City of West Frankfort City Council met June 19.

Here are the minutes provided by the council:

1. Mayor Arview Called The Meeting To Order At 2:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance Including, The City Clerk, And The City Attorney.

2. The Mayor And Commissioners Of The City Of West Frankfort Have Called For This Special Meeting At City Hall Located At 605 West Main Street, For Wednesday, June 19, 2024 At 2 P.M.

3. The Next Item Was Discussion, With Possible Action, Regarding Bids Received To Purchase The Property At 222 E. Main Street. The Mayor Stated Last Meeting We Had Discussed That There Was A Last-Minute Bid That Had Came In. We Were Not Aware Of That Until The Meeting Had Started, We Had To Table That Until Today. We Have Two Bids, One From Keith Jones In The Amount Of $20,000.00 With $500.00 Earnest Money, And A Stipulation If There Was A Higher Bid, They Would Go Up In Increments Of $500.00 Until They Reached A Maximum Purchase Price Of $28,000.00. The Other Bid Was From Hudson Property Investments, Llc For $22,400.00. That Effectively Makes Keith Jones Bid $22,900.00. Mr. Jones Gave Us A Detailed Report, He Is An Accountant, And Will Be Using It For An Accounting Office. Where As The Other Bid Was Not Quite Sure What They Wanted To Do With It, They Had Some Ideas About A Possible Dry Cleaners. My Recommendation Is We Go With Keith Jones Offer As It Is A Higher Bid, He Is Local, And He Has A Definite Plan With The Business. I Will Have Him Come To A Planning Commission Meeting To Present His Business Plan To Them. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

4. Commissoner Warren Stated I Have A Concern About The Vote We Took On June 11, 2024, At The Last City Council Meeting Regarding The Wrap On The Fire Chief's Vehicle. I Would Like To Make A Motion To Rescind The Motion. Seconded By Commissioner Stanley.

I Have Concerns Because We Were Told, That It Was Peeling, The Edges Were Rolling Up A Little Bit, And It Was Not Reflective. This Was Done In 2016. I Have Since Looked At It, And I Feel Like It Is Fine And It Reflects Well. We Have Pictures Of It; It Looks Like It Is Garage Kept. I Just Feel Like Spending That Kind Of Money Is Not Fair To The Tax Payers On Something Like That, When We Need Other Things. Commissioner Stanley Stated I Agree To That, I Feel Like It Is Not What He Had Explained To Us. Commissioner Warren Asked The Council Have You All Looked At It? All Commissioners And The Mayor Stated Yes, And Agreed That It Did Not Need To Be Replaced At This Time. Commissioner Warren Stated I Know It Doesn't Match The New Ambulance, But It Is Still Red And Looks Beautiful Actually. The Mayor Stated I Know That It Is White, But Is It Reflective? Commissioner Warren Stated The Back Is Reflective, Plus He Has All Of The Lights. I Did Not See It Lit Up At Night, But How It Looked To Me, There Was Nothing Scraped Off Where It Would Not Reflect. The Mayor Stated I Understand It Does Not Match The Newer Things That We Are Getting, And It Maybe A While Until We Need To Replace That Vehicle, It May Not Match For A While. For Instance, Does All Of The Street And Water Department Vehicles Match? Commissioner Stanley And Warren Stated No. Commissioner Stanley Stated The Fire Department Does Have A Pickup Truck That They Need To Put West Frankfort Fire Department On. Something On The Door Like The Other Departments. There Is Nothing On It Now. The Mayor Stated If There Are No Other Discussion Or Questions, I Would Ask For A Roll Call Vote On Rescinding The Motion. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve.

5. The Next Item Was Public Comments: No Public Comments Were Made.

6. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 2:09 P.M.
