Public Forum Rules of Participation 

Participants wishing to address the City Council on matters listed on the agenda or on any other matter directly relevant to the business of the City of Mt. Vernon shall do so during the Public Participation portion of the agenda. Each person wishing to speak during the Public Participation portion shall sign a Speaker's List at the meeting prior to the start of the meeting providing his/her name and the topic to be discussed. Speakers will be recognized by the Mayor in the order the speaker's name appears on the Speaker's List. Public participation portion of the meeting shall be limited to five (5) minutes per person. All participants are expected to exercise common courtesy and follow any rules of order established or announced by the Mayor and/or City Council.

9-D Permission to bid 2021-2022 sidewalk project

9-E Permission to waive bidding to purchase a shelter for Veterans Park

9-F Permission to bid Phase Two of sewer line improvement from reservoir through Optimist Park to Lift Station 1

9-G Permission to bid investigation and cured-in-place lining of sewer lines in Woodglen Acres area 

9-H Street closure request - May 29, 2021 from 8:30-11:30 a.m. for Casey Avenue between 17th Street & 19th Street for Casey Middle School graduation

10-A Ordinance granting conditional use for a moving and storage operation within the existing building in a B-2, secondary business district, at 500 S. 10th Street Petitioning Party: Alan Sinn 

10-B Ordinance approving rezoning of property at 2620 Benton Rd from B-2, secondary business to R-1, low density residential for the purpose of correct zoning classification for the mortgage lender Petitioning Party: Bradley Breeze 

10-C Ordinance approving rezoning of property at 327 Main Street from B-2, secondary business, to R-2, medium density residential for the purpose of using the dwelling structure situated on the lot as a rental property Petitioning Party: Wellco, LLC 

10-D Second reading of an ordinance amending Section 16.7(m) regarding a sewer rate increase 

10-E First reading of an ordinance declaring surplus municipal property 

10-F First reading of an ordinance amending Article 21, Section 21-109.7 of the Revised Code of Ordinances regarding recreation vehicles 

10-G Resolution for maintenance of streets and highways utilizing IDOT Motor Fuel Tax Funds 

10-H Resolution relating to participation by elected officials in the Illinois Municipal Retirement Fund

10-I Resolution to include compensation paid under an Internal Revenue Code Section 125 Plan as IMRF earnings

10-J Resolution to enter into an agreement with United Medical Response for installation of a water meter at 3000 Veterans Memorial Drive
