The Mt. Vernon City Council met for a Regular City Council Meeting on Monday, July 20, 2020 at 7:00 p.m. at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.
Due to the absence of Mayor John Lewis, City Clerk Mary Jo Pemberton opened the meeting. Nominations for Mayor Pro-Tem were accepted. Council Member Ray Botch nominated Council Member Donte Moore. All were in favor. Council Member Donte Moore was appointed as Mayor Pro-Tem for tonight’s meeting.

Council Member Mike Young gave the Invocation.
The Pledge of Allegiance was recited.

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the July 06, 2020 Regular City Council Meeting was presented for approval.
Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,510,983.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY MANAGER
City Manager Mary Ellen Bechtel introduced Lori Ulrich to speak on the 2020 Census. Ulrich provided a history and an update of census process. As of June 30, 2020, Mt. Vernon’s and Jefferson County’s censuses show a 40% decrease in population. She explained that many citizens still need to complete their census by the October 31, 2020 deadline. The impact of census affects numerous community services, improvements, schools, and developments for the next decade. Ulrich explained the many ways to complete the census; on-line, text, call, and mail. Census enumerators will begin after August 11, 2020.
CITY ATTORNEY
City Attorney David Leggans presented an Ordinance Re-Zoning Property at 5115 Lake Terrace NE to I-2, General Industrial District and Granting a Conditional Use for Automobile Storage. City Manager Mary Ellen Bechtel reported that the Planning and Zoning Commission approved unanimously Ideal Recovery’s request.
Council Member Ray Botch motioned to adopt Ordinance #2020-26, an Ordinance Re-Zoning Property at 5115 Lake Terrace NE to I-2, General Industrial District and Granting a Conditional Use for Automobile Storage. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.
City Attorney David Leggans presented for First Reading an Ordinance Annexing Property having PIN 11-06-402-017 on Route 148 Adjacent to 1521 Harlan Road. The petitioners are Matthew and Michele Gleckler. First Reading was held.
City Attorney David Leggans presented for First Reading an Ordinance Declaring Surplus Municipal Property. The property consists of seven vehicles and two pieces of equipment.
Council Member Mike Young motioned to suspend the rules on voting on an Ordinance. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

MAYOR
Mayor Pro Tem Donte Moore explained that a lot of Mt. Vernon residents have benefitted from the recent United Way Food Drives. The Food Drives were possible due to Mt. Vernon’s census numbers. Every individual in Mt. Vernon is worth about $2,000 in grants and assistance from the census numbers. He urged everyone to complete their 2020 Census.
Mayor Pro Tem Donte Moore announced that Linola Spann’s Back to School Event is scheduled for Saturday, August 8, 2020 at the Veteran’s Memorial Park. Many volunteers are needed and please call Linola Spann to sign up.
CITY COUNCIL
Council Member Mike Young added that many local churches are assisting with the Back to School Event and the goal is to give away 1,000 backpacks.
Council Member Joe Gliosci remembered local community leader Steven Beal who recently died.
