The Mt. Vernon City Council held a Regular City Council Meeting on Tuesday, January 21, 2020 at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.
Mayor John Lewis called the meeting to order at 7:00 p.m.
Pastor Harold Quick from the West Salem Trinity United Methodist Church gave the Invocation.
The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the January 6, 2020 Regular City Council Meeting was presented for approval.
Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,351,319.67. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented the quotes received for service work related to the opening and winterizing of pools and equipment at the Aquatic Zoo. Two quotes received were:
Westport Pools, Maryland Heights, MO $9,150.00 with option to lock in price for a 3-year agreement Capri Pools & Aquatics, Edwardsville, IL $7,090.00
Bechtel recommended awarding the services to Westport Pools for $9,150.00 because they provided a detailed scope of work, which can help to mitigate any claim of fault by either party should a piece of equipment fail due to improper work during the opening and/or winterization of the facility. Westport Pools are familiar with the facility and equipment.
Council Member Ray Botch motioned to award the service work related to the opening and winterizing of pools and equipment at the Aquatic Zoo to Westport Pools for $9,150.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Manager Mary Ellen Bechtel presented the quote results for a “Two Site Digital System” for the Police, Fire, and Public Works Departments. Bechtel reported that the City requested quotes several months ago and the quotes have been reviewed by Department representatives. The quotes received were difficult to compare due to the equipment and system differences. Three quotes were received. The representatives visited locations which operated the final two systems (GTS and Novacom). Each company tested their systems in Mt. Vernon and Novacom had a better product and system for the future. Bechtel recommended accepting Novacom of Herrin’s quote of $240,235.00 for the system.
Council Member Donte Moore motioned to accept Novacom of Herrin’s quote of $240,235.00 for a “Two Site Digital System” for the Police, Fire, and Public Works Departments. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY
City Attorney David Leggans presented for First Reading an Ordinance Authorizing the City of Mt. Vernon to Borrow Funds from the IEPA Water Pollution Control Loan Program for Lift Station 14 and Force Main 14. City Manager Mary Ellen Bechtel explained that this is the next step in obtaining the loan for Lift Station 14 and Force Main 14. The estimated total project cost is $3,340,664.25. The cost includes engineering and the City has requested loan forgiveness from the IEPA.
Council Member Mike Young motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
Council Member Mike Young motioned to adopt Ordinance #2020-01, an Ordinance Authorizing the City of Mt. Vernon to Borrow Funds from the IEPA Water Pollution Control Loan Program for Lift Station 14 and Force Main 14. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Attorney David Leggans presented for Council’s consideration a Resolution to Approve and Accept the Scope of Work Change and Amendment to the Contract with Heneghan & Associates, P.C. The change is for additional engineering services to add the realignment of approximately 4,600 linear feet of force main from Lift Station 1 from the intersection of 4th and Opdyke Avenue eastward to Opdyke Avenue and Gee Street, then south to the south side of the Evansville Western Railroad Tracks, to discharge into the existing equalization box. The total Change in Scope cost is $34,767.00 at the most. The engineering costs are eligible for the IEPA Loan and loan forgiveness.

City Attorney David Leggans presented for Council’s consideration a Resolution to Accept Changes to the City of Mt. Vernon’s Personnel Policy Manual. The changes related to Sections:
5.7 Policy Against Discrimination and Harassment
5.12 Drug and Alcohol Use
5.13 Smoking and the Use of Electronic Cigarettes
5.14 Use of City Equipment
6.3 Nursing Mother Policy
6.8 Bereavement Leave
6.12 Military Duty Leave General Provisions 9.5 Business Expense Reimbursement Policy
City Manager Mary Ellen Bechtel explained that these policies were impacted by recent State and Federal Labor Laws. The changes keep the City’s Personnel Policy Manual consistent with the rules and regulations.
Council Member Joe Gliosci motioned to approve the Resolution to Accept Changes to the City of Mt. Vernon’s Personnel Policy Manual. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
MAYOR
Mayor John Lewis introduced Police Chief Trent Page to present the 2019 Officer of the Year Award. Chief Page explained that every year the Awards and Policy Committee nominates an Officer of the Year who demonstrates outstanding skill, ability and professionalism in the performance of his or her duties. Officers nominated for the award must display a combination of the following qualifications or characteristics; outstanding contribution in the area of assignment, exceptional knowledge, the ability to complete job functions, overall productivity, civic contributions, and personal appearance and demeanor. The 2019 Officer of the Year was awarded to Josh Clarke. Josh Clarke had a very active year in 2019, with 1,218 total events, 77 criminal arrests, 31 warrant arrests, and 155 traffic stops. He is out there every day doing everything he can to make the department better and the city better. Clarke attended and graduated from Field Training Officer School, Basic Swat School, Juvenile School and Bike Patrol School.
Mayor John Lewis stressed the importance of the residents completing the 2020 U.S. Census.
CITY COUNCIL
Council Member Ray Botch announced that thirty people registered for the Citizen Police Academy. He encouraged others to attend a future Academy.
