City of Mason City Council Met April 12.

Here is the minutes provided by the council:

Call to order by Mayor Bruce Lowe at approximately 7:00 P.M.

Council members physically present were Scott Francis, Gerald Mahin, Kevin Snyder, Danny Mason, Julie Mize, and Jim Miller. Treasurer Mike Griffin, Clerk Michele Whitehead, Superintendent Wayne Dixon, Chief Adam Anderson and Wendy Martin were also present.

The minutes of the March 22, 2021 Council meeting and the accounts payable and Treasurer’s report were approved.

R21-38 Alderman Mason moved, seconded by Alderman Francis to approve the regular session minutes of the March 22ndh, 2021 meeting, the accounts payable and treasurer’s report.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R21-39 Alderman Miller moved, seconded by Alderman Mason that the following was unanimously approved by Roll call vote: Class A Liquor License issued to:

Chairman declared motion carried.

Superintendent Dixon addressed the Council regarding hydrant and valve replacement. Four hydrants need replaced. The cost is approximately $25,000 if the city buys the materials. The expense was approved.

R21-40 Alderman Mason moved, seconded by Alderman Mize to approve hydrant and valve replacement.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R21-41 Alderman Mason moved, seconded by Alderman Mahin to approve the continuation of the sewer lining project.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

O21-01 Alderman Mason moved, seconded by Alderman Snyder to approve an ORDINANCE AUTHORIZING LOAN AGREEMENT AND AUTHORIZING THE CITY OF MASON CITY, ILLINOIS TO BORROW FUNDS FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY’S PUBLIC WATER SUPPLY LOAN PROGRAM FOR NEW WATER TOWER AND WELL PROJECT

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R21-42 Alderman Mason moved, seconded by Alderperson Mize to approve pay request #13 for the CSO project from Schwartz Construction in the amount of $17,898.90

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R21-43Alderman Miller informed the Council that there are some trees that are bad and are in danger of falling. The cost to take the trees down is approximately $5800.00. The Council approved the expense.

Alderman Miller moved, seconded by Alderperson Mize to remove some dangerous trees at a cost of approximately $5800.00.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Lucas Chitworth from AT&T First Net services came and gave a presentation to Chief Anderson, Superintendent Dixon and Clerk Whitehead regarding a First Net mobile account for the city. The First Net is for first responders, municipal employees and officials. The First Net network allows for more prioritized use of the cell towers in the event of any emergency. There are also special discounts and savings on the plan. The City would save approximately ½ of what it is paying now for mobile coverage. The council approved swithching to AT&T First Net.

R21-44 Alderperson Mize moved, seconded by alderman Mason to switch the AT&T mobile account to AT&T First Net.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Chief Anderson addressed the Council regarding a Police/City phone application that would allow citizens to be updated on street closures, missing people, main breaks, etc. The initial cost is anywhere from 8,000-14,000 for the first year. The following years, the expense is about half the initial cost.

No vote or approval was given on this topic.

Alderperson Mize is working on the pool ordinance. She did express her hesitation regarding just how involved the City should be with regards to pool regulation. The matter has been sent to the City attorney for further review and suggestions.

The meeting adjourned into executive session to discuss 5ILCS (1) Personnel at 7:45 P.M.

The regular council meeting resumed at 7:49 P.M.

There being no further business, the meeting adjourned at 7:50 P.M.
