City of Sesser City Council met Oct. 10.

Here are the minutes provided by the council:

The regular meeting of the Sesser City Council was held on Thursday, October 10, 2024. It was called to order by Mayor Ashmore at 6:30 PM. Prayer was led by Terry Miller. The pledge of allegiance was said, and Mayor Ashmore asked for Veterans to remain standing and thanked them for their service.

Clerk Stacey called the roll--Rose Bochantin--here, Dana Laur—here, Wayne Shannon--here, Travis Zettler--here, David Bates--here, Jeff Hamburger--here.

A motion was made by David Bates and 2nd by Wayne Shannon to approve the minutes for the regular September meeting. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #1--TIF

Mayor Ashmore explained that we had not received a bid on the home at 103 E. Matthew Street.  It was tabled. 

Agenda Item #2

Mayor Ashmore explained the new rates on the renewal of the health insurance.  A motion was made by Travis Zettler and seconded by Jeff Hamburger to approve the new rates on the renewal of the city’s health insurance policy.  All those in attendance were in favor of the motion.  Motion carried.

We have not received the renewal for the city’s liability insurance yet.  No action taken.

Agenda Item #3

The November meeting may need to be moved as the mayor is to attend a meeting in Tampa—we will wait to see if that meeting will still take place due to the recent hurricane. 

Agenda Item #4

Mayor Ashmore explained the DCEO Opera House HVAC Payment #1.  A motion was made by David Bates and seconded by Wayne Shannon to approve the DCEO Opera House HVAC payment #1 to Culbertson Heating and Cooling in the amount of $54,632.70.  All those in attendance were in favor of the motion.  Motion carried.

Agenda Item #5

Mayor Ashmore explained the DCEO Opera House Change Order #1.  A motion was made by David Bates and seconded by Rose Bochantin to approve the DCEO Opera House Change Order #1 as presented with an increase of $1,000.00 for a total of $67,130.00.  All those in attendance were in favor of the motion.  Motion carried.

Agenda Item #6

Mayor Ashmore explained donation to the SV Red Ribbon Week.  A motion was made by Jeff Hamburger and seconded by Travis Zettler to approve a donation of $500.00 to the SV School Red Ribbon Week and to use Opioid funds to make the payment.  All those in attendance were in favor of the motion.  Motion carried.

Agenda Item #7

Mayor Ashmore explained library construction grant expenses.  A motion was made by David Bates and seconded by Rose Bochantin to approve the library construction grant invoice #1 for $2,010.54 and Invoice #2 for $1,070.54 to Kelly Architecture.  All those in attendance were in favor of the motion.  Motion carried.

Agenda Item #8

Mayor Ashmore explained that Dailyn Noble had been coming in and doing some filing from the previous fiscal year to help out.  A motion was made by Wayne Shannon and seconded by Travis Zettler to approve hiring of Dailyn Noble as a temporary employee at $14.00 per hour on an as needed basis to help with filing from the previous fiscal year.  All those in attendance were in favor of the motion.  Motion carried.

Attorney Bigler—had no updates at this time. 

Mayor Ashmore asked the council to approve payment of the bills and all reports by consent agenda.  A motion was made by Jeff Hamburger and seconded by Travis Zettler to approve the consent agenda (all reports presented from departments).  All those in attendance were in favor of the motion.  Motion carried.

Public comments:   

Terry Miller commented that the boys were doing a great job with the street work and digging ditches.  He also asked about a tile for his ditch. 

He also mentioned there is a spot in front of the Opera House where the concrete has buckled and could be hazardous. 

Mayor Ashmore mentioned that IDOT would be starting sidewalk work after October 24th. 

A motion was made to adjourn the meeting at 6:50 PM by Jeff Hamburger and 2nd by David Bates. All those in attendance were in favor of the motion. Motion carried.

Adjourned at 6:50 PM.
