City of West Frankfort City Council met July 9.

Here are the minutes provided by the council:

1. Commissioner Howard Called The Meeting To Order At 6:00

P.M. Requesting A Roll Call. All Commissioners Were In Attendance Including, The City Attorney And City Clerk. Mayor Arview Was Not In Attendance, Commissioner Howard Acted Pro Tem.

2. Commissioner Howard Asked For Approval Of The Minutes From The June 25, 2024 Regular Council Meeting.

Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

3. The Next Item Was Approval For The Closure Of The 100 Block Of Oak And Ida Streets For The First Baptist Annual Block Party On Friday, July 26, 2024. Commissioner Howard Stated I Would Entertain A Motion To Approve This. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Warrren. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

Fire Chief Sailliez Stated Is There A Time Frame On That? Commissioner Warren Stated Is It 5 P.M. To 8 P.M. On That. For The Public To Know, That Is First Baptist Church. They Are Going To Go Around On The North Side Of Town The Week Prior To The Block Party To Visit People In Their Homes If They Are Willing. They Will Have On Red Shirts That Say First Served. It Is Not A Solicitor; It Is The Church.

4. The Next Item Was Approval Of A Resolution Appointing Two Board Member To The West Frankfort Library Board. Commissioner Howard Stated Susan Patton And William Alexander Terms Have Expired And Or They Have Resigned Effective May 31st, 2024. Now We Have Two People That They Are Wanting Us To Appoint To The Board, Mrs. Aubrey Rains And Mr. Josh Maddox. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

5. The Next Item Was Approval Of A Zoning Variance For 311 North Ida Street. This Item Was Tabled.

6. The Next Item Was Approval To Pay An Invoice From Vandevanter Engineering In The Amount Of $4,762.75 For Repairs To The Cities Flood Pumps For Street Department. Commissioner Howard Stated Is That The Pumps Out At The Sewer Plant? Commissioner Stanley Stated Yes, We Had To Replace The Probe Stick And Do A Few Adjustments Out There. Commissioner Howard Stated I Would Entertain A Motion To Approve It. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

7. The Next Item Was Approval To Pay An Invoice From Civic Systems, LLC In The Amount Of $2,059.00 For The Semi-Annual Support Fees July 1, 2024 Through December 31, 2024. Commissioner Howard Stated From My Understanding IsOne Of The Programs We Have To Keep Running Until We Get Completely Switched Over In The Water Department. It Is A Semi-Annual Support Fee To Keep That Software Up And Running. The City Clerk Stated It Is For All The Information Of Old Accounts, Renters, And Owners Of Property That Have Rentals And Their Deposits. They Will Need To Keep Them Until We Can Get Them Transferred. Commissioner Howard Stated I Would Entertain A Motion For Approval. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

8. The Next Item Was Approval To Transfer Lake Lot Lease #25 From Jeff Bellow To John Linton And Elizabeth White. Commissioner Howard What Do You Know About This? The City Clerk Stated It's A Property That's Been Sold And We Are Approving Their Survey Later On In The Agenda. Commissioner Howard Stated I Would Entertain A Motion For Approval. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

9. The Next Item Was Approval Of A Lake Lease Lot #85 Survey For George & Annette Reeder. Commissioner Howard Stated As I Understand It Now, We Pay For Their Survey When They Sell A Lot? The City Clerk Stated They Pay For Their Survey. They Have Agreed With The Lines That Have Been Drawn And All Neighbors Have Signed Off On It Already. Everybody On Each Side Is Happy. Commissioner Howard Stated I Would Entertain A Motion For Approval. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

10. The Next Item Was Approval Of Lake Lease Lot # 25 Survey

For Jeff Bellow. Commissioner Howard Stated Does Anyone Have Anything To Say About That One? The City Clerk Stated All The Neighbors Are Coming In To Sign Off On It. Commissioner Howard Stated I Would Entertain A Motion For Approval. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

11. The Next Item Was The Consent Agenda:

A. Approval To Pay Bills In The Amount Of $170,593.79. B. Approval To Pay An Invoice From Greater Egypt Regional Planning And Development Commission Appropriation In The Amount Of $1,964.25 Or July 2024 To June 2025. Commissioner Howard Stated I Would Entertain A Motion For Approval. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried

12. Building And Sign Permits ~ Code Officer Snell Stated The First One Is For A Residential Addition For John Hutson At 716 N. Parkhill St. He Was In Here Last Meeting. We Talked About His Permit, Didn't Know If We Could Approve It Or Not. We Have Worked On Getting Plans Together And I Am At A Point Where We Are Good To Go Ahead And Approve This Permit. I Recommend We Approve It. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Voted To Approve. Motion Carried.

13. Officer's Report -

Fire Report For The Month Of June 2024. Chief Sailliez Reported That They Had 173-Ambulance Calls, 12- Rubbish/Illegal Fires, 0-Brush/Field Fires, 1-Motor Vehicle Accidents, 2-Fire Alarms, 1-Vehicle Fires, 5 - Fire Emergencies; (Gas Leaks, Power Lines Down, Etc.), 0- Structure Fires, 0-Smoke Scares, 4-Mutual Aid Fire Responses, 1-Mutual Aid Ambulance, 4-Ambulance Calls Turned Over To Mutual Aid. For A Total Of 203 Calls During The Month. The Department Used Approximately 3,000 Gallons Of Water. The Department Collected $58,911.35 For June Ambulance Calls.

Police Report For The Month Of June 2024. Deputy Chief Willis Reported Officers Answered A Total Of 1,478 Calls For Service. Of Those Calls 17 Were Traffic Accidents, 1 With Injuries. Officers Responded To 38 Domestic Disputes, 1 Fights In Progress, 9 Alarms, 2 Intoxicated Persons, 8 Burglaries, 11 Reports Of Criminal Damage To Property, 18 Complaints Of Juvenile Problems, 22 Reported Thefts, And 38 Complaints Of Disorderly Conduct/Disturbances. And Officers Made 29 Street Contacts. Officers Conducted 78 Traffic Stops, Where They Issued 40 Citations, 245 Warnings, And 16 Lw-27's. There Were 87 Adult Arrests Made And 2 Juvenile Arrest, Resulting In 106 Criminal Charges Filed.

Dispatchers Answered 1,740 Calls.

Of Those, 604 Were 9-1-1 Calls, 111 Were Walk In Requests. 1,478 Were For Police, 202 Were For West Frankfort Fire, 8 Were For Abbott Ems, And 4 For United Ambulance. For The Month Of June, We Collected $2,980.00 In Fines And Fees.

14. Mayors Report~

No Report. Mayor Was Not In Attendance.

Commissioner Reports~

Commissioner Harkins Stated I Guess Everything Is Going Fine In The Departments, I Am Up There Every Day. Anything Going On That I Don't Know About? Fire Chief Sailliez Stated The Brush Truck Has Shipped, Tentative Date Is Two Weeks To Get It. We Are Going To Try And Repair The Motor On A3 Because They Cannot Find A Replacement Motor For It. They Are Going To Crack In On The Duramax And Try To Rebuild It, It'll Be The Same Amount Of Money To Rebuild As To Replace But There Is No Replacement For It. A1 Has A New Engine.

Commissioner Howard Stated I Do Not Have A Whole Lot To Report. We Have Another Month's Treasures Report That Anyone Is Welcome To See. Can't Seem To Get The Audit Done, I Am Not Happy About That. You Can Only Push So Hard And All You Get Is Push Back. Commissioner Warren Stated A Patron Of Crosswalk That Needs Help Called Me And Wanted To Know What Is Going On Because They Cannot Get The Help That They Need And They Cannot Afford To Do It.

That Is A Serious Thing About The Audit. It Effects More Than Just Us, It's Everybody. I Don't Know If The Deadline Has Passed Or If You Can Do Them Next Year. It's Not A Good Thing.

Commissioner Stanley Stated My Guys Are Over On 9th St Putting That Side Walk In, So Far, They Have Not Got Whipped. They Have One Hundred Feet In They Are Getting Ready To Put Another Hundred Feet In Going West. The Guys Are Working On That And In Between That And The Rain They Are Picking Up Limbs From The Storm. They Are Keeping Real Busy, Commissioner Warren Stated IDOT Took Those Poles Out And People Are Turning At The Wrong Spot Now. I Know That's Not Street But Did Not Know If You Had Any Complaints? Deputy Chief Willis Stated Nothing Has Been Brought To Our Attention. Fire Chief Sailliez Stated There Is A Road Construction Project, Weather Permitting, Starting At 6 P.M. On July 12th East Of 149, Should Be Open To One Lane Of Traffic.

Commissioner Warren Stated Everyone Is Working Hard. I Am Looking At The Report Here And Looks Like You Have Been Busy. I Don't Have A Lot And Talked To Them All And They Are Staying Busy. Fire Chief Stated I Need To Apologize For Friday's Congestion In Town, I Shut The Interstate Down For Sixteen Hours Due To A Hazmat Accident.

Audience Comments:

Danny Loeh Stated 773 Came In Saturday, Hired A Concrete Gentleman And We Had Our Dough Boy Fixed. I Had A Commitment From 773 Laborers Union To Come Back Later This Fall When Things Slow Down For Them During Road Construction, They Will Sandblast The Walls Around The Museum And Steps Then Repaint Everything For Us. I Have Been Working With Veterans To Collect Donations To Buy Them Clothing And That Has Went Really Good. I Attended A City Hall Meeting In Marion, I Have Been Elected On The Marion Veterans Parade Committee. The Parade Will Be On September 7th At 10 A.M. We Will Honor All The Gold Star Mothers And Veterans In The Area. We Do Have Gold Star Day In August And For The Duquoin State Fair. Everything Is Going Good.
