City of West Frankfort City Council met March 17.
Here is the agenda provided by the council:
1. Mayor Arview Called The Meeting To Order At 10:00 A.M. Requesting A Roll Call. All Commissioners Except Commissioner Howard Were In Attendance Including, The City Clerk.
2. Mayor Arview Asked For Approval Of The Agenda. The Mayor Stated We Do Not Have Any Changes To Make.
Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
3. The Next Item Was Approval Of The Minutes From The March 11, 2025 Regular City Council Meeting. The Mayor Stated If You All Had A Chance To Review Those, I Entertain A Motion To Approve Them. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
4. The Next Item Was Approval To Approve Financing For The 2024 Ram 3500 And 2024 Case 580n For The Street Department With Banterra Bank. The Mayor Stated Commissioner Howard Had Worked Out The Financing, The Monthly Payment Would Be $4,469.07 Amortized For Five Years. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
5. The Next Item Was Approval Of A Resolution Authorizing Signers For Loan Documents To Purchase 2024 Ram 3500 And 2024 Case 58n For The West Frankfort Street Department Through Banterra Bank. The Mayor Stated I Authorize Myself, Andrea The City Clerk, And Abra The City Treasurer To Sign Loan Documents. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
6. The Next Item Was Approval Of A Proposed New Wage Reopener Agreement Between The City Of West Frankfort And Illinois Fop Labor Council/Captains To Cover The Period Of March 1,2025 Through February 28,2026. The Mayor Stated They Have A Matrix On Their Request, I Did Have Rhett Barke And Jon Gilbert Look At It. Jon Didn't Really Tell Me Yay Or Nay On It. I Thought There Was An Issue With It, I Looked At It And Sent It To Rhett. He Also Thought No That Couldn't Be Right. But After Talking To Their Union Rep, He Agreed Yes, It Is Correct. It Is Not The Best Agreement, Maybe It Is Something We Want To Talk About When The Contract Comes Back Up. Because Of Language In There About Longevity And Things That Kind Of Costs Us More Than What He Thinks It Ought To. In The Mean Time The Matrix Is Correct. Commissioner Harkins Asked Is He Okay With It?
The Mayor Stated Yes. The City Clerk Stated I Do Not Have A Copy Of That In The Books, Because I Did Not Have That Information So They Have Not Had A Chance To Look At It.
The Mayor Stated I Don't Want To Table This Because They Have Been Waiting. They Do Not Have Any Sort Of Extra Requests Like Some Of The Other Have For Things. It Is Cut And Dry As Long As The Matrix Is Correct. And Like I Said Rhett Looked It Over And He Agree Yes, It Is Correct.
Commissioner Harkins Asked Will It Be Okay If We Approve That Then Today? The Mayor Stated Yes Based On Advice From Our Attorney. I Can Make Sure You All Get A Copy Of It Too. Commissioner Stanley Stated If There Is An Issue We Can Change It? The Mayor Stated Yes, We Can Change It If We Need Too. Commissioner Warren Asked It Is Just A Reopener, Right? The Mayor Stated Yes To Give Them The $0.90 Raise. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
7. The Next Item Was Approval Of A Proposed New Wage Reopener Agreement Between The City Of West Frankfort And Other Non-Union Employees At The WF Mall To Cover The Period Of March 1,2025 Through February 28, 2026. The Mayor Stated Nancy Had A Question About It, If That Would Include Parttime Employees? What Is The Councils Feeling On That? I Told Her Yes, I Feel Like They Would. The Amount That They Get Per Hour Shouldn't Be Different Just Because They Are Working Less Hours. I Think It Is Fair To Give Them The Same. The City Clerk Stated They Were Questioning That About The Street Department As Well. The Mayor Stated Yes For The Street Department As Well. The Issue Here Is, This Item Says Non-Union Employees At The WF Mall. Do We Want To Amend This To Include Those Individuals? The Council Stated Yes. The Mayor Stated You Can Say So Moved To This I Will Word. We Need An Amendment To Item Number Eight To State Approval Of A Proposed New Wage Reopener Agreement Between The City Of West Frankfort And Other Non-Union Employees At The West Frankfort Mall, And Part Time Employees Of The Street Department To Cover The Period Of March 1,2025 Through February 28, 2026. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.
