The Mt. Vernon City Council held a Regular City Council Meeting on Monday, November 16, 2020 in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Quarantine via GoToMeeting. The Log-In for the Meeting: +1 (571) 371-3122, Access Code: 840-263-365.
Mayor John Lewis called the meeting to order.
Council Member Mike Young gave the Invocation.
The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Donte Moore.
PRESENTATION OF JOURNALS
The Journal for the November 2, 2020 Regular City Council Meeting was presented for approval.
Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval. Council Member Ray Botch asked if the Accounts Payable include the final payment for the fire truck. City Manager Mary Ellen Bechtel replied that she believes that the last payment will be in December.
Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,122,365.53. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

CITY MANAGER
City Manager Mary Ellen Bechtel requested permission to Close North Street Between 10th Street and 12th Street on December 23, 2020 from 12 p.m. (noon) to 11 p.m. for Central Christian Church to Hold Christmas Services in their Parking Lots.

City Manager Mary Ellen Bechtel requested approval of the Preliminary and Final Subdivision Plat for the North Wells Bypass Subdivision. The owner is the QuikTrip Corporation, and the property is located at Veterans’ Memorial Drive and 45th Street.
Council Member Joe Gliosci motioned to grant approval of the Preliminary and Final Subdivision Plat for the North Wells Bypass Subdivision. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.
CITY ATTORNEY
City Manager Mary Ellen Bechtel presented for Second Reading an Ordinance for the Property Tax Levy. Bechtel explained that the levy is basically the same as last year. The total Levy is $2,959,700.00. The City’s portion of the Property Tax Levy will not be increased. There will be a deficiency over the levy amounts for Fire Pension (- $239,014.00), Police Pension (- $175,596.00), and IMRF (- $78,400.00). The total deficiency of $493,301.00 will be paid from the Pension ¼% Sales Tax Fund.
Council Member Ray Botch motioned to approve Ordinance #2020-42, an Ordinance for the Property Tax Levy. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.
MAYOR
Mayor John Lewis asked the community to continue to take safety precautions in order to prevent the spread of the COVID-19 Virus.
CITY COUNCIL
Council Member Mike Young asked if there are any regulations for motorized scooters. He stated that there is a public safety concern as these scooters drive on roadways without flags and lights. City Manager Mary
Ellen Bechtel replied that she would check to see if there is anything that the City can do to require some sort of visual aids.
