City of Mt. Vernon City Council met Oct. 21.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, October 21, 2024 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Mike Young to appoint Council Member Donte Moore as Mayor Pro Tem for tonight’s meeting. No other nominations. All were in favor.

Mayor Pro Tem Donte Moore opened the meeting.

Pastor Brian Fuller with First Baptist Church of Woodlawn led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL 

Roll call showed present: Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Council Member Ray Botch and Mayor John Lewis. 

PRESENTATION OF JOURNALS 

The Journal for October 7, 2024 Regular City Council Meeting was presented for approval.

Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis. 

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE 

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE 

The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.

Council Member Joe Gliosci motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,865,552.88. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis. 

BIDS AND QUOTES 

City Manager Mary Ellen Bechtel presented the Bid Results for the Improvement of 9th to 10th Street Alley for Broadway Commons Park. There were six bidders for this project. The staff recommendation is to award this to the low bidder, Luke Rollie Concrete, in the amount of $49,357.00.

Council Member Mike Young motioned to grant permission to accept the Bid Results for the Improvement of 9th to 10th Street Alley for Broadway Commons Park from Luke Rollie Concrete in the amount of $49,357.00. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis.

ORDINANCES/RESOLUTIONS/MOTIONS 

City Manager Mary Ellen Bechtel presented an Ordinance Rezoning Property at 1009 S. 13th Street from I-1 to R-M2. Petitioning Party: Melba McCaskill. This is to change the zoning for the placement of a manufactured home. Planning and Zoning approved this 4-0. There was no opposition. Ms. McCaskill was present to answer any questions or concerns. There were none.

Council Member Joe Gliosci motioned to approve Ordinance #2024-35, an Ordinance Rezoning Property at 1009 S. 13th Street from I-1 to R-M2. Petitioning Party: Melba McCaskill. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis. 

City Manager Mary Ellen Bechtel presented for Second Reading of an Ordinance Amending the City Code and Creating Designated Outdoor Refreshment Areas (DORA). There were no changes to this ordinance or district. This allows for the public consumption of alcoholic beverages on the sidewalks within the DORA district defined by the legal description in the Ordinance and the map. There are specific rules for this: 11 a.m. to 11 p.m., only in the district, only beverages purchased within the district from businesses with the additional DORA permit, only in branded and approved plastic cups. If the Ordinance passes, the City will purchase signage to define the area. A QR code has been created and there is a page on the City’s website for the complete rules and regulations. It is also on the Mt. Vernon App under “helpful information.” This will begin when the signage is installed, and permits have been issued.

Council Member Joe Gliosci motioned to approve Ordinance #2024-36, an Ordinance Amending the City Code and Creating Designated Outdoor Refreshment Areas (DORA). Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis. 

City Manager Mary Ellen Bechtel presented for Second Reading of an Ordinance Adopting International Building Codes 2021 with Exceptions. This replaces the current 2006 International Building Code with the 2021 International Building Code with the exception of sprinkler systems in new single family residential construction.

Council Member Mike Young motioned to approve Ordinance #2024-37, an Ordinance Adopting International Building Codes 2021 with Exceptions. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis. 

City Manager Mary Ellen Bechtel presented a Resolution Approving an Employment Agreement Between Nathan McKenna and the City of Mt. Vernon.

EXECUTIVE SESSION 

At 7:09 p.m., Mayor Pro Tem Donte Moore requested an Executive Session under 5 ILCS 120/2(c)(5) - The Purchase or Lease of Real Property for the Use of the City and 5 ILCS 120/2(c)(6) – Setting of a Price for Sale or Lease of Property Owned by the City.

At 7:43 p.m., Mayor Pro Tem Donte Moore reconvened the Regular City Council Meeting. Roll call showed present: Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young. Absent: Council Member Ray Botch and Mayor John Lewis.

ADJOURNMENT 

Council Member Mike Young motioned to adjourn. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Young. Absent: Botch and Lewis.
