City of Mt. Vernon City Council met June 21.

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois.

Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Donte Moore to appoint Council Member Mike Young as Mayor Pro Tem for tonight’s meeting.

All were in favor.

Mayor Pro Tem Mike Young opened the meeting.

Pastor Don Evans from West Side Missionary Baptist Church of Mt. Vernon led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the June 7, 2021, Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,567,124.15. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented bid results for the Materials for Annual Road Maintenance. The only bidder for materials for road maintenance was Jax Asphalt. Staff recommendation is to approve the Jax Asphalt Bid in the amount of $386,024.04.

Council Member Donte Moore motioned to accept the bid results for the Materials for Annual Road Maintenance for $386,024.04. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented bid results for the 2021-22 Sidewalk Project. There were five bidders on this project. The low bidder was Luke Rollie Concrete, Inc., for $71,267.65. The construction estimate was $86,957.81. Staff recommendation is to award this to the low bidder, Rollie Concrete, Inc. in the amount of $71,267.65.

City Manager Mary Ellen Bechtel presented bid results for the Optimist Park Sewer Main Lining Project. There were two bidders. The low bidder was Visu-Sewer of Missouri, LLC, at $336,450.45. Staff recommendation is to award this to Visu-Sewer for $336,450.45.

City Manager Mary Ellen Bechtel presented the proposalsfor Self-Contained Breathing Apparatus (SCBA) for the Fire Department. City Manager Bechtel introduced Chief Kevin Sargent to discuss his report regarding the two proposals received and the reasons for his recommendation. Chief Sargent explained his report and answered questions from the Council. For all the reasons Chief Sargent states on his report, staff recommendation is to approve the purchase of the SCOTT SCBA’S through MES (Municipal Emergency Services) for a cost of $346,589.00.

Council Member Donte Moore motioned to accept the proposal from Municipal Emergency Services and Purchase the Self-Contained Breathing Apparatuses for a cost of $346,589.00. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested a Street Closure for 9th Street Between Harrison and Main Streets on July 17, 2021, from 4:00 p.m. – 7:00 p.m. for a Car Show. Requesting Party: Class of 1971 Reunion. Staff recommendation is to approve the closure.

City Manager Mary Ellen Bechtel requested a Street Closure for 9th Street Between Harrison and Main Streets on July 2, 2021, from 4:30 p.m. - 10:00 p.m. for a wedding at the Granada. Requesting Party: Beth Moser. Staff recommendation is to approve the closure.

City Manager Mary Ellen Bechtel requested permission to Bid Demolition of 30 Properties. This is demolition funded through the grant the City received. It is all residential property.

City Manager Mary Ellen Bechtel requested permission to Bid 2 Single-Axle Dump Trucks. These are both for the Public Works Department.

City Manager Mary Ellen Bechtel requested permission to Bid 2 Backhoes. One is for Public Utilities Department, and one is for Public Works Department.

CITY ATTORNEY

City Attorney David Leggans presented for Second Reading an Ordinance Amending Article 15 and Article 16 of the Revised Code of Ordinances and Adopting a New Article 33, All Regarding Operation of the City’s Water and Sewer Systems.

Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Attorney David Leggans presented for First Reading an Ordinance Authorizing the Sale of Municipal Real Property. The City owns the old car wash property at 325-327 Broadway. It is condemned and moving to demolition. The owner of the adjacent property is interested in acquiring the property to expand their parking lot. This agreement transfers the property “as is” to Gregory Martin and Mart, Inc., owner of the adjacent property and he will be responsible for the demolition of the structure and all the costs associated with the demolition and redevelopment of the property by September 21, 2021.

Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance Authorizing the Sale of Municipal Real Property located at 325-327 Broadway. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY COUNCIL

Council Member Joe Gliosci wanted to express to Mayor Pro Tem Mike Young that he did a good job as acting Mayor.

Council Member Donte Moore just wanted to remind the Citizens of Mt. Vernon to check in on the elderly during the hot weather.

Council Member Ray Botch presented the Council with his proposal for the preservation of the L&N Water Tower:

“…As a City Manager we are trained to look at all the alternatives and recommend the best course of action. Well, after much soul searching, I found that I was WRONG in recommending to the Utility Committee a replacement of the L&N Tank. I didn’t see the forest through the trees. The L&N Tank is part of our heritage and should be retained as such. We have very few historical landmarks left in Mt.

Vernon. I would propose that we refurbish the L&N Tank to its original condition and paint it to stand out as a landmark. We should then construct a new 500,000 gallon tank at a different location when the time Is right. I know City Manager Mary Ellen Bechtel has discussed with Continental Tire a need for additional storage. Perhaps the City and Continental Tire could do a joint project.”

The Utility Committee will be meeting Friday, June 25 to discuss this.
