The Mt. Vernon City Council held a Regular City Council Meeting on Monday, July 7, 2025, at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.
Mayor John Lewis called the meeting to order at 7:00 pm.
Pastor Craig Smith with the First Free Will Baptist Church led the invocation. The Pledge of Allegiance was recited.
ROLL CALL
The roll call showed present: Council Member Joe Gliosci, Council Member Donte Moore, Council Member Jay Tate, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journals for June 16, 2025 Public Hearing and the June 16, 2025 Regular City Council Meeting were presented for approval.
Council Member Joe Gliosci motioned to approve the Journals as presented. Seconded by Council Member Donte Moore. Yeas: Gliosci, Moore, Tate, Young, and Lewis.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to the Council for approval.
Regular City Council Meeting Monday, July 7, 2025
Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,109,974.45. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Tate, Young, and Lewis.

CITY MANAGER
City Manager Nathan McKenna requested permission to Seek Bids for the Construction of New Tennis and Pickleball Courts at Veterans Park. This is a budgeted project to remove the existing tennis courts and replace them with two new tennis courts, six pickleball courts, and off-street parking.
Council Member Donte Moore asked how big of a parking lot the City is considering. City Manager McKenna stated that it would be twenty to thirty parking spaces.
Council Member Joe Gliosci asked about the noise issue. City Manager McKenna stated there is no noise issue as it stands now.

City Manager Nathan McKenna presented a Street Closure Request for 11th Street between Newby Avenue and Prairie Avenue on July 18, 2025 and July 19, 2025 from 8:00 a.m. to 10:00 p.m. for a Family Reunion.

ORDINANCES/RESOLUTIONS/MOTIONS
City Manager Nathan McKenna presented for First Reading of an Ordinance Amending the Personnel Policy Related to Residency Requirements. This Ordinance accomplishes two things; it adds in the language of requiring employees to live within the residency requirement guidelines within 6 months and it also changes the residency requirement in Chapter 35.01 of the Police and Fire Commission to match that of the Personnel Policy.
Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance, an Ordinance Amending the Personnel Policy Related to Residency Requirements. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Tate, Young, and Lewis.

City Manager Nathan McKenna presented for First Reading of an Ordinance Authorizing the Establishment of TIF Interested Parties Registries. This Ordinance is part of the process of establishing the new TIF districts. This will allow residents that want to be notified on all future meetings and public hearings regarding TIF to be notified directly.
Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance, an Ordinance Authorizing the Establishment of TIF Interested Parties Registries. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, Tate, Young, and Lewis.

MAYOR
Mayor John Lewis wanted to congratulate everyone that brought the July 4th fireworks to the City. It was a great show with great weather, there were thousands of people, and it looked like everyone had a good time.
CITY COUNCIL
City Council Member Mike Young added that the exit strategy implemented was great, Chief Brands did a great job, and the traffic flow went smoothly.

EXECUTIVE SESSION
