City of West Frankfort City Council met May 1.

Here are the minutes provided by the council:

1. Mayor Arview Called The Meeting To Order At 2:00 P.M. Requesting A Roll Call. All Commissioners And The City Clerk Were In Attendance Expect For Commissioner Stanley, Commissioner Warren, And The City Attorney Was Not Present.

2. Mayor Arview Asked For Approval Of The Agenda. The Mayor Stated I Do Not Know Of Anything We Need To Change On There. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Howard. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

3. The Next Item Was Approval Of A Settlement Agreement With A Former City Employee Related To A Disability Claim. The Mayor Stated This Is An Agreement We Had Reached With Our Attorney, And Their Attorney. You Guys Have That In Front Of You; We Have Talked About It Before. I Just Need

A Motion To Approve This Agreement. Commissioner Howard Made A Motion To Approve Based On The Advice Of The Attorney, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

4. He Next Item Was Approval Of A Resolution Of Mayoral Appointments Within The City Of West Frankfort. The Mayor Stated On Your List You See All Of Them Listed There. I Will Add, It Is Not Anything That Needs Amended. But Just For The Appointments Instead Of Going Through Them One By One I Would Rather Just Approve Them All. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Howard. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

5. The Next Item Was Approval To Enter Into A Monthly Agreement For Management And Other Administrative Services Between The City Of West Frankfort And Midwest Environmental Management Services, LLC. The Mayor Stated That Is Also Something We Have Discussed Before. They Will Be Helping Us Out With The Sewer Department. We Had A Meeting Yesterday, There Are Still Somethings With The EPA We Need To Work Out. We Have Our Attorney Working On That. This Is An Agreement With Midwest Environmental To Help Us Out Managing The Sewer Plant. Commissioner Howard Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

6. The Next Item Was Approval To Pay An Invoice From Executive Outsourcing In The Amount Of $9,818.38 For The City Of West Frankfort Audit Prep. The Mayor Stated This Is For Robin Who Has Been Helping Us Out. Commissioner Howard Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

7. The Next Item Was Building And Sign Permit. Codes Officer Snell Stated This Is For Joseph Marks At 211 N. Jackson For A Roof Mount Solar. It Meets Our Requirements. I Recommend Approval. Advanced Energy Solutions Will Be Doing The Project. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Howard. Roll Call Vote: All Commissioners And Mayor Arview Voted To Approve. Motion Carried.

8. Audience Comments: Tom Jordan Stated I Will Say This Face To Face Instead Of The Attorney General. Your Council Meetings Are Like Having Secret Meetings. Who Is The Person Getting An Agreement For Disability Claim Does She Have A Name Or He Have A Name? Is That Something We Are Not Allowed To Know? The Mayor Stated No It Is For Stacy Tharp. Mr. Jordan Stated And The Agreement Is For What? I Come To The Meeting To Find Out. You Are Supposed To Be Conducting The City's Business, And I Am Here To See What The City Is Doing On These Items. All I Have Is This Piece Of Paper. You Have Approved This And Approved That. You Have Your Notes There, But You Never Tell The Audience Or The People The Amounts. The T.I.F. Agreement You Proposed, I Had No Idea With Watching Your Meetings That You Are Going To Have A New T.I.F. That Is Going To Be A Residential Tif. That Was Never Discussed In The Meetings. I Just Want To Say As A Citizen That When You Conduct Business, You May Know What You Are Conducting On Because You See It. I Would Like To Know Who You Appointed To The Departments. I Don't Know Who They Were, You Just Approved Your List. Can You Tell Me Who They Were? The Mayor Stated Sure, City Attorney- Jonathan Cantrell, Fire Chief- Derek Saillez, Deputy Police Chief- Clint Willis, City Clerk- Andrea Bolen, Deputy City Clerk-Alexa Lee, Treasurer-Abra Phillips, Codes Officer-Thad Snell, Street Superintendent- Michael Bonner, Water Superintendent- Jim White, We Are Not Appointing Sewer Superintendent, Incubator/Mall Manager-Don Gass. These Would Be Put In The Minutes. We Did Not Expect A Whole Lot Of Discussion On It, Otherwise I Would Have Brought It Up, And I Would Have Mentioned Them. Mr. Jordan Stated It Is Not Just This Meeting, I Am Just Saying Though. I Didn't Know If You Reappointed The People That We Had Already, I Didn't Know You Didn't Reappoint The Sewer Person. I Think That Is Something That In The Discussion, This Should Be Brought Up To Our Attention What You Are Doing. That Makes A Lot More Sense That You Are Going To Be Having An Agreement With Midwest Management, And You Are Not Going To Have A Sewer Superintendent. They Are Going To Have To Run The Sewer Dept. This Is The City You Are Running. One Of The Things You Said Two Years Ago When You Became Mayor That You Are Going To Be Open, And Everyone Is Going To Know. I Don't Know What You Are Doing And I Am Watching. I Am Just Saying You Can Do A Better Job, Informing The Public What You Are Doing If You Tell Us.

9. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 2:10 P.M.
