Shawnee Community College District #531 Board of Trustees met Feb. 7.

Here are the minutes provided by the board:

A special meeting of the Shawnee Community College District No. 531 Board Finance Committee was held February 7, 2025 in the Founders Room. Chairperson Witthoft called the meeting to order at 9:03am.

Chris Clark, Vice President of Administrative Services

Jeff McGoy, Vice President of Student Affairs

Mindy Reach, Director of Recruitment & Enrollment

Keyarra Blissett, Coordinator of Financial Aid & Veteran Services

IV. Recognition of Guests and Public Comment

There were no guests or public comment.

V. Presentation, Discussion, and Action Items

A. Financial Aid Follow-up Presentation 

Mindy and Keyarra provided a follow up presentation regarding financial aid that focused: 

• Waiver/Scholarships

• Eligibility Requirements/Financial Need

• Shawnee Promise Initiative

B. FY26 Tuition & Universal Fee Recommendation 

Dr. Taylor and Chris provided further evidence for recommendations related to: 

• Tuition

• Universal Fee Rates

Dr. Taylor expanded on the Enrollment Presentation given to the Board during the retreat on January 18. Also noted, College policy and operating standards will be developed with values driving them; however, implementation is key to being informed.

Chris expanded on the results from other Illinois Community Colleges related to tuition/variable rates, etc. Tuition rates across institutions cannot be directly compared because the actual costs to students often include additional fees (such as registration, activity, or universal fees) which may not always be transparent or uniformly applied.

C. Facilities Master Plan Phasing 

Chris presented the latest Master Plan Phasing timeline provided February 6 by Cordogan Clark. To help prepare for the final Master Plan presentation in being proactive regarding funding decisions, communication with our Financial Advisor (PMA) as well as our Leasing Company (First American) has occurred and is ongoing.

D. S&P Global Rating Report 

Chris provided the committee with the results from the S & P Global Rating Survey. The College has again attained the result of A+.
