City of West Frankfort City Council met March 8.

Here are the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M.

Requesting A Roll Call. All Commissioners Were In Attendance. The City Attorney And City Clerk Were Also Present.

2. Mayor Jordan Asked For Approval Of The Minutes From The February 22nd, 2022 Council Meeting. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $202,737.51. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was Discussion, With Possible Action, Regarding Approval To Accept Bids For Purchase Of Lots Deemed As Surplus. The Mayor Stated We Only Had One Bid Turned In And It Was For 102 West 9th Street. And I’m Going To Ask The Finance Commissioner To Open It. Brandon Padget Submitted A Bid Of $1,000.00 To Put A Modular Home On At A Later Date, Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve,

5. The Next Item Was Approval Was Discussion With Possible Action, Regarding Amendment 1 To The Engineering Agreement With Brown & Roberts, Inc. For The Water System Meter Replacement Projects. These Changes Are Not Going To Affect Us, Its Just A Change In The Agreement In The Way It Is Handled On The Engineering Side Of Things. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Approval Of Pay Estimate #5 To H.E. Mitchell Construction Co., Inc. In The Amount Of $53,743.50 Regarding Eda Award 06-01-06132 - Contract 1. Mr. Roberts Stated This Is For The Completed Install Of Roof Mount AIC Units, Doors, And Parking Lot Lighting. This Completes Phase 1. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

7. The Next Item Was Approval Of Pay Estimate #5 To Samron Midwest Contracting, Inc. In The Amount Of $45,641.18 Regarding Eda Award 06-01-06132 - Contract 2. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval to Pay An Invoice From Brown & Roberts, Inc. In The Amount Of $1,784.65 Regarding Mall Infrastructure Improvements – Contract 1. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve, Motion Carried.

9. The Next Item Was Approval to Pay An Invoice #5 From Brown & Roberts, Inc. In The Amount Of $13,213,85 Regarding Mall Infrastructure Improvements - Contract 2. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried

10. The Next Item Was Approval To Pay Invoice #22 From Brown & Roberts, Inc. In The Amount Of $24,688.97 Phase 1 Engineering Services Regarding 157 & Il Rt 149 Interchange Modification Project. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11. The Next Item Was Approval To Pay An Invoice From Vernell's In The Amount Of $6,216.80 Regarding Repairs To An International Dump Truck For The Street Department. They Had To Buy Tires, A Hydraulic Pump Went Out, Exhaust Hangers Were Bad, Replaces Some Exhaust Pipes, Etc. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All

Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

12. Officer's Report -

Fire Report For The Month Of February 2022. Captain Rob Williams Reported They Had 142-Ambulance Calls, 1 Rubbish/Illegal Fires, 4- Brush/Field Fires, 2 Motor Vehicle Accidents, 1 Fire Alarm, 1 Vehicle Fire, 4 Fire Emergency; (Gas Leaks, Power Lines Down), 1 Structure Fire And 4 Smoke Scares. 2 Mutual Aid Calls. For A Total Of 162 Calls During The Month. The Department Used Approximately 64,000 Gallons Of Water. The Department Collected $44,320.00 For February Ambulance Calls.

Police Report For The Month Of February 2022. Chief Prudent Reported Officers Answered A Total Of 891 Calls For Service. Of Those Calls 20 Were Traffic Accidents, 2 With Injury. Officers Responded To 20 Domestic Disputes, 6 Fights In Progress, 11 Alarms, 2 Intoxicated Persons, 9 Burglaries, 12 Reports Of Criminal Damage To Property, 10 Complaints Of Juvenile Problems, 29 Reported Thefts, And 51 Complaints Of Disorderly Conduct/Disturbances And Made 16 Street Contacts. Officers Conducted 67 Traffic Stops, Issued 20 Citations, 55 Warnings, And 2 LW-27's. There Were 35 Adult Arrests Made And 2 Juvenile Arrests, Resulting In 48 Criminal Charges Filed. Dispatchers Answered 1,067 Calls. Of Those, 522 Were 9-1-1 Calls, 81 Were Walk In Requests. 891 Were For Police, 162 Were For West Frankfort Fire, 12 Were For Thompsonville Fire/Ems, And 5 Were For Abbott Ems, And 2 For United Ambulance. And For The Month Of February. We Collected $1,040.00 In Fines And Fees.

Codes Report For The Month Of February 2022. Permits: 0-Building Permits, O-Sign Permits. Rental Properties: 10-Rental Inspections Performed. Case Activity Report ~ 32 Which Includes Doors Tagged Verbal Warnings, Vehicles Tagged, Inspections Of Violations, Inspections, Citations Issued, Letters Sent, Etc. Codes Officer Thad Snell Stated All The Codes Forms Will Now Be Available Online Soon. So, People Who Have Complaints Can File The Form Online, And Follow Along With The Progress Of The Complaint And What Is Being Done. Collected $275.00 In Fines And Fees For The Month Of February

13. Building And Sign Permits - There Were No Building Or Sign Permits This Time.

14. Mayor's Report ~The Mayor Stated That The Five-Year

Contract We Have With Brown & Roberts, Inc. Our Engineering Firm Is Up For Renewal. What That Did Was It Kept Us From Having To Bid Out Every Job We Do In The City; Which Saved Us Time And Money On Every Project. We Will Need To Begin That Process Of Choosing An Engineering Firm For The Whole City As Soon As Possible.

The Mayor Stated He Was Recently Hospitalized, But He Is A Lot Better And Would Like To Thank You All For Your Prayers.

Commissioner Comments:

Commissioner Harkins Stated That His Guys Handle The Jobs That Come Before Them. Everyday Is A New Day, They Handle Whatever Comes At Them Very Well.

Commissioner Simpson Stated She Did Not Have Any Profound Words Of Wisdom.

Commissioner Stanley Stated That The Street Guys Were Busy Sunday Evening And Monday Morning With All The Rain Putting Baracades Out, Keeping The Pumps Going They Did A Fine Job.

Commissioner Warren Stated There Is A Lake Committee Meeting On March 17th At 6pm. She Stated She Would Like To Be Proactive On The Sewer Lines. I’ve Been Talking To Mr. Hubble, The Sewer Supervisor About The Lines. We Would Like To See If Mr. Tosh Can Check For Some Grants To Help Replace Some Of These Lines In The City. Commissioner Warren Is Going To Ask The Sewer Supervisor To Make A Map Of Where Some Of The Oldest Lines Are. The Mayor Stated That Would Be Fine, Let Us Know What You Find.

15. Audience Questions Or Comments:

Isabelle Heyder Asked The Lights At Main And Jefferson What Is Going On With Them? They Are Not On A Timer Or A Sensor, Or Its Not Working. I Don't Know Who To Contact About It. The City Clerk Stated She Was In Contact With IDOT About Them And They Have Stated The Lines Were Cut When Doing The Sidewalks. FW Electric Has Been Contacted And Will Be Fixing The Issue.

16. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 6:29 P.M.
