City of Mt. Vernon City Council met July 31.

Here are the minutes provided by the council:

The Mt. Vernon City Council met for a Special City Council Meeting on Monday, July 31, 2023 at 3:00 p.m. at City Hall, 1100 Main Street, Council Chamber Room, 2nd Floor, Mt. Vernon, Illinois.

Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Council Member Ray Botch made a motion to appoint Council Member Donte Moore as Mayor Pro Tem for today’s meeting. Second by Council Member Mike Young. No opposed.

Mayor Pro Tem Donte Moore opened the meeting.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Mayor John Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Dredging of Veteran’s Park Lake. Public Works Director Matt Fauss is working on the bid documents. The City would like to get this bid request out as soon as possible. City Council Member Donte Moore asked if the City would work with the Illinois Department of Natural Resources to restock the lake after this project is completed. City Manager Bechtel stated that the lake would be restocked.

Council Member Joe Gliosci motioned to grant permission to Seek Bids for the Dredging of Veteran’s Park Lake. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the 11th and Casey Storm Water Project. The bid documents are ready. Gonzales is the engineering company on this project. The City has received approval from the railroad for the drawings and would like to get this out for bids as soon as possible.

Council Member Ray Botch motioned to grant permission to Seek Bids for the 11th and Casey Storm Water Project. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel requested permission to Waive Bidding and Award the Excavation of 911 Broadway to Bevis Construction. The building at 911 Broadway is torn down now, and, in that agreement, Bevis was to restore the surface. The City would like to go ahead and complete the special excavation required for the next step. This includes the excavation of an additional 12 inches of dirt from the site and bringing in topsoil, seeding and mulching the site. This would be the first step in the redevelopment of that park. Member Donte Moore asked if the bid included the cost of the additional topsoil. City Manager Bechel stated that the cost of topsoil is included.

Council Member Ray Botch motioned to grant permission to Waive Bidding and Award the Excavation of 911 Broadway to Bevis Construction. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Council Member Joe Gliosci motioned to adjourn. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

The meeting was adjourned at 3:10 p.m.
