BUDGET HEARING AND REGULAR SCHOOL BOARD MEETING

June 16, 2025 Ewing Grade School Library, 6:15pm

Budget Meeting was called to order at 6:17pm. by Board President Jonathan Edwards.

MEMBERS PRESENT: Ryan Skibo, Jonathan Edwards, Caleb Suver, Emanuel Lowe, Pokey Squires

MEMBERS ABSENT: Karla Gunter, Kyle Neal

APPOINTED SECRETARY: Jonathan Edwards appointed Ryan Skibo as secretary for the June 16, 2025 budget hearing.

VISITORS PRESENT: Mandy Watkins

VISITORS COMMENTS: None

BUDGET HEARING: Dr. Ing presented the 2024-2025 Amended Budget to the public.

REGULAR SCHOOL BOARD MEETING

Regular School board meeting was called to order at 6:31pm by Board President Jonathan Edwards.

Appointed Secretary: Jonathan Edwards appointed Ryan Skibo as secretary for the June 16, 2025 board meeting.

President’s Comments: Early Registration will be held on multiple days this year—July 16-31st online and July 30th & 31st in person.

Consent Agenda MOTION by Jonathan Edwards to approve the Consent Agenda. 2nd by Caleb Suver. 5 ayes (Ryan Skibo, Pokey Squires, Jonathan Edwards, Emanuel Lowe, and Caleb Suver).

New Board Member New seated board member Jestin “Pokey” Squires was acknowledged and administered the Oath of Office to Board Members.

Amended Budget MOTION by Jonathan Edwards to accept the Amended 2024-2025 Budget. 2nd by Pokey Squires. 5 ayes (Jonathan Edwards, Pokey Squires, Caleb Suver, Ryan Skibo, and Emanuel Lowe)

Financial Profile MOTION by Jonathan Edwards to accept the Ewing-Northern CCSD #115 2024 Financial Profile Designation for the 2023-2024 school year as presented by Dr. Ing. Ewing received a score of 3.45 resulting in Financial Review. 2nd by Pokey Squires. 5 ayes (Ryan Skibo, Pokey Squires, Jonathan Edwards, Caleb Suver, and Emanuel Lowe).

25-26 Plans/Grants: MOTION by Jonathan Edwards to approve the 2025-2026 Consolidated District Plan, Title I Plan, and Title II/IV Budget. 2nd by Emanuel Lowe. 5 ayes (Emanuel Lowe, Jonathan Edwards, Pokey Squires, Ryan Skibo, and Caleb Suver).

School Handbook: This item was tabled. No action taken.

Executive Session: MOTION by Jonathan Edwards to go into Executive Session to discuss the assignment, employment, compensation, discipline, performance, or dismissal of specific employees of the District, including hearing testimony on a complaint lodged against an employee to determine its validity. 5 ILCS 120/2©(1), as amended by P.A. 93-0057. The placement of individual students in special education programs and other matters relating to individual students. 5 ILCS 120/2(c)(10) 2nd by Ryan Skibo. 5 ayes (Emanuel Lowe, Pokey Squires, Jonathan Edwards, Ryan Skibo, and Caleb Suver). Time in: 8:07pm.

MOTION by Jonathan Edwards to exit Executive Session and return to Regular Session. 2nd by Caleb Suver. 5 ayes (Emanuel Lowe, Jonathan Edwards, Pokey Squires, Ryan Skibo, and Caleb Suver). Time out: 10:08pm.

25-26 CEP Program: Dr. Ing discussed the CEP vs. Traditional Claiming programs. No action taken.

FY26 Insurance: MOTION by Caleb Suver to approve the FY26 insurance rates and policies. 2nd by Emanuel Lowe. 5 ayes (Emanuel Lowe, Caleb Suver, Ryan Skibo, Pokey Squires, and Jonathan Edwards).

Whittington Church Field: MOTION by Jonathan Edwards to accept the agreement between Whittington Church and Ewing Northern Grade School for usage of the Church’s Baseball Field. 2nd by Pokey Squires. 5 ayes (Caleb Suver, Ryan Skibo, Pokey Squires, Jonathan Edwards, and Emanuel Lowe).

Building/Summer Projects: Dr.. Ing presented the board with a summer project and building project update.

Board Policies 2nd Reading: MOTION by Jonathan Edwards to accept the Second Reading of board policies. 2nd by Caleb Suver. 5 ayes (Emanuel Lowe, Caleb Suver, Pokey Squires, Jonathan Edwards, and Ryan Skibo).

Superintendent Contract: MOTION by Jonathan Edwards to approve the Superintendent Contract as discussed. 2nd by Pokey Squires. 5 ayes (Pokey Squires, Jonathan Edwards, Emanuel Lowe, Caleb Suver, and Ryan Skibo).

Set Salaries: MOTION by Jonathan Edwards to set salaries for the 12 month employees for the 2025-2026 school year as discussed. 2nd by Pokey Squires. 5 ayes (Pokey Squires, Jonathan Edwards, Emanuel Lowe, Caleb Suver, and Ryan Skibo).

Hiring: MOTION by Jonathan Edwards to hire Rachel Towers as Middle School Language Arts teacher for the 2025-2026 school year as discussed. 5 ayes (Ryan Skibo, Pokey Squires, Jonathan Edwards, Emanuel Lowe and Caleb Suver).

Hiring: MOTION by Jonathan Edwards to hire Kacie Freeman as a Middle School Special Education Aide for the 2025-2026 school year. 2nd by Caleb Suver. 5 ayes (Ryan Skibo, Pokey Squires, Jonathan Edwards, Emanuel Lowe and Caleb Suver).
