The Mt. Vernon City Council held a Regular City Council Meeting on Tuesday, January 19, 2021 in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Quarantine via GoToMeeting. The Log-In for the Meeting is Call in Number: +1 (408) 650-3123, Access Code: 277-552-085.
Mayor John Lewis called the meeting to order. Council Member Mike Young gave the Invocation. The Pledge of Allegiance was recited.

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the January 4, 2021 Regular City Council Meeting was presented for approval.
Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,436,501.10. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER
City Manager Mary Ellen Bechtel requested permission to Seek Bids on the Construction of the 42nd Street South- bound Right Turn Lane at Illinois State Route 15 (Broadway). She explained that the West Salem Trinity United Methodist Church donated the right of way and IDOT has plans to replace and reconfigure the traffic signals at this intersection. The estimated cost is $300,000.00.
Council Member Ray Botch motioned to give permission to Seek Bids on the Construction of the 42nd Street South-bound Right Turn Lane. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Manager Mary Ellen Bechtel presented for Council’s approval the Preliminary Plat of Cusumano’s Star Subdivision. The general location is on Veterans Memorial Drive, east of Good Samaritan Hospital. The property owner is Star Investment Group LP.

CITY ATTORNEY
City Manager Mary Ellen Bechtel presented for First Reading of an Ordinance Declaring Surplus Municipal Property. The property is a 2010 Jeep Cherokee Vin #1J4PR4GK2AC163004.
Council Member Ray Botch motioned to suspend the rules on voting on an Ordinance. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
Council Member Donte Moore motioned to adopt Ordinance #2021-01, an Ordinance Declaring Surplus Municipal Property. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Manager Mary Ellen Bechtel presented for Council’s consideration the Resolution Granting a Conditional Sign Permit to Anchor Garden & Rental. The street address of the property is 1700 Veteran’s Memorial Drive.
