City of Mt. Vernon City Council met March 7.

Here are the minutes provided by the council:

Mayor John Lewis opened the meeting.

Council Member Mike Young led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the February 22, 2022 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $846,610.46. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel requested permission to Seek Bids for a New 300 KW Generator for the New Police Station.

Council Member Ray Botch motioned to grant permission to Seek Bids for a New 300 KW Generator for the New Police Station. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission for a Street Closure on 9th Street between Main Street and Harrison Street on March 11, 2022 from 5 p.m. - 10:00 p.m. for a Vendor Fair. Requesting Party: Granada Theatre.

CITY ATTORNEY

City Attorney David Leggans presented for First Reading of an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to Southeastern Illinois Economic Development Authority (SIEDA). City Manager Mary Ellen Bechtel stated that this is something we do each year. Cities in Illinois are allowed an allocation of bonding authority called Volume Cap equal to $110.00 per person, which is about 1.6 million dollars. These bonds can be used by private corporations to finance projects. Ceding this authority to SIEDA keeps this bonding allocation in Southern Illinois until December, at which time, it is returned to the Illinois Finance Authority (IFA). The City would still have the ability to work with SIEDA for this financing tool in the event that there was a project that wanted to use this type of financing. If the City does not cede this authority to SIEDA, this allocation will go back to IFA in May instead of December. It is much easier to get projects approved though SIEDA than IFA. Staff recommendation is to approve ceding this bonding authority to SIEDA.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to Southeastern Illinois Economic Development Authority (SIEDA). Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Council Member Donte Moore motioned to approve Ordinance #2022-08, an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to Southeastern Illinois Economic Development Authority (SIEDA). Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

Mayor Lewis wanted to remind everyone that the City would like to have citizen input on the Comprehensive Plan. There have been numerous meetings throughout the City asking for input. We would like to know what is important to you as a citizen and where you would like to see the City heading in the next ten years. There are two meetings set up this week. The first one is Saturday, March 12th at 10:00 a.m. at Meadowbrook Christian Church located at 840 Meadowbrook Road. The second one is Saturday, March 12th at 1:00 p.m. at Faith Lutheran Church located at 1104 N. 42nd Street.
