City of Sesser City Council met Sept. 9.

Here are the minutes provided by the council:

A special meeting of the Sesser City Council was held on Monday, September 9, 2024, at City Hall at 5:30 PM. Mayor Ashmore called the meeting to order.

Roll call was called by Clerk Stacey. Those in attendance were Rose Bochantin, Dana Laur, Jeff Hamburger and Wayne Shannon.

Agenda Item #1

Mayor Ashmore explained the OSLAD Grant application and the improvements to the park of which the grant will provide funds. A motion was made by Dana Laur and seconded by Jeff Hamburger to approve the resolution #18-2024 to apply for the OSLAD Grant with the city making a 50/50 match if the grant is awarded to the City of Sesser. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #2

Mayor Ashmore explained the ITEP Grant that will provide sidewalk development and enhancements along Franklin Street from Park Street to Cockrum Street and a Multi-Use path from Beech Street to the Ballfield Complex. A motion was made by Jeff Hamburger and seconded by Dana Laur to approve the resolution #19-2024 to apply for the ITEP Grant and meet all the terms if the grant is awarded to the City of Sesser. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #3

Matt Tosh explained the Sanitary Sewer Service for Rend Lake Contractor’s pay estimate #9—final. A motion was made by Wayne Shannon and seconded by Dana Laur to approve the Sanitary Sewer Service to Rend Lake Contractor’s pay estimate #9—final to Wiggs excavating in the amount of $29,398.00. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #4

Matt Tosh explained the Sanitary Sewer Service to Rend Lake Construction Engineering bill #9. A motion was made by Wayne Shannon and seconded by Jeff Hamburger to approve the Sanitary Sewer Service to Rend Lake construction engineering bill #9 to Brown and Roberts in the amount of $3,021.34. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #5

Matt Tosh explained the Sanitary Sewer Service for Rend Lake Change Order #2—Final. A motion was made by Jeff Hamburger and seconded by Wayne Shannon to approve the Sanitary Sewer Service for Rend Lake change order #2—final to decrease the amount by $15,064.16 for a new contract price of $1,379,615.04. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #6

Matt Tosh explained the Callie Street Watermain Railroad crossing (DRA Grant IL54714) Contractor’s pay estimate. A motion was made by Jeff Hamburger and seconded by Rose Bochantin to approve the Callie Street Watermain Railroad crossing contractor’s pay estimate #1 to Wiggs excavating in the amount of $132,432.95. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #7

Matt Tosh explained the Callie Street Watermain Railroad crossing (DRA Grant IL54714) construction engineering bill #1. A motion was made by Wayne Shannon and seconded by Jeff Hamburger to approve the Callie Street Watermain Railroad Crossing construction engineering bill #1 to Brown and Roberts in the amount of $7,742.08. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #8

Matt Tosh explained the Callie Street Watermain Railroad Crossing (DRA Grant IL54714) change order #2. A motion was made by Jeff Hamburger and seconded by Wayne Shannon to approve the Callie Street Watermain Railroad Crossing change order #2 to increase the time for substantial completion by 92 calendar days and final completion by 214 calendar days. All those in attendance were in favor of the motion. Motion carried.

A motion was made to adjourn the meeting at 5:41 PM by Jeff Hamburger and seconded by Wayne Shannon. All those in attendance were in favor of the motion. Motion carried.

Meeting adjourned at 5:41 PM.
