City of Mt. Vernon City Council met July 1.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, July 1, 2024 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Craig Smith with the 1st Free Will Baptist Church led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal from June 17, 2024 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,475,109.05. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Regular City Council Meeting Monday, July 1, 2024

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented the Bid Results for a Large Concrete Saw. There was one bid submitted from Diamond Equipment in the amount of $42,300. Staff recommendation is to accept the bid from Diamond Equipment.

Council Member Mike Young motioned to grant permission to accept the Bid Results for a Large Concrete Saw from Diamond Equipment in the amount of $42,300. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Engineering of Traffic Lights at 34th Street and Veterans Memorial Drive. This is only for engineering/design for the traffic signals. The traffic study confirmed that traffic signals would be beneficial at this intersection.

Council Member Ray Botch motioned to grant permission to Seek Bids for the Engineering of Traffic Lights at 34th Street and Veterans Memorial Drive. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Demolition of 18 Homes. This is a continuation of the City’s annual demolition project to remove dangerous and dilapidated structures from neighborhoods. The list of houses is as follows: 1500 Wescott, 1213 Jones, 1105 S. 22nd Street, 315 Opdyke, 616 Herbert, 325 Bell, 1312 Cherry, 416 S. 21st Street, 904 S. 22nd Street, 1017 S. 6th Street, 2216 College, 617 S. 16th Street, 1212 Jones, 315 S. 2nd Street, 213 N. 6th Street, 221 Opdyke, 1213 S. 24th Street, and 809 North.

Council Member Ray Botch motioned to grant permission to Seek Bids for the Demolition of 18 Homes. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Resurfacing of Fairfield Road from Stinson Road to the City Limits. This is a continuation of the resurfacing of Fairfield Road. This is paid from the FAU Funds, Rebuild Funds, and local funds for this project.

Council Member Ray Botch motioned to grant permission to Seek Bids for the Resurfacing of Fairfield Road from Stinson Road to the City Limits. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the 2024 Sidewalk Replacement Project. This includes Perkins - 7th Street to 5th Street, Conger - 12th Street to 10th Street, 21st Street - Forest Avenue to Herbert, and Forest Avenue - 9th Street to Dawson Park.

Council Member Mike Young motioned to grant permission to Seek Bids for the 2024 Sidewalk Replacement Project. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented a Street Closure Request for the Corner of Lamar and Conger between 15th Street and Conger on July 13, 2024 from 11:00 a.m. to 3:30 p.m. for a Family Reunion. Requesting Party: Rolland and Laura Mays. Staff recommendation is to approve the request.

Council Member Ray Botch motioned to grant permission for a Street Closure for the Corner of Lamar and Conger between 15th Street and Conger on July 13, 2024 from 11:00 a.m. to 3:30 p.m. for a Family Reunion. Requesting Party: Rolland and Laura Mays. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

ORDINANCES/RESOLUTIONS/MOTIONS

None.

MAYOR

Mayor John Lewis stated it is always nice when our City Council can do something nice for our Armed Services. Mayor Lewis introduced Council Member Donte Moore to present a Proclamation for Enlistment Day for July 18, 2024. Council Member Moore stated how much the Council appreciates our servicemembers and veterans. Moore then read the Mayoral Proclamation recognizing the service and dedication of those who serve in the United States Armed Forces proclaiming July 18, 2024 as Enlistment Day.

CITY COUNCIL

Council Member Donte Moore wanted to thank David Keen and Reverend Ron Lash, among others, for what they are doing around the community. They are getting things done and today a new roof was replaced on the home of Mt. Vernon Veteran Maxie Moore, Jr. Mayor Lewis stated that roofing supplies were donated through the Owens Corning Roof Deployment Project and work crews from Alpha and Omega Construction from Salem provided the labor.

EXECUTIVE SESSION

At 7:16 p.m., Mayor John Lewis requested an Executive Session under 5 ILCS 120/2(c)(21) – Review of Closed Session Minutes.

Council Member Joe Gliosci motioned to go into Executive Session under 5 ILCS 120/2(c)(21) – Review of Closed Session Minutes. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

At 7:28 p.m., Mayor John Lewis reconvened the Regular City Council Meeting. Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

Council Member Joe Gliosci motioned to adjourn. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

The meeting was adjourned at 7:29 p.m.
