City of Mt. Vernon City Council met March 2.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, March 02, 2020 at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.
Mayor John Lewis called the meeting to order at 7:00 p.m.
Pastor Harold Quick from the West Salem Trinity United Methodist Church gave the Invocation.
The Pledge of Allegiance was recited.

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council
Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the February 18, 2020 Regular City Council Meeting was presented for approval.
Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval. Council Member Ray Botch asked about the $6,560.00 Visu-Sewer invoice. City Manager Mary Ellen Bechtel explained that the City authorized the work for the next phase of the IEPA project. They inspected the lines on Liberty Road under the railroad tracks.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $888,865.93. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel reported on the bids received for the first phase of Utility Easement – Tree & Brush Clearing Project. The Project consists of 11,468 lineal feet of 15” wide easement to be cleared which comprises 3.94 acres in total area. Seven bids were received. Bechtel recommended that the project be awarded to the low bidder, Heartland Services Inc. for $19,036.88. Council Member Donte Moore asked how many phases are in the project. City

City Manager Mary Ellen Bechtel reported on the bids received for the Design of a Rerouted Sewer Line on Industrial Drive and Woodland Drive in Southern Mt. Vernon. The project is in support of the new Jung Trucking Warehouse that is being built in the area. Three bids were submitted. Bechtel recommended that the bid be awarded to the lowest responsive responsible bidder, Round Table Design Inc. for $11,250.00.

CITY MANAGER
City Manager Mary Ellen Bechtel presented for Council’s approval the Final Plat for Michel’s 2nd Subdivision located at 14471 N. Tolle Lane. The petitioners are Christopher and Pamela Michel. Kyle Lansdowne of Round Table Design explained that the petitioners desire to sell the existing house and cut it out of subdivision. This is a two-lot subdivision.
Council Member Joe Gliosci motioned to approve the Final Plat for Michel’s 2nd Subdivision located at 14471 N. Tolle Lane. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Manager Mary Ellen Bechtel requested permission to go out to bid for the lining of manholes. Bechtel stated the bid will request the bidder to provide the number of manholes that can be relined for $30,000.00.

City Manager Mary Ellen Bechtel requested permission to go out to bid on a cold planer for the Public Works Department. Bechtel stated that this is a grinder that attaches to equipment for the purpose of grinding concrete or asphalt. Funds will come from the Quality of Life Account.

CITY ATTORNEY
Corporation Counsel Bill Howard presented for First Reading an Ordinance Authorizing the Sale of Municipal Property. City Manager Mary Ellen Bechtel explained that a Police 2013 Dodge Charger will be surplus.
Council Member Ray Botch motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
Council Member Donte Moore motioned to adopt Ordinance #2020-08, an Ordinance Authorizing the Sale of Municipal Property. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Regular City Council Meeting Monday, March 02, 2020
Mayor John Lewis reemphasized that every household needs to be counted in the 2020 Census. In 2010, the State of Illinois was extremely undercounted.
