City of West Frankfort City Council met Aug. 1.

Here are the minutes provided by the council:

1. Mayor Arview Called The Meeting To Order At 1:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance Including, The City Clerk, And The City Attorney.

2. The Mayor And Commissioners Of The City Of West Frankfort Have Called For This Special Meeting At City Hall Located At 605 West Main Street, For Thursday, August 1st, 2024 At 1 P.M.

3. The Next Item Was Approval Of Agenda For Special Meeting  On August 1st, 2024. Mayor Arview Made A Motion To Approve The Agenda. Commissioner Howard Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

4. The Next Item Was Approval To Go Into Executive Session To  For Discussions Pursuant To 5 ILCS 120/2 (C)(1), 5 ILCS 120/2(C) (5/6) And 5 ILCS 120/2(C)(11). Mayor Arview Stated I Entertain A Motion To Go Into Executive Session At 1:02 P.M. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

5. The Next Item Was Approval To Return To Open Session At  1:48 P.M. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

6. The Next Item Was The Approval Of A Resolution Appointing Authorized Signers For Loan Documents For The Business Incubator Through Banterra Bank. Mayor Arview Stated

This Is Formality Paperwork To Get Me And Andrea Put On There As Authorized Signers For That. Do I Have A Motion To Approve That? Commissioner Howard Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

7. The Next Item Was Approval Of An Ordinance Vacating Certain Alleyways In The Area Of Elm Street And Jefferson Street To The Franklin County Public Housing Authority. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

8. The Next Item Was Approval Of An Ordinance Vacating Certain Alleyways In The Area Of Charles Street And Summers Street To The Franklin County Public Housing Authority. Commissioner Howard Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

9. The Next Item Was Approval Of An Ordinance Right Of Way  Agreement With Terrazon For Installation Of Fiber Optic Cable For The Unit #168 School District. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

10. The Next Item Was Discussion, With Possible Action, Regarding Bids Received For The Roof And Guttering At 326 East Main Street. Mayor Arview Stated We Do Have A Few Different Bids And I Believe We Have Representatives From The Different Bidders To Discuss What You Are Proposing. Ben And Daniel With Integrity Roofing, Ben Stated Did You Have Any Specific Questions In Regards To The Proposal? Mayor Arview Stated There Are Different Materials That Are Being Proposed On The Different Bids, If You Could Just Give Us An Idea Of What It Is Exactly, Material Wise, That You Are Using. There Is Quite A Difference In Cost Too, So We Just Want To Understand Why There Is Such A Difference? Ben Stated You Have A Flat Metal Roof Up There Now, Lots Of Seams All Over The Place, Lots Of Exposed Fasteners, Lots Of Penetrations Going Through The Roof. First And Foremost, Clean Off The Roof And Power Wash It. At That Point With A Clean Surface, We Would Prime Any Seams. With Those Metal Roofs About Every Three Feet, You're Going To Have A Seam That Runs All The Way Down. You've Got Exposed Fasteners All Over The Place So We're Going To Go To Every Single Penetration In The Roof, Prime It, Clean It, And Then Flash It With A Commercial Flashing Grade  Material To Take Care Of All Of The Leaks. At That Point Once We Have Taken Care Of All The Penetrations, The Prep Work Is Important With Coatings. If You Don't Clean It Properly You Will Have Issues Down The Road, We Have Been On Countless Roof's Where That Preparation Was Not Done Properly And That Coating Fails Within A Year. Then We Have To Come Back And Do Something Different. Preparation Is Key. Once We Get The Surface All Prepared Then We Will Come In, We Do Not Want To Do It On A Windy Day, We Use Sprayers To Spray A Silicone Coating On Top Of That Clean Surface And Make Sure Everything Will Stick Down Well. You Want To Have A Dry Mill Thickness Of Twenty-Five, The Guys Will Be Going Around With A Gauge As They Are Appling The Coating, Making Sure It's The Appropriate Thickness So When It Cures It Will Be Twenty-Five Ml. With That You're  Going To Get A Ten-Year Warranty On That Coating. That Warranty Will Protect You From Any Manufacturer's Defects. Over The Course Of Ten Years, You've Got The Sun Beating Down On The Coating And Degrading It Over Time. In Ten Years From Now, Which The Roof Will Last Longer Than That, That's Just How Long The Warranty Is Good For. It'll Be As Simple As Us Coming In And Cleaning It Off And Applying A New Top Coat. Which Will Be Less Expensive Than It Is Right Off The Bat Because Of Less Labor. Commissioner Warren  Stated Is That For Preventing Leaks? Ben Stated Yes. Commissioner Howard Stated There Is A Ten-Year Warran? Ben Stated Yes And Then Two-Year Craftsmanship Warranty That Covers Any Mistake We Make. Commissioner Howard Stated One Other Thing I Noticed On Your Bid You Have Tax; We Don't Pay Sales Tax. Ben Stated We Can Eliminate That Mayor Arview Stated Are You Providing The Warranty Or Is That The Manufacturers Of The Material. Ben Stated The Ten-Year Is A Manufacturer's Warranty From Progressive Materials And Then The Two-Year Warranty Is Integrity. Codes Officer Snell Stated So Any Leaks That Happen Within The Two Years? Ben Stated Yes, Anything Pertaining To Our Workmanship, If We Screwed Up And It's An Uneven Coating And Causing An Issue Over Here. One Thing I Didn't Mention With Any Rusty Spots, There Are Some Areas With Surface Rust Up There, We Will Use A Rust Inhibitor On Those And Then Sealing All That In. It Will Prevent Any Rust From Spreading Once The Coating Is There. Mayor Arview Stated We Have Bids For The Roof And Gutter But We Don't Have A Gutter Bid For Integrity. Ben Stated We Do Not Do Commercial Box Gutters; We Can Do Six Inch Residential Gutters. That's The Best We Can Do. Andrew Mccamish, A Representative From Reynolds Roofing Stated I Have To Say, If I Was To Refer A Job Or Recommend A Company Other Than My Own It Would Be Integrity. I Will Vouch For Their Workmanship And Warranty. He Covered Pretty Much All The Bases. I Gave Two Different Estimates, One Would Be A Mitigation Of The Current Issues To Address The Three Main Issues You Have. One Is The Guttering, That Is The Elimination Of The Section Of The Building And Capping Off The Gutter Where We Only Have Downspouts On One End. The Second Issue Would Be The Maintenance Issue, Trees Back Behind It Have, Over Time, Accumulated More Dirt And Decaying Leaves In The Gutters. That Would Be A Simple Fix, Cleaning The Gutters And Adding A Downspout To The Center And A Downspout To The End To Have Adequate Discharge. The Most Important Issue I Found Are Two Stand Pipes For Natural Gas, That Is Where Co2 Is Released From The Burning Of Natural Gas. Both Are Compromised So Before The Winter Is Here And We Have To Fire Up The Furnaces, Those Will Have To Be Addressed. It Runs The Risk Of Co2 Into The Building. That Is Included In The Estimate And Our Job. The First Estimate Would Be Along The Front Wall, There Are Rusted Out Holes That I Could Put My Pinky Through, It Would Be Sealing Those With A Seam Seal. This Would Be A Temporary Fix To Stop The Leaks And Mold; There Has To Be A Water And Mold Damage In The Building Because This Is Not A New Issue. I Honestly Don't Recommend That Unless It Is Something You Have To Do To Buy Time To Get The Funding To Do A Roof Coating. From My Understanding, You Are Wanting To Redo The Side Walk, You Want To Put A Tile In To Drain Out To The Gutter. That Would Be A Downspout With A Turn Out For Temporary Use Until Concrete Was Cut Out And That Tile Is Put In. We Use A Silicone That Is Similar  To What Integrity Explained. Like He Said The Most Important Part Is Preparation, We Use A Chemical Solution In A Pressure Washer And Clean Every Inch Of It. Then We Use A Foam That Is Sprayed On And Coats Everything, The Reason It Is So Expensive Is Because It's That Good, It's A Self- Healing Quarter Inch Layer. The Silicone Coating That Goes Over The Top And Creates A Solar/Heat Barrier. The Foam And The Silicone Base Create An R3 Value Which Is One Of The Most Important Parts. When It's Cool In The Early Morning, Hot In The Afternoon, And Then Cool At Night The Metal And Other Products Will Expand And Contract At Different  Rates. The Expansion And Contraction Are What Generally Cause Failures In Flat Roof, Especially In The Older Acrylics And Different Types Of Rubber Membranes. With This Foam It Insulates The Metal Underneath It And Sustains A Constant Temperature. Another Aspect Of It, Let's Say In Five Years From Now The A/C Unit Goes Out And They Have To Pull The A/C Unit Out, Now You Have An Area That Is Cut Around And The Foam And The Sealer. All We Have To Do Is Patch That Area Up, It's Extremely Easy To Fix. Five, Ten, Twenty, Or Thirty Years Down The Line, If There Is A Problem Spot All We Have To Do Is Clean That Affected Area And Put Another Layer Of Silicone On It. One Of The Big Differences Would Be That We Spray The Foam And Do Not Spray The Silicone On Because You Cannot Get As Even Of A Coat And You Would Have A Lot More Waste Factor. So, The Cost Would Be Higher, We Are Able To Mitigate Cost And Efficiency By Using A Roller. You Don't Have To Worry About A Windy Day Where It Overspray's Onto Cars And Have To Pay To Have Them Fixed Or On The Side Of The Building. It's Self- Flashing With The Foam There, Instead Of Having Flashing On The Walls And Having Different Components Of It, It Is All One Sealed Unit. There Is No Age Out Of The Flashing Where  You Have Edge Issues. For The Warranty, We Offer A Five- Year Leak Free Guarantee. If We Didn't Do Something Right, A Teenager Vandalizes It, Or A Tree Falls On It, Any Type Of Leak We Guarantee For Five-Years With Reynold Roofing. As  For The Manufacturer's Warranty, That Is Something That This Roof Does Not Have The Square Footage To Have A  Warranty Given With It But It Is Purchasable In A Ten-Year  Increment. It Varies Because Of The Market And The Cost Of  It. If You Are Interested In That We Could Figure Out What  Exactly That Would Be. For Instance, The Last One We Did Was $4,000 For A Ten-Year Warranty Through The Manufacturer. As Far As The Taxes Go On This, Most Of The Roofs I Have Dealt With That Are Businesses Have Been A One  Hundred Percent Tax Write Off. I Don't Know How That  Would Apply To The City But You Should Be Able To Use The Cost Of This With The State As An Energy Efficiency Upgrade Because It Does Has The R3 Value. It Will Create A Cooler  Roof And A Lower A/C Bill. Mayor Arview Stated In Regard To  The Roof, We Had Discussed Because Of The Situation, We Are Not Required To Take The Lowest Bid Or The Proximity Of The Contractor. We Are Free To Consider All Of These Bids  Separately On Their Own Merits And What The Best Situation Is For Us. I Will Defer To The Counsel. Commissioner Stanley Stated There Is A Big Difference In The Two, I Would Pick Integrity. Mayor Arview Stated For The Roof, Do I Have A Motion To Accept The Bid From Integrity For The Amount Of $76,477.46? Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Howard. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried. 

Mayor Arview Stated For The Gutter, We Do Not Have A Bid For Integrity Because They Do Not Do That Type Of Work. We Do Have Bids From Reynolds Roofing, B&J Construction, And Fowler. Commissioner Howard Stated Reynolds Includes Temporary Repair On The Roof, When Will Integrity Be Able  To Start? Ben Stated We Are About Ten To Twelve Weeks Out But In The Mean Time We Can Get The Crew Out Here To Isolate Where The Leaks Are At. The City Clerk Stated That's November. Commissioner Howard Stated One Of Them Is For Replacing The Guttering And That's The Only One. Do We Need To Replace The Guttering? These Others Are Just For Downspouts. Commissioner Warren Stated We Need More Than Downspouts. Commissioner Howard Stated My Question For Reynolds Is, If You Don't Have To Do This Temporary Repair Then The Only Thing Done On Here Is Downspouts. You Don't Think There's Going To Be Any Guttering Required? Andrew Stated No, The Gutter Itself Is Good Just Dirty. It Would Just Be Two Downspouts Put In. The $566.67 Would Just Be For The Gutters Alone. That Would Be To Take The Existing Downspouts And Bring Them Up To Code. The City Clerk Stated That's Not Fixing It. Those Seams Are Leaking Through On It. Codes Officer Snell Stated Some Of It Is, I Don't Know. I Think A Lot Of It Has To Do With How Full It Is. If You Clean Them And Add Some Downspouts That Would Fix A Ton Of Your Issues. You Have To Think About The Entire Flat Roof Coming To The Front Of The Building And Then It Goes Into One Corner. That Is Why You Get A Lot Of Runs Over. Commissioner Howard Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

11. The Next Item Was Discussion, With Possible Action, Regarding Bids Received To Purchase The Property At 222 East Main Street. Mayor Arview Stated One Of The Options That We Have, They Came Back And Want Us To Do Some Repairs. We Are Required By Statue To Sell At Eighty- Percent Of Appraised Value. We Are Not Able To Lower That Price. There Is An Option Of Getting Tif Funds For What They Are Needing Done. We Are Going To Refer To Our Economic Developer To See If It's Tif Eligible And If It's Worth Looking Into There. Mayor Arview Stated I Entertain A Motion To Refer This To Our Economic Developer For Those Considerations. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

12. The Next Item Was Discussion, With Possible Action, Regarding The Purchase Of Property At 107 West Cleveland Street For A Bulk Water Station For The West Frankfort Water Department. Mayor Arview Stated We Have Had Issues With This In The Past. Our City Attorney Is Still A Little Hesitant On Approving This. She Has Recommended This To Our Property Attorney Jonathan Cantrell. Mayor Arview  Stated I Would Entertain A Motion To Refer It To Jonathan Cantrell. Commissioner Howard Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

13. The Next Item Was Approval Of An Invoice From Motorola In The Amount Of $3,500.00 For Redaction Software For Body Cameras For The West Frankfort Police Department. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

14. The Next Item Was Approval Of An Invoice From Ben's Lawn Service & Trailer Sales In The Amount Of $4,196.40 Repairs Made To The Sewer Department Mower. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners  And Mayor Arview Voted To Approve. Motion Carried.

15. The Next Item Was Public Comments: Mayor Arview Stated We Passed An Ordinance Regarding Public Comments. We Have Them On The Podium. No Public Comments Were Made.

16. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 2:21 P.M.
