City of West Frankfort City Council met Dec. 8

Here is the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 10:00 A.M.

Requesting A Roll Call. All Commissioners Were In Attendance, Along With The City Attorney And City Clerk.

2. Mayor Jordan Asked For Approval Of The Minutes From The November 24, 2020 Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $148,509.15. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Up For Discussion, With Possible Action, Regarding Approval Of A Final Bid Spec Directed To Bulldog And Republic Trash Services For The Purpose Of Issuing Sealed Bids To Obtain The Contract For Trash Removal In The City Of West Frankfort. The Mayor Would Like To Thank Commissioner Warren And Stanley For Meeting With Each Company To Tell Them Our Cities Needs. Commissioner Warren Stated That We Would Be Sticking With Normal Trash; Cans No Containers Or Carts. Residence May Place Bulky Items At The Curb As Usual. There Are Approximately 2880 Residence In The City Limits Of West Frankfort To Be Picked Up. No 55 Gallon Drums Will Be Allowed. Both Bidders Were Ok With The Specs, They Must Have Bids To Us By 4pm On The 21st Of Dec.

5. The Next Item Was Approval Of An Ordinance Accepting A Proposed Quitclaim Deed To Real Estate At 610 S. Skelton Street(Pin#11-24-480-014) Contingent On Marketable Title Pursuant To 65 Ilcs 5/11-61.1.5. Mayor Stated Property Has Been Donated To City. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Discussion, With Possible Action, Regarding Acceptance Of A Bid For Surplus Property At 1908 East A Road. Jerry L Edwards; Lives Next Door And Wants The Double Lot; He Bid $3,000. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried. 

7. The Next Item Was Approval Of A Resolution Appointing A Board Member To The West Frankfort Library Board. Bryce Levanti Resigned And They Would Like To Replace Him With Regina Sanders Which Will Expire 6/2021. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve, Motion Carried.

8. The Next Item Was Approval Of Contractor's Pay Estimate #2 To Wiggs Excavating, Inc. In The Amount Of $121,379.59 For The Taft Street Sanitary Sewer Rehabilitation -Phase 2 Project. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. The Next Item Was Approval Of Construction Engineering Bill #2 To Brown & Roberts, Inc. In The Amount Of $8,485.27 For The Taft Street Sanitary Sewer Rehabilitation - Phase 2 Project. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

10. The Next Item Was Approval To Advertise For Bids For Demolition Regarding An Order For Demolition And Abandonment. This Is A House That's At 108 N Cherry. We Have A Court Order From The Judge That Allows Us To Demo The Property, Street Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11. The Next Item Was Approval To Pay Invoice From Brown & Roberts, Inc In The Amount Of $9,492.18 For Preliminary And Supervisory Engineering Work Regarding The 2020 Motor Fuel Tax Program. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

12. The Next Item Was Approval To Pay Invoice From Brown & Roberts, Inc. In The Amount Of $10,944.79 For Professional Engineering Services Regarding The HMA Overlay Project. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

13. Officer Reports:

Codes Department - 3 Building Permits, 1 New Rental Property, 12 Rental Inspections, 83 Nuisance Complaints Phone Calls, 15 Nuisance Letters Mailed, 78 Nuisance Complaints Resolved. 2 Occupancy Prohibited Signs Posted, 2 Dangerous & Burned Out Buildings Identified, 34 Dangerous & Burned Out Buildings In Progress, 4 Dangerous & Burned Out Buildings Demolished, 2 Files Given To Attorney, 1 Fast Track, 4 Inoperable Abandoned Vehicles Letters Mailed, 3 Inoperable Abandoned Vehicles Resolved. O Citations Given.

Fire Dept Chief Allen Reported 166 Ambulance Calls,3 Rubbish/Illegal Fires, 3 Brush/ Field Fires, 1 Motor Vehicle Accident, 2 Fire Alarms, 6 Fire Emergency (Gas Leaks, Power Lines Down, Etc) 3 Structure Fires, 1 Smoke Scare, 2 Mutal Aid Calls. For A Total Of 187 Calls. The Dept Used Approx 55,500 Gallons Of Water. Collected $37,194.95 For Ambulance Calls.

Police Chief Prudent Reported That Officers Answered A Total Of 948 Calls For Service. Of Those Calls For Service, 21 Were Traffic Accidents, 1 With Injuries. Officers Responded To 33 Domestic Disputes, 4 Fights In Progress, 14 Alarms, 3 Intoxicated Persons, 12 Burglaries, 10 Reports Of Criminal Damage To Property, 8 Complaints Of Juvenile Problems, 23 Reported Thefts, And 80 Complaints Of Disorderly Conduct/Disturbances, 42 Street Contacts.

Officers Conducted 95 Traffic Stops, Where They Issued 26 Citations, 80 Warnings, And 4 Lw-27's. There Were 36 Adult Arrests Made And 4 Juvenile, Resulting In 61 Criminal Charges Filed.

Communications: Dispatchers Answered 1,227 Calls Of Those 594, Were 9-1-1 Calls, And 122 Were Walk In Requests. 948 For Police, 187 For West Frankfort Fire, 22 For Thompsonville Fire/Ems, And 3 For Abbott Ems, And O Williamson Co Ambulance. The Dept Collected $1020.07 In Fees.

14.Building And Sign Permits ~

Margaret Duke Wants To Put A Hold On Hers Until Summer.

Susan O'bannon 19389 Killion Lane Is Building A Pole Barn/Garage. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried

15. Mayors Comments: Wants To Thank Everyone For All Their Hard Work Downtown Area It Looks Really Good. There Has Already Been Some Vandalism To The Greenspace Area Juveniles Messing With The Lighting Uptown. So We Are Going To Be Watching It More Closely. The Mayor Stated This Is Such A Difficult Time Right Now With Covid; The Businesses Are Supposed To Be Doing The Best With The Holidays Around The Corner. Several Of Our Business Owners Are Trying There Best To Survive During This Trying Time. Please Support Local.

16.Commissioner Comments:

Commissioner Harkins Stated The Police And Fire Department That The Guys Had Testing At The Fire And Police Depts. Chief Prudent Stated 5 Showed Up And 4 Got Through The Physical And The Written Test Results Will Be Back Sometime Next Week. Chief Allen Stated He Had 1 Pass The Physical And Awaiting Testing. They Are Doing Good As Always.

Commissioner Simpson Stated That He Would Like To Thank Office Personel Angie, Cate, And Chris For All Their Hardwork Getting The New Software Program Implemented So Our Financial Information Will Be Much More Current And Accurate.

Commissioner Stanley Stated His Crew Are Forming Up The Generator Spot This Week Out Back And Other Than That We Are Keeping Busy

Commissioner Warren Stated The Water And Sewer Is Doing Fine. They Are Keeping Up With The Demands During The Holiday Season Getting Things Done In A Timely Manner.

17.Audience Questions Or Comments:

A Woman From The Audience Would Like To Thank The Fire And Police Department For Their Help With A Dear Friend Of Hers On Lincoln Street. They Were Unbelievable And Comforting.
