The Mt. Vernon City Council held a Regular City Council Meeting on Monday, June 2, 2025 at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.
Pastor Brian Fuller with First Baptist Church of Woodlawn led the Invocation. The Pledge of Allegiance was recited.
ROLL CALL
The roll call showed present: Council Member Joe Gliosci, Council Member Donte Moore, and Mayor John Lewis. Absent: Council Member Mike Young.
PRESENTATION OF JOURNALS
The Journal for May 19, 2025 Regular City Council Meeting was presented for approval.
Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Lewis. Absent: Young.
VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE
Tatorie Marion, Public Affairs Specialist with the Small Business Administration, spoke to the Council regarding low interest small business loans being offered in the area after the recent weather disasters. She reported that persons interested could apply by going to the website SBA.gov/disaster. There were no questions posed by the Council. Mayor Lewis thanked Ms. Marion for the information.
APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.
Council Member Joe Gliosci motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,554,475.09. Seconded by Council Member Donte Moore. Yeas: Gliosci, Moore, and Lewis. Absent: Young.
BIDS AND QUOTES
City Manager Nathan McKenna presented the 2025 Mt. Vernon Downtown Streetscape Project. The City received four bids for this project which is to improve the sidewalks and curbs on Harrison from 9th Street to Johnson Alley. Staff recommendation is to approve the lowest bid from Luke Rollie Concrete for $91,939.00.

City Manager Nathan McKenna presented the Bid Results for the 2025 City Wide Pavement Marking Project. This is for local road striping on the west side of the City. America’s Parking Remarking, LLC was the lowest bidder with a bid of $13,557.44. This is approximately 100,000 linear feet of striping. Staff recommendation is to accept the bid.

CITY MANAGER
City Manager Nathan McKenna requested permission to Seek Qualification Proposals for Construction Management Services. This will start the selection process for selecting a construction manager for the Indoor Recreation Center. The City should be receiving a contract early next week from FGMA for architectural services.
Council Member Joe Gliosci asked what the process is if the City doesn’t like the proposal received from FGMA. City Manager McKenna stated that the City would go through the process with them and if a deal cannot be reached, the City would go to the next firm that submitted a proposal.

City Manager Nathan McKenna requested permission to Seek Bids on the Richview Road Sanitary Sewer Relining Project. This project was not budgeted but there have been many issues with this line lately and it is creating issues for residents in the area. Staff recommendation is to seek bids on this to repair. Staff estimate on this project is $97,625. The funds would come from the Sewer Fund.

City Manager Nathan McKenna requested permission to Waive Bidding Requirements and Purchase a New Server From Kunce Computer. The server at City Hall is 8 years old and is in need of replacement. The quote is $33,559.00. This was a budgeted expense.

MAYOR
Mayor John Lewis presented for the advice and consent of the City Council the Appointment of Dan Plumb to the Police Pension Board.
Council Member Donte Moore motioned to accept the Appointment of Dan Plumb to the Police Pension Board. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, and Lewis. Absent: Young.
Swearing in of New Council Member.
Mayor John Lewis stated that for this next part, this was a very tough decision. Many names were submitted and brought forward by various people. Each of these people brought something worthwhile to the table. We had many discussions with Councilman Botch on who and what he wanted to see to complete the remainder of his term. Councilman Botch brought so much to the table with his expertise, his grasp for the numbers, and his love for this community. Councilman Botch is going to be a tough act to follow and some big shoes to fill. I hope we have found that person.
He is a successful owner and operator of his own business, so he understands making those hard decisions, dealing with people, setting budgets, and understanding the numbers. He also loves this community and our youth, as he has coached basketball, baseball, softball, and track. He has been involved with his local school board, having been elected three times to and elected twice as its leader and president.
The decision was tough, but with the blessing of Councilman Ray Botch, I am submitting for consideration and consent of the Council, Mr. Jay Tate. With that, I would entertain a motion.
Council Member Joe Gliosci made the motion to approve Jay Tate as the newest Council Member. Council Member Donte Moore seconded the motion. Yeas: Gliosci, Moore, and Lewis. Absent: Young.
Mayor John Lewis then introduced City Clerk Becky Barbour to complete the swearing in of Jay Tate to the City Council.
Mr. Tate then joined the Council Members at the Council table.
Mayor John Lewis wanted to thank all the departments and their staff, the downtown merchants, Jefferson County Economic Development Board and any other involved with the spectacular success of the Grand Opening of the Commons last Saturday evening. We have received nothing but great feedback from the professional stage, great sound equipment, masterful lighting show, great performances and a huge crowd. A special thanks to Midwest Music in Marion for their planning and execution of this successful event. Food trucks and surrounding restaurants were busy all night. The DORA program was a huge success here and there were no problems. We had thousands of people at this event and when everyone cleared out of the area, there was not one piece of trash in the grassy area where everyone was located, showing how great and respectful our citizens are. So, a huge thank you from this Council to our citizens for making this a memorable event.
CITY COUNCIL
Council Member Joe Gliosci wanted to reiterate what Mayor Lewis said. It was a great night on Saturday for the Grand Opening of the Commons, it couldn’t have gone better.
Also, he wanted to welcome Jay Tate, who is bringing a younger perspective to the Council. This will be a good thing for the Council and the City of Mt. Vernon.
Council Member Jay Tate thanked Mayor Lewis, Council Members and Ray Botch for entrusting him with this appointment. He also thanked his wife and family for always supporting him. He stated he looks forward to doing the best for this City that he loves and has been a part of his entire life.
