City of Mt. Vernon City Council met Sept. 16.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, September 16, 2024 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Pastor Micah Arcuri with Bonnie Church of God led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL 

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. 

PRESENTATION OF JOURNALS 

The Journal from September 3, 2024 Regular City Council Meeting was presented for approval.

Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE 

Angela Schrum, Director of Tourism for the City of Mt. Vernon, spoke to the Council and citizens to keep them informed regarding upcoming events in the City. Many events are coming soon to Mt. Vernon, and she wanted to update the community on them. She spoke about the upcoming Grand Finale of Market Days to be held in accordance with 3rd Saturdays in Downtown Mt. Vernon, including Cars & Coffee, Hop the Shops, and Daisy Fresh Downtown Showcase all to be held this Saturday, September 21st. Also Junk N Disorderly Flea Market will be at Times Square Mall this Saturday. The following weekend is Fall Fest, along with Cruise-In at the Elks. Fall Fest is held on Friday, September 27 and Saturday, September 28 and there are several events planned for those two days including several free concerts, parade, vendor marketplace, kids zone, and food trucks. Schrum also advised that all of the upcoming events can be found on the website enjoymtvernon.com or by downloading the app at mymtvernon.com.

Regular City Council Meeting Monday, September 16, 2024 

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE 

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,796,259.06. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

BIDS AND QUOTES 

City Manager Mary Ellen Bechtel presented the Bid Results for Road Improvements for the Fountain Place Road Project. There were three bidders. Guinzy Construction, Inc. was the low bidder with a bid in the amount of $1,451,734.88. Staff recommendation is to award the bid to Guinzy Construction, Inc.

Council Member Donte Moore motioned to grant permission to accept the Bid Results for Road Improvements for the Fountain Place Road Project from Guinzy Construction, Inc. in the amount of $1,451,734.88. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

City Manager Mary Ellen Bechtel presented the Bid Results for the 2023-24 USEPA Community Grant Sanitary Sewer Investigation Project. There was only one bidder. Visu-Sewer of Missouri, LLC submitted a bid of $184,041.50. Staff recommendation is to accept the bid from Visu-Sewer of Missouri, LLC. According to the grant manager, there should not be a problem with EPA approving this as the bid was below the engineer’s estimate. This is the first phase of the Community Investment Grant Project. Staff recommendation is to award the bid to Visu-Sewer of Missouri, LLC.

CITY MANAGER 

City Manager Mary Ellen Bechtel presented a Street Closure Request for SW Crescent Drive between 33rd Street and Central Avenue on October 19, 2024, from 4:00 p.m. to 10:00 p.m. for a Street Block Party. Requesting Party: David Keen. Staff recommendation is to approve the request.

Requesting Party: David Keen. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

ORDINANCES/RESOLUTIONS/MOTIONS 

City Manager Mary Ellen Bechtel presented an Ordinance Rezoning Property on Harlan Road from R-MH to A-G. Petitioning Party: Alice Ralphine Loss. Ms. Loss wants to change the zoning to agricultural as she is never going to allow mobile home development on the property. Planning and Zoning unanimously approved the change. Ms. Loss was present at the council meeting and available for comments or questions.

Council Member Ray Botch motioned to approve Ordinance #2024-32, an Ordinance Rezoning Property on Harlan Road from R-MH to A-G. Petitioning Party: Alice Ralphine Loss. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

MAYOR 

Mayor John Lewis presented for the advice and consent of the City Council the Appointment of Bryan Jennings as EMA Coordinator. City Manager Mary Ellen Bechtel commented that this action is to remove the current coordinator, former Fire Chief Kevin Sargent and to appoint Bryan Jennings, Assistant Fire Chief, as EMA Coordinator. By Ordinance, the EMA appointment serves until they are removed, and a new appointment is made.

Council Member Mike Young motioned to accept the Appointment of Bryan Jennings as EMA Coordinator. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

EXECUTIVE SESSION 

None.

Council Member Joe Gliosci motioned to adjourn. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
