1. Mayor Arview Called The Meeting To Order At 6:00 P.M.
Requesting A Roll Call. All Commissioners Were In Attendance Including, The City Attorney And City Clerk.
2. Mayor Arview Asked For Approval Of The Minutes From The April 23, 2024 Regular Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
3. The Next Item Was Approval Of A Resolution Of Mayoral Appointments Within The City Of West Frankfort. The Mayor Stated It Has Been A Year Already, We Are Back To Doing This Again. The Names I Would Like To Present To The City Council, City Attorney's- Kathryn Renik/Jonathon Cantrell We Had A Need For More Legal Council Just Because We Have So Many Things, Trying To Prioritize And Juggle Everything Has Been Kind Of Difficult So We Needed To Ad A Second Attorney.,Police Chief- John Prudent,Deputy Police Chief- Clint Willis Recommended By Chief Prudent, Fire Chief- Derek Sailliez, City Clerk- Andrea Bolen, Deputy City Clerk- Alexa Lee Nominated By Andrea, Treasurer- Chris Veteto,Codes Officer-Thad Snell, Street Superintendent-Michael Bonner Recommended By Commissioner Stanley,Water Superintendent- Jim White Recommended By Commissioner Warren, Incubator/Mall Manager-Don Gass, Consulting Engineer- Brown & Roberts, Inc. 4. The Mayor Moved Item Number 9 To Be Discussed Before Executive Session. Approval Of A Resolution To Promote Dallas Rumsey As Captain Of The West Frankfort Fire Department. Chief Sailliez Stated We Went Through The Promotion Process The Application And Testing Procedures Pursuant To The Merit Law We Had One Candidate That Passed, And Meet All Requirements. With The Merit Boards Recommendation And My Approval Dallas Rumsey Has Met All Of The Requirements On The Testing Process, He Is A Ten-Year Veteran With The Department, He Does A Great Job. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
Chief Sailliez Gave Him His Captain Helment, That Is Red With A Black Sheild That Has Captain On It. Everyone Congratulated Him.
5. The Next Item Was Approval To Go Into Executive Session To Discuss For Discussions Pursuant To 5 Ilcs 120/2 (C) (1) And 5 Ilcs 120/2 (C) (11) At 6:06 P.M. The Mayor Stated This Is Regarding Employee, Personel And Litigation I Entertain A Motion To Go Into Executive Session. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Howard. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

7. The Next Item Was Approval Of The Opioid Litigation Update.

8. The Next Item Was Approval To Accept Bids For The Purchase Of Surplus Property. Shawn Freeman Put A Bid On 1309 E. 8th St. And Wanted An Opportunity To Explain What He Will Do With The Property. Mr. Freeman Stated I Appreciate You Guys Letting Me Speak Tonight. I Brought A Couple Pictures To Show You All. This Property Is One Block From My Current House I Live At 1309 E. 9th St. My Wife And I Walk In That Area And That's How I Seen This Lot Was For Sale. I Have A Small Wood Working Business That I Make Stuff Out Of My Garage Now. None Of My Tools Are Industrial, I Use Mostly Hand Tools. I Am Looking For Something To Get My Tools Out Of My Garage And Give My Wife Space Back In The Garage, My Daughters Are Getting Ready To Turn Sixteen And We Will Need The Extra Space. I Am Wanting To Have Something Similar To The One I Passed Out. My Target Market For My Business Is My Friends, Family, And I Go To A Few Craft Fairs. I Am Not Looking To Have A Store Front; People Will Not Come And Look At Items. This Will Be For My Personal Use To Build Items I Could Sell In The Future.
Commissioner Stanley Stated Other Words You Are Looking At A Workshop? Mr. Freeman Stated Yes, Get The Things I Am Already Doing In My Garage Now Out Of My Garage. There May Be A Chance I May Not Build Anything, And Just Use It For Parking. Codes Officer Snell Stated Our Codes And Our Zoning Allows For Things Like Home Businesses. This Does Not Sound Like This Qualifies For That, Since You Will Not Have People Coming To The Building, Or Selling Things There. What I Am Concerned About Now, For Our Zoning We Have Rules And Regulations On What Type Of Buildings You Can Place On What Types Of Lots. Is This A Permanent Building Or A Temporary Building You Are Going To Put On This Lot? Will It Be Something That Is Prefab And Moved In On Runners Or Build Something On A Foundation? Mr. Freeman Stated Build Something On A Foundation. Mr. Snell Stated That Is Where The Problem Is With Our Zoning I Have Found. The Way Our Codes And Zoning Is Written Is, Permanent Structures Can Only Be Put On A Lot If It Is A Home Then You Can Add Additional Permanent Structures To That Lot. This Is Something The
Council Can Look Into. The Mayor Stated I Feel Like Those Are A Case-By-Case Basis, This Can Be Something For The Zoning Board To Look At. Your Bid Was The Highest Bid, Keep In Mind If We Do Accept That And Sell That Property To You, We Can Not Guaranteed That The Zoning Board Will Approve That. Would You Still Want This? Mr. Freeman Stated I Could Put A Prefab Building There It Will Just Have To Look Nice And Not Like A Trailer.

9. The Next Item Was Approval Of A Resolution Appointing A Board Member To The West Frankfort Library Board. The Mayor Stated We Have One Member On The Board Whose Term Expired This Year. That Is Regina Sanders. I Would Entertain A Motion To Approve My Nomination To Reappoint Regina Sanders As A Member To The Library Board. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote:All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
10. The Next Item Was Approval Of A Resolution Appointing Clint Willis As The Deputy Chief Of The West Frankfort Police Department. The Mayor Stated We Took Care Of This Item In Item Number 2, So We Will Move On To The Next Item.
11. The Next Item Was Approval Of An Ordinance Amending The West Frankfort City Code Of Ordinances Chapter 10.45.020 Soliciting From Motor Vehicle/Motorists For The City Of West Frankfort. The Mayor Stated We Are Updating Language To Be More Relevant To The Way That We Do Things In The City. I Entertain A Motion To Approve This Ordinance. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
12. The Next Item Was Approval Of An Ordinance Repealing Chapter 15.04 Entitled "Building Code" Of The West
Frankfort Code Of Ordinances For The City Of West Frankfort. The Mayor Stated This Mentions A Kind Of An Obsolete Building Code, It Still Exists But It Is Not What We Use. We Are Completely Doing Away With That Section Of Our Ordinances. We Will Be Correcting By Putting In The New Language Later On. I Entertain A Motion To Repeal That Chapter That Is Obsolete. 13. The Next Item Was Approval Of An Ordinance Amending Chapter 15.07 Of West Frankfort Code Of Ordinances For The City Of West Frankfort. The Mayor Stated This Is Updated Language With The Code That We Currently Use Which Is The International Building Code. I Entertain A Motion To Approve This Ordinance. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
14. The Next Item Was Approval Of An Ordinance Creating Rules And Regulations For Maintaining Yards And Boulevards For The City Of West Frankfort. Codes Officer Snell Stated This Is A Copy From Other Cities Around That Updates The Language Of Ours. Currently, We Allow People To Let Their Grass To Get Ten Inches Tall, We Are Changing It To Eight Inches. This Will Also Puts Some Regulations On Helping The City With Maintaining The Boulevards, And Mowing Those Boulevards. This Also Has Some Regulations On Letting Your Vegetation Grow Out Over Top Of Sidewalks, And Alleyways. This Will Help Our Street Department Out. The Mayor Stated I Entertain A Motion To Approve. 15. The Next Item Was Approval Of An Ordinance Creating Rules And Regulations For Parking Within The City Of West Frankfort. The Mayor Stated We Are Going To Table This Item To A Future Meeting.
16. The Next Item Was Approval Of An Ordinance Vacating Certain Alleyways To The Franklin County Public Housing Authority. The Mayor Stated This Is The Alleyway Right Behind Them, We Are Not Using It For Any Of Our Purposes. I Entertain A Motion To Vacate The Certain Alleyways. Chief Sailliez Asked To Clarify We Are Not Vacating The Alley Where They Could Do Away With It, We Are Just Changing Hands? The City Attorney Stated These Are Ones That Was Actually Supposed To Be Done Years Ago. We Just Learned That They Were Not, So We Are Fixing It. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
17. The Next Item Was Approval To Enter Into A Memorandum Of Understanding Agreement With The Frankfort Community School District 168. The City Attorney Stated We Have Been Dealing With Some Of These Homes, One Is A Lot That We Have Already Had A Demo Case On, And We Had It Demolished Already. We Still Have A Pending Case On, The Owners Are Giving That Land To The School. This Is Just An Agreement With The School That Everything Will Be Cleaned Up And Holds Up To Our Standards. This Agreement States What Each Side Will Do. The Mayor Stated I Entertain A Motion To Approve This Memorandum Of Understanding. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
18. The Next Item Was Discussion, With Possible Action, Regarding The Purchase Of Property At 107 West Cleveland For A Bulk Water Station For The West Frankfort Water Department. The Mayor Stated This Property Is A Large Area Close To Eleven Acres, And Is Up For Sale. This Is A Good Location For Us To Put In A Bulk Water Station. Once The Interchange Comes In, And We Have The Bypass Put In Will Help Create A Lot Of Truck Traffic In That Area Of Town. There Will Be More Space Left On The Property That We Will Be Able To Do Other Things With In The Future. I Spoke To The Attorney For The Place That Is Selling It, They Are Firm With The Asking Price Of $25,000.00. I Would Recommend We Do It, But I Will Leave It Up To The Council To Decide If We Want To Purchase That Or Not. The Codes Officer Stated This Is A Commerical Zoned Area.

19. The Next Item Was Discussion, With Possible Action, Regarding A Business License Application At The West Frankfort Lake. The Mayor Stated Since We Allowed A Gentleman To Talk About What He Wanted To Do With The Property. I Believe There Is A Lady Here That Wants To Speak On This Topic. Robert Sizemore Was In The Audience And Spoke, He Stated I Had No Clue This Was Required Until The Codes Officer Came Out And Talked With Me. I Do Have My Fein Number; I Am Fully Insured On Any Vehicle That Goes Into My Gargae Up To $80,000.00. I Do Two Vehicles A Week, Or Two In A Month. I Do Not Schedule Multiple Vehicles At Once. The Mayor Asked On The Business Registration Application Part Four-License Information, Do You Have Certificate Under The Service Occupation Tax Act? Mr. Sizemore Stated I Am Not Sure; I Do Everything Through My Tax Lady. I Do Know There Has Been Other Businesses Out There Over The Years. Commissioner Warren Asked Are We Zoned For Business At The Lake? Mr. Snell Stated The Reason He Is Here Today, Is To Get Approval From The Council Since We Do Not Have Zoning At The Lake. Commissioner Warren Asked If Someone Were To Do An Air B&B, Would That Count As A Business? Mr. Snell Stated I Would Think That Would Be Different Because Someone Else Is In Contol Of Your Property. Chief Sailliez Stated Do You Share A Driveway, Or Road With Others That Would Inconvenience Anyone? Mr. Size Stated It Shouldn't Inconvenience Anyone We Are The Second House On Lakeview Lane Before You Cross The Bridge. I Used To Help Our Neighbor Who Ran A Wood Working Business, And No One Has Ever Said Anything About It To Him. I Never Knew That This Was Something I Had To Do. Commissioner Warren Asked This Is Just Detailing Cars, And Not Doing Mechanic Work? Mr. Sizemore Stated No Mechanic Work, Just Washing, Wax, Ceramic Coding, And Paint Corrections. The Mayor Stated I Was Expecting Someone Else To Speak Tonight, I Am Not Going To Name But There Was Concerns About Polluting The Lake. Mr. Sizemore Stated All My Chemicals Are Deluted, I Have Drainage That I Have Done In The Garage This Winter. Mr. Snell Stated He Is Not Using Anything That We Would Not Use Washing Our Cars. It Is Not A Problem Until It Is A Problem, That Is Why I Got In The Middle. My Interaction There, He Is The Second House, He Has A Very Nice Barn You Would Not Even Know A Business Is There If It Wasn't For His Sign That Says It Is There. I Do Not See It As An Issue. Mr. Snell Stated In The Future, This Can Be Brought Up To The Appointed Board To Discuss First. Commissioner Warren Stated We Do Not Have An Appointed Board, Its More Like A Community Watch. 20. The Next Item Was Discussion, With Possible Action Regarding A Donation To The Franklin County Edge Program (Enterpreneurial Development, Growth & Education.) The Mayor Read A Part From The Letter They Sent Us. Our Edge Program Has Now Entered Its Fifth Academic Year, And Our Collaboration With Rend Lake College Has Yielded Outstanding Results. Together, We Have Enabled Our Enterpreneurs To Earn An Impressive Total Of Three Hundred And Seventy-One College Credit Hours. This Translates To Savings Of $50,085.00 For Our Students And Their Families-A Tangible Impact On Their Futures. I Entertain A Motion To Donate What We Donated To Them Last Year. 21.The Next Item Was Discussion, With Possible Action, Regarding Approval For Tent Revival To Be Held On The Wf Mall Grounds May 30th Through June 1st, 2024. The Mayor Stated This Is From Faith Assembly Fellowship, They Are Bringing In A Group To Do A Tent Revival Out On The City's Property At The Mall. They Are Aware They Can Not Anchor Into The Concrete Or Damage The Property Itself With The Tent. They Have Provided All Of The Information We Asked Of Them. I Entertain A Motion To Approve This. Chief Sailliez Asked What Area Will They Be In; We Land A Lot Of Helicopters There. The City Clerk Stated They Will Be In The Grass. Commissioner Warren Stated It Looks Like They Will Not Be Going Inside The Building They Will Have Portable Toilets. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Harkins. 22. The Next Item Was Discussion, With Possible Action, Regarding Approval Of A One Year Contract With Archivesocial In The Amount Of $7,547.40 For Maintaining Foia-Related Electronic Communications. The Mayor Stated This Is The Group We Approved Last Year To Keep Track Of Our Facebook Interactions, Municode And Now It Will Even Be Youtube, And Our New App. They Have Actually Lowered The Amount For Us. 23. The Next Item Was Approval Of An Invoice From Tammy Gwaltney In The Amount Of $3,675.00 For Grant Applications For The City Of West Frankfort. The Mayor Stated She Gave Us A List Of All Of The Grants She Has Submitted For Approval, The Total Amount Of Those Would Be Over 1.4 Million Dollars. I Entertain A Motion To Pay Her. 24. The Next Item Was Approval Of An Invoice From Macqueen Emergency In The Amount Of $3,599.92 For Additional Repairs Needed On Engine 3 For The Fire Department. Chief Sailliez Stated The Council Approved A Couple Months Ago I Beileve Back In January, The Total Front-End Replacement On Engine 3 For A Total Of $22,912.00 That Work Came Back $500.00 Cheaper Than Bid. While It Was There, I Got A Call Saying They Found Several Air Line Leaks, And Asked To Replace The Whole Air Line System. I Told Him To Go For It, It Is Almost Twenty Years Old It Was Time To Replace Them. The Window Motor On The Officers Side Had Went Out While It Was There. The Cab Lift Cylinder To Raise Up To Work On The Engine Would Not Lower All Of The Way Down. This Also Includes Labor Costs. It Is Back Now, And Is Better Than When We Bought It. 25. The Next Item Was Approval Of An Invoice From Usabluebook In The Amount Of $7,293.00 For A Hach Sl1000 Parallel Analyzer Kit Required By The Epa For The Water Department. Superintendent White Stated It Is A New Regulation And Requirement By The Epa. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
26. The Next Item Was Approval Of An Invoice From Eso Solutions, Inc. In The Amount Of $4,876.54 For Yearly Subscription For Recording Keeping Software For The Fire Department. Chief Sailliez Stated This Keeps Us Compliant, Fire Reporting, And Insurance Loss. For All Of Our Incidents We Have To Fill Out A Report That Syncs Up With Our Ambulance Run Sheets. Our Maintenance, Our Hydrants, And Staffing Is All Kept Track In This Software System. Last Year We Combined Eso And Emergency And That Saved Us About $2,000.00, This Is Right On Track For Savings Again Opposed To Having Two Systems. 28. The Next Item Was Approval Of The 2024 Mft Local Public Agency General Maintenance Estimate Of Maintenance Costs In The Amount Of $399,942.85. Mike Roberts Stated This Is Your Annual Motor Fuel Tax Program For Street Maintenance. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Warren. 29. The Next Item Was Approval Of A Resolution For Maintenance Under The Illinois Highway Code Regarding The 2024 Mtf Program In The Amount Of $405,000.00. Mike Roberts Stated The First One Is A List Of All The Operations You Do As A Municipal Estimation Cost There Is A Resolution That Appropriating The Money Out Of Your Mft Account. It Is Not Doubling Up; One Is Identifying The Cost. The Mayor Asked Why The Difference In The Amounts. Mr. Roberts Stated Those Are Estimated Costs On The Municipal Estimate, If You Go Over Then You Have To Redo The Resolution. What You Do Not Spend Goes Back In Your Account. Chief Sailliez Reported That They Had 164-Ambulance Calls, 16- Rubbish/Illegal Fires, 7-Brush/Field Fires, 1-Motor Vehicle Accidents, 2-Fire Alarms, 1-Vehicle Fires, 7 - Fire Emergencies; (Gas Leaks, Power Lines Down, Etc.), 1- Structure Fires, 0-Smoke Scares, 5 -Mutual Aid Fire Responses, 0-Mutual Aid Ambulance, 3 -Ambulance Calls Turned Over To Mutual Aid. For A Total Of 207 Calls During The Month. The Department Used Approximately 8,500 Gallons Of Water. The Department Collected $42,028.49 For April Ambulance Calls.
Police Report For The Month Of April 2024. Chief Prudent Reported Officers Answered A Total Of 1,231 Calls For Service. Of Those Calls 22 Were Traffic Accidents, 0 With Injuries. Officers Responded To 37 Domestic Disputes, 7 Fights In Progress, 12 Alarms, 1 Intoxicated Persons, 8 Burglaries, 12 Reports Of Criminal Damage To Property, 19 Complaints Of Juvenile Problems, 26 Reported Thefts, And 32 Complaints Of Disorderly Conduct/Disturbances. And Officers Made 17 Street Contacts. Officers Conducted 167 Traffic Stops, Where They Issued 40 Citiations, 140 Warnings, And 7 Lw-27's. There Were 70 Adult Arrests Made And 11 Juvenile Arrest, Resulting In 102 Criminal Charges Filed.

The Mayor Stated May 9th,2023 Was When I Took Office, This Is The First Meeting Since My One Year Of Taking Office. I Want To Recognize All Of The People Who Has Been Part Of Our Successes This Past Year. Commissioner Howard Was Appointed At The End Of 2022 To Fill A Vacancy, Commissioner Of Public Health And Saftey, Jerry Harkins Has Been On The Council Since 2011, Linda Warren Is Our Commissioner Of Public Property, Which Includes Our Water And Sewer Departments As Well As Over Seeing Our New And Old City Lakes, She Has Been With Us Since 2019. Roger Stanley Is Our Commissioner Of Streets And Public Imporvements, He Was Elected To This Position In 2021, But Has Been With The City Serving As A Street Superintendent Around Ten Years, But All Together About Forty-Seven Years. I Also Want To Recognize A Few Other Individuals That Has Been A Tremendous Help This Past Year. Thad Snell
Was Appointed By The Previous Mayor As Our Codes Officer, He Has Done An Excellent Job In That Compacity However What Some Of You Does Not Know, He Has Taken On A Lot Of Other Responsibility And Wears A Lot Of Hats. By Ordinance The Codes Officer Is Also The Zoning Administrator, Which Means He Is Responsible We Are Not Having Factories Opening Up In Peoples Back Yards And Things Like That. What We Also Created This Past Year By Ordinance Is A Zoning Board Of Appeals, Any Individuals That Has Been Cited For Violating Zoning Had An Avenue To Appeal The Decision. Thad Has Been Instrumental In Not Only Creating The Ordinance For That Board But Also For Organizing The Meeting, And Making Sure Issues Are Handled In A Timely Manner. Thad Has Also Been Apart In Navigating All The Red Tape And Requirements To Get Starbucks In Our City. That Is Something I Believe Is Going To Catapult Us In Terms Of Reveune As Well As A General Good Looks, And Popularity Of Our Community. Someone Else Who Has Also Been A Big Part Of The Starbucks Project, As Well As Generally Assisting Me With The Transition, And Really Just Finding Gaps In What We Done In The Past To Help Us Become More Efficent As A City Is Our City Clerk, Andrea Bolen. I Will Tell You None Of These People Would Want Me To Point Them Out And Address Them, But They Deserve It So I Am. Any Sucessess That I Have Had This Past Year Are Atleast Partially Due To Andrea. She Makes Sure That I Am Well Imformed On Any Matters For Which I Should Be Imformed, And Gate Keeping The Things I Do Not Need To Deal With. She Has Brought Somethings To Light, Helps Putting West Frankfort On A Positive Trajectory. I Could Go On And On About Various People, That Helps Our City Run Smoothly. There Isnt Enough Time, So I Will Name A Few Of Them. Alexa Lee As Our Deputy City Clerk, When Andrea Was Appointed Last Year As City Clerk That Left A Void In The Deputy Clerk. Alexa Has Stepped Up And Filled That Void Very Nicley. Chris Veteto As Our Treasurer, He Works Closey With Our Commissioner Howard On Various Financial Matters Including Getting Us On Track With Audits And Other Legal Requirements That We Have To Do. Prior To Me Taking Office, Mike Rivia Had Announced His Retirement And Has Stepped Down As Our City Attorney Which Put The Responsiblity Of Naming His Successor On My Shoulders. After Some Back And Forth With The Council, And Other Attorneys We Finally Agreed On Kate Renik. Kate Probably Did Not Know What All She Was Getting Into When She Agreed To Be Our Attorney. Between Dealing With Code Violations And Cleaning Up Our City Ordinances, Kate Has Been Extremely Busy This Past Year. She Has Stepped Up To The Task Nicely And I Do Not Regret Naming Kate As Our City Attorney. When I Took Office, I Asked Nancy Hobson What Her Job Title Was, And She Had Trouble Telling Me Because She Does A Lot Of Things That Most People In The Community Does Not Notice. Nancy Is Our Human Resources Manager, Payroll Clerk, And She Is Instrumental In Making Sure We Get Our Bills Paid Efficiently And Affectively. One Of The Challenges We Faced When I Took Office Was How To Make Sure That Things Run Smoothy In City Hall In Terms Of Staffing. Neither Keith Or I Can Be In The Office As Much As We Would Like So

We Have Had Some Challenges In Terms Of Equipment And Vehicles But We Have Been Able To Manage Some Of Them. I Am Hopeful We Are Able To Manage The Rest Of The Issuses So We Are Able To Have The Best Fleet In Southern Illinois. When I Took Office, I Said I Believe We Have The Best Police And Fire Department In Southern Illinois, And We Need To Look Like It, So We Need The Equipment And What We Have To Do To Make That Happen. I Want To Recognize Our Consulting Engineering Firm, Brown & Roberts Inpartictular Mike Roberts And Matt Tosh. I Am Convinced They Are The Same Person Because You Never See Them Both At A Meeting At The Same Time. Both Of Those Guys Have Been Fantastic To Work With. Many Of You Know We Have A Huge Project In The Works To Add An Interchange To I-57 As Well As Improving The Over Pass And Putting In A Bypass West Of Town. These Two Men As Well As The Firm They Represent Are Almost Single Handedly Responsible For Bringing That Project In. There Are Many Individuals That Work Behind The Sences But Who Are Fundamental To The Operations Of Our City And Deserve Every Allegation We Can Offer Them. When I Took Office, Many People Told Me I Had No Idea What I Was In For, And They Were Right. I Had Intentions On Making So Many Improvements And I Still Do. The Part I Truly Was Not Aware Of Was How Long Those Improvements Can Take. I Never Used To Understand Why So Many In Government Felt That They Should Be In Office For Multiple Terms, But Now I Get It. It Is Difficult Once You Put Your Hand To The Plow And Begin To Chart A New Course To Have To Step Down And Give Someone Else The Control Of That Plow Not Knowing What Direction They Might Take It. Many People That Get Into Politics Or Run For Office Are Type A Personalities, We Have A Hard Time Letting Someone Else Do The Work.
However, Being A Leader Means Being Able To Delegate And Trusting Those Who Come Behind You. I Hope I Am Not Breaking Any Rules, I Am Going To Paraphrase Scripture From The Bible. Paul Said Who Is Paul And Who Is Apollos I Have Planted Apollos Watered And God Gave The Increase. I Know Many People Believe Differently; I Do Not Intend On Forcing Any Religious Beliefs On Anyone. I Will Say This, When You Recognize That The Path You Are Walking Was Laid Out For You By A High Power, It Changes Your Prospective On Control. When I Think Of West Frankfort, I Think Of Hometown Folks If There Ever Was A City That Embodied The Heart And Soul Of Soutern Illinois, It Is West Frankfort. I Know Some That Has Tried To Change What We Are And Make Us Into Something Else. What I Have Found Is You Can Make Change With Out Changing The Soul Of What It Is You Are Changing. Staying On The Same Path Might Seem Like You Are Resistant To Change, But It Is Actually The Opposite. For Every Path Leads Somewhere. Therefore, Following The Path Will Guarantee The Change Will Happen. As My Term As Mayor, I Have Visioned A Plan For West Frankfort For Marketing Purposes I Named It West Frankfort Works. If That Names Invokes More Questions Than Answers That Is The Point. My Purpose In Running For Mayor And My Purpose Today Is To Get The Citizens Of West Frankfort Involved. The Fate Of Our City Should Not Souly Be In The Hands Of Five Individuals And That Includes Me. Instead It Should Be In The Hands Of The People Who Live And Work Here. My Purpose Is To Insure That It Is. In That Spirit I Would Now Like To Share With You, Some Of The Accomplishments That We All Have Shared In. As I Mentioned Starbucks Has Began Construction, And We Expect Them To Open In The Near Future. Kroger Has Broken Ground In Development Of Gas Pumps At Their Location Which Will Keep Those Tax Dollars Here. In Terms Of Local Businesses We Have Had Several Incluiding Elevated Esthetics Located Across From Hucks, Mad Mad's Pizza Located At 200 E. Main Street They Just Had Their Soft Open And Will Have Their Ribbon Cutting Thursday, And The Diamond Lounge Will Be Opening Soon. One Thing That All Of These Businesses Have In Common, Other Than Being Locally Owned And Operating In West Frankfort Is That Have Benefited From Tax Increment Financing. Of Course No One Individual Could Ever Take Credit For Tax Increment Financing, It Is A State Law That Allow Us To Incentivize These Businesses. When I Took Office, I Realized We Were Not Taking Full Advantage Of The Program. Part Of The Reason For That Was Likely A Lack Of Knowledge About The Program Of What We Can Or Can Not Do With It. The Team I Recognized Eariler Has Been Ready And Willing To Be Able To Find Out More About The Program So We Are Able To Take Full Advantage Of It. Another Item I Was Eager To Put Into Place When I Took Office Is What The State Refers Too As Administrative Adjudication. What It Really Means Is Municipal Court. Up Until Now The City Of West Frankfort Has Sent All Codes Violations To The County Resulting In Loss Of Revenue For The City As Well As A Huge Inconvenience And Cost For Personnelto Travel And Handle These Cases. Now We Are Able To Handle These Cases Right Here In City Hall With A Hearing Officer Presiding. This Is A Giant Step Forward In Term Of Making City Government More Efficient And Cleaning Up Our Town. And Speaking Of Cleaning Up, Have You Seen The New And Improved Website? I Was Contacted By A Company That Wanted To Help Us With Our Website And Provide Us An App That Citizens Could Download. This Company Apptegy, Works With Many School Districts And Other Municipalites So I Was Eager To Hear What They Had To Say. As You Are Most Likely Aware The Council Decided To Take Advantage Of Their Offer And We Now Have A Brand- New Website And App That Works With Andriod And Apple. This Is Helpful To Know When There Are Street Closures, Water Breaks, And General Items Of Interest. While We Had Some Great Accomplishments This Past Year, There Are Many Changes To Be Made. Our Orinances Are Kind Of A Mess, We Have Many That Contradict One Another Due Mostly To The Fact Of A New Ordinance Would Be Made And No One Realized The Old One Was There. This Is A Huge Undertaking, But Now That We Have A Second Attorney To Assist Us, I Am Confindent We Will Get Them Cleared Up This Year. We Are Also In Need Of Quality Control In Every Department, And Document Control. That Is Mostly An Internal Issuse, And Does Not Affect The Citizens Of West Frankfort Apparently. But It Really Does, There Is A Great Need For Cross Training And Continual Improvement In Every Part Of Our City. I Will Wrap It Up With This Our City's Moto Is A Rich Past & A Bright Futrue, And I Embrace That Whole Heartedly. While The Way We Have Done Things Has Worked Before, There Are Somethings That Does Not Work Like That Now. In The Past Year We Have Taken A Lot Of Projects To Ensure Everything We Do Is Consistant In Our Values And Traditions, But Is Also Legally And Correct For What We Should Be Doing Today And In The Forseeable Future. Tomorrow They Will Be Setting Up For The Thrid Pump Getting That Going. They Are Keeping Busy With Everything They Have To Do Around Town.
Commissioner Warren Stated The Water Department Is Working Hard, They Have A Project They Are Getting Ready To Start On Pretty Soon In The Heights With The Tower. The Illinois Epa Has Invested Nearly Two Hundred And Five Million Dollars In Drinking Water And Waste Water Projects In Illinois. There Are Nine Counties That Have Received Some Funding, And We Are One Of Them. The City Will Construct An Ultraviolent Disinfection System At The Sewer Plant. The Improvements Will Allow The City To Improve Their Collections System Infrastructure While Providing Customers With Adequate Collection Of Sewer Flows. This Is A Loan Of $719,000.00 And A Forgiveness Of $323,000.00.

I Request Cleanouts And Proper Pipe Laying And Coverage For The Drainage Ditches Near N. Bryan, Lindell And N. Van Buren. Please Replace All Sidewalks And Make Them Handicap Accessible. I Also Urge The City To Maintain The Ditches Without Using Herbicides. Disparities Casued By Poor Sidewalk Quaility.The Neglect Of This Neighborhood, Also Known As Infrastructure Disinvestment, Has Resulted In Unsafe Side Walks. Studies Show Walkable Neighborhoods Are Essential For Pedestrian Safety, Accessibility, And Good Health. Investing In Infrastructure Maintenance Promotes Physical Activity, Community Cohesion, And Environmental Sustainability.Maintaining This Neighborhood's Infrastructure For A Safer, Healthier, And More Accessible Community Is Necessary For Addressing Safety And Blight. According To Hud, Blighted Properties And Poorly Maintained Infrastructures Decrease Surrounding Property Value, Erode Residents' Health, Devalues Local Housing Markets, Pose Safety Hazards, And Reduce Local Tax Revenue. Feeling Unsafe In The Neighborhood Can Harm Health. The Neighborhood Environment Can Influence Preceptions Of Safety. Factors Like Uneven Sidewalks And Perceived Physical Disorder Can Impact Feelings Of Security And Well Being. At A Time When West Frankfort Holds A Crime Rate Higher Than Both The National And State Average, It Is Clear Demonstration Of The Studies That Have Already Proven That Blight Attracts Property Crime, Drug Activity, And Gun Violence. These Neighborhoods Often Increased Health Issues, Depression, Mental Health Problems, And Domestic Violence. Open Drainage Ditches On City Property: All Residences Should Remember That The Open Ditches Are On The City Property.
They Pose A Hazard To Residents And Could Cause Injury.
The City Is Liable For Any Injuries That Occur In These Ditches. Liability Is Provable When A Town Or Municipality Is Officially Informed Of Said Hazards. This Public Request Is Official Information About Said Hazards. The Neighborhood Has Unpassable Sidewalks And Unmaintained Open Ditches, Which Reduce Property Values And Parking Access. I Saw An Elderly Neighbor Cleaning Out The Ditch, Which Is The City's Responsibility. Suppose He Fell And Was Injured?
Leaving The Ditches Open Harms Everyone When Residents Are Faced With Doing The City's Job, And Their Only Choice Is To Spray Glyphosate (Weed Killer) Directly Into Our Waterways. How Soon Will Someone In My Neighborhood Be Seriously Injured Or Have Diagnosis Or Lymphoma That Is Directly Related To This Ditch Issue? In The End, The City Is Publicly Notified, And Any Liability Will Remain With The City. Other Dangers: Residents Are Unable To Park Safely Due To Ill-Repaired Ditches And Sidwalks. Adding No Parking Signs Is Not The Solution. The City Needs To Maintain And Improve Its Infrastructure For The Safety Of Our Neighborhoods. Will Emergency Vehicles Be Able To Get Through? Could It Cost Lives Or Homes? Could Accidents Cost Us Our Firetrucks? I Have A Photo Of A Similar-Sized Truck Trying To Navigate The Street Around Parked Vehicles And Leaning Heavily Into The Ditch To Get Through. The Requests Being Made Here All Fall Under The Essentail Maintenance And Infrastructure Of The City's Responsibility To Its Neighborhoods. I Hope The Council Sees These Requests As Being In The Town's And Residents Best Interest. Costs: The City Offered To Install A Pipe And Cover The Area For $100.00. However Many Homeowners In The Area Are Elderly And On Limited Incomes, And Some Landlords Are Not Maintaining Their Properties To State Minimal Occupancy Standards. We Need To Consider The Impact On The Neighborhood. Illinois Provides Grants To Cover Sidewalks Repair Costs. If Our City Is Already A Recipient, We Urge Our Officials To Handle The Matter. Spending Money On Repairs Only For The Sidewalks To Slide Into Open Ditches Again Is Not A Wise Use Of Resources. Safe Sidewalks Are Crucial And Should Be Top Priority.

When I Walk Around My Neighborhood I Can See The Holes, Where All Of Them Are Clogged. If They Are All Clogged, They Are Not Doing Us Any Good Anyway. Commissioner Stanley Stated We Only Have Five Guys On The Street Department Working On The Whole Town.
