The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Quarantine via GoToMeeting. Mayor John Lewis opened the meeting.
Pastor Harold Quick from West Salem Trinity United Methodist Church gave the Invocation.

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.
PRESENTATION OF JOURNALS
The Journal for the February 16, 2021 Regular City Council Meeting was presented for approval.
Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE
Mayor Lewis introduced the new Deputy City Clerk Becky Barbour to members.
Tony Iriti, Executive Director of the Jefferson County Development Corporation introduced Brian Harland, Assistant Director of Jefferson County Development Corporation. Harland spoke about working on the downtown office, working with the Downtown group and beautifying the downtown area. He is working on websites for the Downtown Corporation, JCDC and Intersect Illinois to bring some businesses to Mt. Vernon. In addition to being Assistant Director to JCDC, Harland will be the Executive Director for Downtown to bring these all together.
APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Joe Gliosci motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $628,028.81. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented bid results on the Construction of the 42nd Street Southbound Right Turn Lane at Illinois State Route 15 (Broadway). There were four bidders. The low bidder was Samron Midwest Contracting at $146,817.00. Staff recommendation is to award the bid to Samron. This is the first project the City is using 2020 bond proceeds on. The State doesn’t have to approve this bid. The City is coordinating with the State of Illinois on other improvements at that intersection. This may slow the project down a bit based on what the State has to do and the timing of getting the utilities and the traffic signal box moved. Bechtel will stay in contact with IDOT on the project.

City Manager Mary Ellen Bechtel presented bid results for the Installation of Water Meters for the Districting of the City-Wide Water System. Bechtel explained that meters are on larger water lines in about 11 areas of Mt. Vernon. There were two bidders. The low bidder was J.K. Trotter & Sons for $38,600.00. Staff recommendation is to award it to the low bidder.

CITY ATTORNEY
City Manager Mary Ellen Bechtel presented for Second Reading, an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to the Southeastern Illinois Economic Development Authority (SIEDA). City Manager Mary Ellen Bechtel reported that the City has ceded their Private Activity Bonding Authority to SIEDA many times to keep the authority in Southern Illinois. Every year the City receives an allocation of bonding authority based on population. The 2021 allocation was $1,633,390.00 to support projects that provide job opportunities and new investments. If a private company would have a project that would qualify, this is how much they could bond through the City of Mt. Vernon for their project. Our recommendation is to cede this authority to Southeastern Illinois Economic Development Authority (SIEDA) and they hold it in their name until the end of December, then it all goes back to the State for reallocation.
Council Member Donte Moore motioned to approve Ordinance #2021-07, an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to the Southeastern Illinois Economic Development Authority (SIEDA). Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
City Manager Mary Ellen Bechtel presented for First Reading, an Ordinance Vacating Undeveloped Streets. The streets are located on Castleton, Railway Avenue, part of Fifth Street, and part of Sixth Street. The streets lie on property known as Milano Rail. Milano is moving forward with their projects and it is important that they have ownership of this property. The roads are not used for public transportation. The City plans to transfer ownership of a sewer line and storm water line which Milano is the only user. This is the first reading on vacating the right- of-way. There will be a package to vote on at the next Council meeting.
First reading was held.
MAYOR
Mayor Lewis wanted to compliment all of the City employees on their hard work and long hours that they put in during the recent ice and snowstorm.
CITY COUNCIL
Councilman Moore wanted to thank SSM, Reverend Gordon, Reverend Lash and all of the Pastors who helped out for putting on a COVID vaccination clinic. It turned out really well.
Councilman Botch thanked Councilman Moore for his job as a Volunteer.
Councilman Young reinforced what Mayor Lewis and Councilman Moore said – thankful for the City employees hard work and long hours despite the conditions they had to work in – great job by City Employees.
