BUDGET HEARING

Budget Meeting was called to order at 6:45 P.M. by Board Secretary Karla Gunter.

MEMBERS PRESENT: Ryan Skibo, Karla Gunter, Caleb Suver, Emanuel Lowe

MEMBERS ABSENT: Jonathan Edwards, Jake Page, Pokey Squires

APPOINTED SECRETARY: Karla Gunter appointed Ryan Skibo as secretary for the June 17, 2024 budget hearing.

VISITORS PRESENT: Amy Hamson and Mandy Watkins

VISITORS COMMENTS: None

BUDGET HEARING: Mrs. Ing presented the 2023-2024 Amended Budget to the public.

REGULAR SCHOOL BOARD MEETING

Regular School board meeting was called to order at 6:50 P.M. by Board Secretary Karla Gunter.

MEMBERS PRESENT: Ryan Skibo, Karla Gunter, Emanuel Lowe, Caleb Suver

MEMBERS ABSENT: Jonathan Edwards, Jake Page, Pokey Squires

Visitors present: Amy Hamson and Mandy Watkins

Appointed Secretary: Karla Gunter appointed Ryan Skibo as secretary for the June 17, 2024 board meeting.

President’s Comments: Early Registration will be held on multiple days this year—July 16-31st online and July 30th & 31st in person.

Consent Agenda

MOTION by Karla Gunter to approve the Consent agenda including the May 2024 minutes, May bills, and the May Treasurers Report. 2nd by Caleb Suver. 4 ayes (Ryan Skibo, Karla Gunter, Emanuel Lowe, and Caleb Suver).

Amended Budget

MOTION by Karla Gunter to accept the Amended 2023-2024 Budget. 2nd by Caleb Suver. 4 ayes (Karla Gunter, Caleb Suver, Ryan Skibo, and Emanuel Lowe)

24-25 Plans/Grants:

MOTION by Karla Gunter to approve the 2024-2025 Consolidated District Plan, Title I Plan, and Title II/IV Budget. 2nd by Ryan Skibo. 4 ayes (Emanuel Lowe, Karla Gunter, Ryan Skibo, and Caleb Suver).

School Handbook: This item was tabled. No action taken.

24-25 CEP Program:

MOTION by Caleb Suver to stay with traditional claiming and evaluate the CEP program year to year. 2nd by Emanuel Lowe. 3 ayes (Emanuel Lowe, Karla Gunter, Caleb Suver). Ryan Skibo voted present.

FY25 Insurance:

MOTION by Karla Gunter to approve the FY25 insurance rates and policies, including the two new Fraud policies. 2nd by Caleb Suver. 4 ayes (Emanuel Lowe, Caleb Suver, Ryan Skibo, and Karla Gunter).

Whittington Church Field:

MOTION by Karla Gunter to accept the agreement between Whittington Church and Ewing Northern Grade School for usage of the Church’s Baseball Field. 2ndby Ryan Skibo. 4 ayes (Caleb Suver, Ryan Skibo, Karla Gunter and Emanuel Lowe).

Building/Summer Projects: Mrs. Ing presented the board with a summer project and building project update.

Board Policies 2nd Reading:

MOTION by Karla Gunter to accept the Second Reading of board policies, excluding policy 6:230. 2nd by Caleb Suver. 4 ayes (Emanuel Lowe, Caleb Suver, Karla Gunter, and Ryan Skibo).

Executive Session:

MOTION by Karla Gunter to go into Executive Session to discuss the assignment, employment, compensation, discipline, performance, or dismissal of specific employees of the District, including hearing testimony on a complaint lodged against an employee to determine its validity. 5 ILCS 120/2©(1), as amended by P.A. 93-0057. The placement of individual students in special education programs and other matters relating to individual students. 5 ILCS 120/2(c)(10) 2nd by Caleb Suver 4 ayes (Emanuel Lowe, Karla Gunter, Ryan Skibo, and Caleb Suver). Time in: 7:50pm.

MOTION by Karla Gunter to exit Executive Session and return to Regular Session. 2nd by Caleb Suver. 4 ayes (Emanuel Lowe, Karla Gunter, Ryan Skibo, and Caleb Suver). Time out: 8:25pm.

Set Salaries:

MOTION by Karla Gunter to set salaries for the 12 month employees, including the superintendent contract, for the 2024-2025 school year as discussed. 2nd by Caleb Suver. 4 ayes (Karla Gunter, Emanuel Lowe, Caleb Suver, and Ryan Skibo).

Hire Staff:

MOTION by Karla Gunter to hire Josh Hamson and Jay Hutchcraft as substitute bus drivers for 2024-2025 school year. 4 ayes (Ryan Skibo, Karla Gunter, Emanuel Lowe and Caleb Suver).
