Mt. Vernon City Council met Nov. 2.

Here is the agenda provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, November 2, 2020 in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 quarantine via GoToMeeting. The Log-In for the Meeting: +1 (646) 749-3122, Access Code: 413-495-645.

Due to the absence of Mayor John Lewis, City Clerk Mary Jo Pemberton opened the meeting. Nominations for Mayor Pro-Tem were accepted. Council Member Mike Young nominated Council Member Donte Moore. All were in favor. Council Member Donte Moore was appointed as Mayor Pro-Tem for tonight’s meeting.

Mayor Pro-Tem Donte Moore called the meeting to order. Council Member Mike Young gave the Invocation.

The Pledge of Allegiance was recited.

Roll call showed present: In person: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young Absent: Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the October 19, 2020 Regular City Council Meeting was presented for approval.

Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $824,861.43. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented the bid results for Lift Station #14 Replacement and the Lift Station #14 Force Main Replacement. Two (2) bids were received for the Lift Station #14 Replacement and one (1) bid was received for the Lift Station #14 Force Main Replacement.

Lift Station #14 Replacement:

1. Haier Plumbing and Heating Inc. of Okawville, Illinois $1,151,500.00

2. L. Keeley Construction, St. Louis, Missouri $1,824,401.00

Engineer’s Estimate was $1,723,400.00

Lift Station #14 Force Main Replacement:

1. Haier Plumbing and Heating Inc. of Okawville, Illinois $929,125.00

Engineer’s Estimate was $850,000.00

Council Member Ray Botch motioned to award the bid for the Lift Station #14 Replacement and the Lift Station #14 Force Main Replacement to the low, responsible, and responsive bidder, Haier Plumbing and Heating Inc. of Okawville, Illinois for $1,151,500.00 for the Lift Station #14 Replacement and $929,125.00 for the Lift Station #14 Force Main Replacement. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel introduced Finance Director Steve Tate to present the Annual Firefighter’s Pension and Police Pension Reports. The Illinois Compiled Statutes require that the Police Pension Board and Firefighter’s Pension Board reports be annually presented to the City Council. The reports show the condition of the pension funds at the end of the most recently completed fiscal year. Tate explained next year, the Downstate Police and Fire Pension Funds will be consolidated. The State of Illinois will manage the funds and the Local Pension Boards will determine benefit awards. Each community’s funds will be separately accounted for.

City Manager Mary Ellen Bechtel presented the 2019-2020 Fiscal Year Audit Report to the Council for approval.

Council Member Joe Gliosci motioned to accept the 2019-2020 Fiscal Year Audit Report as presented. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY ATTORNEY

City Manager Mary Ellen Bechtel presented for First Reading an Ordinance for the Property Tax Levy. Bechtel explained that the levy is basically the same as last year. The total Levy is $2,959,700.00. There is a deficiency over the levy amounts for Fire Pension (- $239,014.00), Police Pension (- $175,596.00), and IMRF (- $78,400.00). The total deficiency of $493,301.00 will be paid from the Pension Sales Tax Fund.

First Reading was held.

City Manager Mary Ellen Bechtel presented for First Reading an Ordinance Authorizing the Sale of Municipal Property. The municipal property consists of thirty-seven (37) lot properties and three (3) computers.

Council Member Mike Young motioned to suspend the rules on voting on an Ordinance. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Council Member Mike Young motioned to adopt Ordinance #2020-41, an Ordinance Authorizing the Sale of Municipal Property. The property consists of thirty-seven (37) lot properties and three (3) computers. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Mayor Pro-Tem Donte Moore urged everyone to vote tomorrow. If there are any questions, contact Jefferson County Clerk Connie Simmons’ Office.

Mayor Pro-Tem Donte Moore announced that Family Life Church is opening their warming shelter and are in need of donations.
