council Member Donte Moore.

PRESENTATION OF JOURNALS

The Journals from April 4, 2024 Special City Council Meeting and the April 15, 2024 Regular City Council Meeting were presented for approval.

Council Member Mike Young motioned to approve the Journals as presented. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

Al Cross from Effingham, Illinois, spoke to the Council regarding property located at 805 Main Street (former DMDC building). He has an attorney from Belleville that may be interested in the property and also a realtor that may be interested. He has spoken to City Manager Bechtel and gave her information regarding both persons who have shown interest.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Joe Gliosci motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,914,795.78. Seconded by Council Member Mike Young. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel stated that Bid Results for the Financing of the Downtown Park were received. NO ACTION TAKEN.

City Manager Mary Ellen Bechtel presented Bid Results for the Sanitary Sewer Replacement and Stormwater Construction Between 9th Street and 10th Street. There were three bidders on this project. Staff recommends the lowest responsible bidder, Shores Builders, with a bid of $104,237.67.

Council Member Joe Gliosci motioned to grant permission to accept the Bid Results for the Sanitary Sewer Replacement and Stormwater Construction Between 9th Street and 10th Street from Shores Builders in the amount of $104,237.67. Seconded by Council Member Mike Young. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

CITY MANAGER

City Manager Mary Ellen Bechtel presented a Street Closure Request for North Street Between N. 10th Street and N. 11th Street on Sunday, May 19, 2024 from 11:30 a.m. to 3:00 p.m. for a Fundraiser Event. Requesting Party: Central Christian Church. Staff recommendation is to approve the request.

Council Member Mike Young motioned to grant permission for a Street Closure for North Street Between N. 10th Street and N. 11th Street on Sunday, May 19, 2024 from 11:30 a.m. to 3:00 p.m. for a Fundraiser Event. Requesting Party: Central Christian Church. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Davidson Avenue Road Patch Project. This is an area on the north side of Route 15 by Pilot.

City Manager Mary Ellen Bechtel requested permission to Seek Bids on the Veterans Park and Dawson Park Asphalt Overlay Parking Lot Project.

City Manager Mary Ellen Bechtel requested permission to Seek Bids on the US EPA Community Grant Project for the Video and Investigation of Various Sewer Lines. This is the project from the Community Investment Grant that the City applied for over a year ago through Congressman Bost’s office. The City was awarded $2.3 million dollars to re-line sewer lines in Census Tract 510 and 509. This is the low to moderate income areas. There will be three phases to this. This is the first phase which will be to video and grade the sewer lines.

Council Member Joe Gliosci motioned to grant permission to Seek Bids on the US EPA Community Grant Project for the Video and Investigation of Various Sewer Lines. Seconded by Council Member Mike Young. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

City Manager Mary Ellen Bechtel requested permission to Waive the Bidding and Purchase Playground Equipment for Dawson Park Using Sourcewell State Purchasing Agreement. The cost is $106,071, including the soft-landing surface under the equipment. Staff recommendation is to waive the bidding process and purchase the playground through Sourcewell State Purchasing Agreement.

ORDINANCES/RESOLUTIONS/MOTIONS

City Manager Mary Ellen Bechtel presented for First Reading of an Ordinance Authorizing the Sale of Municipal Property. She stated this is for city lots that the City has acquired through the demolition process, the Municipal West building, the DMDC building, and the Papa Joes property. FIRST READING ONLY.

City Manager Mary Ellen Bechtel presented for First Reading of an Ordinance Fixing the Salaries and Benefits of Certain City Employees. This is an Ordinance that is done each year to establish the salaries of certain city employees.

Council Member Joe Gliosci made the motion to suspend the rules and take action on the Ordinance, an Ordinance Fixing the Salaries and Benefits of Certain City Employees. Seconded by Council Member Mike Young. Yeas: Gliosci, Young, and Lewis. Absent: Botch and Moore.

City Manager Mary Ellen Bechtel presented a Resolution to Use Motor Fuel Tax Funds for In house Road Improvements. This is the City’s annual road improvement program that has been planned for this year.

MAYOR

Mayor John Lewis presented for the advice and consent of the City Council the Reappointment of Clarence Mays, Lance Cusumano, and Paula Dodillet to the Fire and Police Commission.
